TEAM PURPOSE:
Humanitarian Programme: The Humanitarian team exists to create a situation where fewer people (women, children and men) will die, fall sick, and suffer deprivation as a result of armed conflict or natural disasters.
Logistics: To provide logistical (and security) support to the Humanitarian team to ensure the safe and efficient running of the programme
JOB PURPOSE:
To be well informed and advise staff accordingly on the security situation in Lebanon and provide appropriate logistical support, to enable Oxfam staff and partners to operate activities within a safe and secure environment.
BACKGROUND:
The humanitarian crisis is entering its third year, with intensifying violence and increased displacement inside Syria and to surrounding countries. The UN now estimates that 5.5 million people within Syria are affected by the crisis, with 4million internally displaced people and at least 1.3 million refugees registered or awaiting registration, in neighbouring countries. Almost 450k refugees have arrived in Lebanon since the start of the crisis, although some of these have not yet registered. Some refugees are living in Palestinian refugee camps and others in host communities, scattered throughout the country.
The programme in Lebanon initially focused on the rapid distribution of winterisation NFIs through local partners to meet the needs of the cold conditions January to March, as well as conducting a needs assessments across various locations to identify the most urgent future needs. Oxfam is now working to provide cash for rent and food; hygiene and sanitation facilities, and protection services to people affected by the crisis in Lebanon. These activities will predominantly take place around Beirut, in the South West and the North West however where needs are unmet in other parts of Lebanon, and where funds allow, Oxfam could be in a position to scale up in new, potentially insecure, areas.
Oxfam strives to minimise and manage security risks for staff at all times. The Security Officer position will be key in ensuring that the team in Lebanon is working in line with Oxfam’s Security Management Plan. The post will be responsible for gathering relevant information regarding the security situation within Lebanon and the region, to ensure programmatic decisions can be based on a solid risk and context analysis. This position will also be responsible for managing the security system which is in place to coordinate the movements, and maximise the security, of all staff.
DIMENSIONS:
Develop a shared analysis of local and regional security context.
Analysis and internal communication of the locally relevant context to inform appropriate planning
Makes complex technical information accessible and useable by non-specialist staff within a defined area
Liaise with and maintain relationships with key stakeholders within the sector.
Some negotiation and representation with local authorities, UN and other concerned stakeholders at different levels.
Required to make sound judgements regularly within agreed processes and procedures using a good understanding of the situation.
Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
Communication largely with internal staff and external contacts / partners to support in security management.
Provides advice to senior managers on security issues in humanitarian work.
Influence and advise the programme design around operational implementation of security strategy.
KEY RESPONSIBILITIES:
Security System
Support country team to develop and maintain a security management system, which includes the security management strategy and plan, and allows for the continuous updating of security measures.
Advise and support the Senior Management with regard to implementing the security management plan.
Ensure the security management system is in line with existing Oxfam security policies, protocols and approach.
Support the day-to-day implementation of Standard Operating Procedures.
In the event of any serious incident, support senior management to manage the situation and assist with information flow.
Act as security focal point for both the humanitarian and country programme team in particular with regards to security incident reporting.
Ensure all drivers are aware of the relevant aspect of the security management plan with regards movements and driving in Lebanon. Ensure driver briefings are conducted with specific regards to safety and security for all new drivers, and refresher sessions for all drivers at regular intervals or following a security incident.
Analysis
Support the development and maintenance of a comprehensive context analysis and risk assessment. Maintain contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.
Attend relevant security / safety management meetings; namely the INGO security forum but also any other information sharing sessions within the humanitarian and UN network.
Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.
Awareness
Support country management staff in identifying the security learning and development needs of staff, delivering training if needed or appropriate
Ensure that all staff and visitors receive appropriate security briefing on arrival and immediately following any security incident (‘lessons learned session’) and provide security update during team meetings.
Ensure that the Welcome Pack and Security management plan are updated regularly and contain relevant security information.
Ensure that an appropriate system is in place to provide security information to visitors in advance of their arrival.
Logistics
Support Logistics Manager in managing Oxfam fleet including planning movements and updating movement boards, coordinating drivers, managing fuelling and delivery reports.
Ensure all staff well understand and correctly use the security clearance request system and sms movements update system.
SKILLS AND COMPETENCE:
Essential
Practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations,
Ability to speak English and Arabic, and excellent English writing skills
Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
Ability to advise and support field staff in a consultative manner.
Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
Must be organised and efficient.
Successfully manages conflicting priorities.
Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
Willingness to travel at short notice, and often in difficult circumstances.
