Protection Team – Bekaa Participatory Theater Director Terms of Reference Programme Background Oxfam is an organisation that works to address the causes of poverty through campaigning and responding to the needs of the poor. Oxfam works in both development and humanitarian contexts, focusing particularly on water, sanitation and hygiene (WaSH) protection and emergency food security and livelihoods. In Lebanon, Oxfam is responding to the Syrian Refugee Crisis addressing emergency water needs through WASH service provision to populations residing in informal settlements. Oxfam also addresses the needs of the Lebanese host communities and local authorities through the rehabilitation and expansion of water supply networks, to improve access to water. Currently Oxfam is implementing protection activities in Bekaa that promote community and rights-based approaches by building the capacities of Syrian refugees to disseminate thematic information to their communities. Consultations with Syrian refugees proved that visual communication materials and participatory approaches are the preferred approaches to be used for raising awareness and improving capacities. Scope of the work The consultancy call is looking for a theatre director with experience of producing creative participatory theater pieces, and with ability to work with general public, and in particular with refugees, to design and implement a theater show on the topic of human trafficking. The piece will need to represent at the same time experiences of the target population, and to provide educational and awareness messages that describe risks, challenges, and alternative solutions in simple ways, to provide the required messages. Key activities: -          The consultant needs to visit Oxfam field work -          Design the scenario, characters, background music -          Selecting the actors -          Training the selected actors -          Signing a MoU with the actors to implement the activities after training -          Paying the actors upon their implementation -          Purchasing the show materials (The black theater, Actors outfits…etc) The consultant is expected to submit a workplan with his/her proposal that details the number of days required to deliver the activities. Any work plan that is submitted will need to respect the deadline mentioned in this document. Special dimensions need to be taken into consideration: -          The selected actors must be refugees representing the segregation of the refugees’ community (by gender and age). -          The selected actors must be well trained on how to deliver the show through several meeting, by means of workshops and training sessions that could be as long as a few full days. -          All the training sessions and workshops need to be implemented in the areas where the refugees reside in consultation with Oxfam Protection team, recommended to be done inside the ITS. -          The consultant must attend the first two shows. -          The scenario needs to respect the protection principles, local and international legal framework. -          The scenario will be tested through one show and will be adapted following the findings. -          The scenario will be consulted with the refugees for inputs. -          The scenario will be presented to Oxfam for approval ahead of any dissemination activity. Required skills: -          Degree or advanced training in theater, performing arts or similar -          Proven experience working on participatory theater -          Previous experience working with non-trained or specialized actors -          Experience working on social themes Desirable skills: -       Previous experience with Oxfam, other NGOs /INGOs, Community Centers or universities. -       Previous experience in working with refugees. -       Ability to assess the basics of the psychosocial impact of the theater on the different communities of refugees. -       Proven training on improvisation. Guiding Principles All the work, scenarios and stories that will be part of the final script need to be based on experiences – direct or indirect - of refugee population. Participation will be the main guiding principle to elaborate and design the story and the script. The actors should be selected in a way that ensures wide participation of community members, including people with specific needs and vulnerabilities as appropriate and based on their interest and willingness. The first draft for the script will be developed with the selected actors and it will be considered final after the refugees’ community feedback and participation and Oxfam validation. The final script will include different possible scenarios that could be guided by the actors for the participatory dialogue. Gender sensitivity will be taken into consideration when designing dialogues and selecting outfit; and ensuring participation of women and girls as actors. All activities should be designed and conducted in a way that doesn’t pose harm or risks for participants and their communities. The consultant will be expected to follow Oxfam guidance and recommendation in this respect. The consultant will need to incorporate guidance from specialised organisations with experience on matters of trafficking and smuggling. Timeline Oxfam is expecting the completion of the consultancy tasks as described in this ToR over a maximum period of 6 weeks starting as soon as possible and no later than 16 January 2017 and ending on 1 March 2017 at the latest. Applicants are kindly requested to indicate in their offers the actual required number of days versus team size involved, methodology to be used, the financial rates and their availability. Outputs -          Development of a script that includes educational messages on Human Trafficking and smuggling. -          Training of refugees selected as actors, lead and participate in the shows, supervision and coaching them during the first two shows.)     Management of the consultant The consultant will be managed by the Oxfam GB Protection Manager with the Support of the Senior Protection Officer in Bekaa.
