Request For Quotations: Development Of E-Learning Course

  BACKGROUND: Oxfam is currently responding to the Syria Crisis, in Jordan, Lebanon as well as Syria. The Oxfam International programme is currently reaching over 2 million people affected by the crisis, across the three countries.   A humanitarian partnership team has been formed, with a regional remit on supporting partner-led humanitarian delivery, as well as the capacity building and organisational development of civil society to be able to provide quality humanitarian assistance now and for the future. Oxfam is guided by its partnership policy that ensures mutual respect and accountability between Oxfam and partners.  OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering  TEAM PURPOSE: To assist people affected by the Syrian Crisis through the provision of essential humanitarian aid. To contribute to the professionalization of aid work in the region.  PURPOSE:   Under the supervision of the Training Lead and Distance Capacity Building Officer, the E-learning developer  will be responsible for supporting  the  Partnership team to improve the quality of humanitarian delivery to people affected by the crisis in the region and raise general awareness on  humanitarian principles.   The vendor will, in view of the above, design and develop interactive electronic courses (e-courses) around different humanitarian-related themes including Gender, Protection and Proposal Writing. This in return will enhance the quality and knowledge of work on the ground amongst the humanitarian communities working on the Syria crisis response.     Vendor will work under the direction of Oxfam's Distance Capacity Building team.   BUDGET RESPONSIBILITY: None   DIMENSIONS: The vendor will be support the Partnership team to develop different e-learning courses as well as adapt training material to an electronic format The vendor will commit to meet the e-learning global standards. The vendor will develop interactive material in a way to ensure that the courses are interesting, engaging and dynamic for the participants. The vendor is expected to be available to work with Oxfam’s partnership unit on a timely basis to ensure that the e-courses developed are based on Oxfam’s requirements The vendor needs to have the necessary human resources fluent in Arabic and English who are capable of developing e-learning courses in both languages.   KEY RESPONSIBILITIES:  Programme Review and Key Learning:    To adapt the training content (which will be provided by the Oxfam Partnership Unit) to suit the format and the specific needs of the audience (course pause and resuming options, internet situation in targeted areas, etc.) To discuss and develop the framework, with Oxfam’s Partnership Unit, of how the e-learning course will be delivered based on Partnership programme’s goals and objectives. To ensure that the completion of the courses is certifiable. To translate training content  if required. (The vendor will receive all training content in Arabic,  however there might be instances where parts of the content will be in English) To develop evaluation methods including questionnaires and tests to be included within the e-learning courses Deliverables: 1 e-course on ‘Protection’ to be developed in Arabic for humanitarian communities working on the Syria crisis response 1 e-course on ‘Proposal Writing’ to be developed in Arabic for humanitarian communities working on the Syria crisis response   Technical Specifications of the E-courses: Evaluation tests/exams for the participants (including multiple choice questions, fill in the blanks, and other electronic questions) Certificate of attendance for the participants including the results of the evaluation exams The results of the exams should be stored into a database in order to share them via email with Oxfam upon request Create and design a website with a copyright name to upload all the e-courses online The e-courses developed should be available to the Oxfam partnership team in order to amend and improve in the future The participants should have the option of resuming the course at anytime The e-courses should be able to run on different operating systems The e-course should include various methods of delivery including content via videos, picture games, sound clips, and interactive texts etc.     EXPERIENCE: Experience in learning management content system (LMCS) Experience in converting traditional courses into electronic courses Experience with developing multimedia programmes Experience with programming languages (for example: Visual basic) Experience in publishing e-learning courses through different media (examples: mobile applications, websites, and/or email attachments) Experience in programme editing (including audio and video editor, audio and video composer and adobe premiere...etc) Experience in developing and designing websites Ability to communicate and operate in a bilingual environment (Arabic and English)
