The Oxfam team in Lebanon advances a rights-based, feminist, and locally led approach to humanitarian response, recovery, and longer-term transformation, in line with Oxfam’s country strategy and evolving context in Lebanon. The team designs and delivers integrated, multi-sectoral interventions that address immediate humanitarian needs while tackling structural drivers of vulnerability, inequality, and exclusion. Across humanitarian, development, and policy-influencing work, the team focuses on strengthening protection and safety, advancing gender justice and accountable governance, expanding access to essential services such as WASH and social protection, and supporting inclusive and sustainable livelihoods and economic opportunities. Central to this approach is meaningful partnership with local actors, public institutions, and communities, and the promotion of localization, participation, and accountability. In crisis and protracted emergency contexts, the team prioritizes the safety, dignity, and agency of people most affected by intersecting risks — including women and girls, LGBTQI+, refugees, displaced populations, and other marginalized groups — enabling them not only to meet their basic needs, but to exercise their rights, influence decisions that affect their lives, and build resilience in the face of recurring shocks.
The Sectorial Protection Advisor serves as Oxfam’s appointed National NGO Co-Coordinator for the Protection Sector in Lebanon, providing strategic, facilitative, and technical leadership to strengthen national and sub-national protection coordination. Acting on behalf of the Protection Sector as a whole, the role supports inclusive, results-oriented, and localized coordination that enhances the quality, coherence, accountability, and sustainability of protection responses. In close collaboration with Protection Sector co-chairs, national authorities, UN agencies, and NGO partners, the Sectorial Protection Advisor strengthens two-way coordination between national and field levels, supports collective analysis, planning, and gap identification, and promotes alignment with national legal frameworks, protection standards, and inter-sector coordination mechanisms.
The role plays a key part in advancing collective protection advocacy, ensuring that evidence, trends, and priorities emerging from Protection Sector coordination and field-level engagement inform coherent, principled, and survivor-centered advocacy at national and Inter-agency levels. In doing so, the Sectorial Protection Advisor supports the development of joint advocacy positions, contributes to protection-related policy dialogue, and facilitates coordinated engagement with decision-makers, while safeguarding the neutrality and representative mandate of the Protection Sector. While maintaining accountability to the Protection Sector, the role enables Oxfam to nourish its technical expertise, partnership approaches, and commitment to localization, gender justice, safe programming, and evidence-based advocacy, strengthening both sector-wide protection outcomes and Oxfam’s institutional leadership in protection and humanitarian coordination in Lebanon. It is also expected to inform field level engagement as well as any programmatic level adaptations, in collaboration with Oxfam’s protection advisor.
