OUR TEAMThe Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to the Bekaa and north Lebanon areas, including protection & governance; cash safety net/social protection and economic development/livelihoods; WASH/water governance, with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalised women and men, particularly refugees from Syria, are able to have safe access to WASH, attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

 

JoB Purpose To lead in implementing gender-sensitive community-level protection activities in particular, including formation of peer support groups, as well as protection monitoring and information dissemination and referrals guided by international sector and Oxfam’s policies and standards in protection work. The Senior officer contributes to the team through the daily- management and delivery of protection projects, supervisions and strengthening capacity of programme staff and supporting local partner organisations, where appropriate.

key Responsibilities

Technical

  • Provide written feedback and contribute to ensuring a strong analysis about protection incidents, issues and community conflicts and produce written reports on protection environment and threats for target communities.
  • Support design, planning and implementation of programme-based protection researches and surveys in coordination with the Protection advisor and the Policy team
  • Prepare, participate in and monitor partners in protection monitoring activities, ensuring that agreed approaches and tools are used properly, and that data is recorded correctly and in line with requirements.
  • Ensure involvement of and coordination between partners and the Protection Research and Policy Advisor in all protection monitoring activities
  • Provide technical support to the broader area programme team for safe programming and protection mainstreaming, through capacity development and support in the design of activities.
  • Contribute to identifying areas for partner’s capacity building needs on protection topics among the team together and share with the relevant managers;

Coordination and representation

  • Follow-up with external stakeholders (INGOs, national organisations, local institutions, UN, etc.) about coordination in aid delivery in areas of operations, requests for community sessions and other forms of liaison with beneficiaries, and about brochures and other information materials for distribution
  • Represent Oxfam externally through participation in relevant protection coordination fora (such as protection WG) and other relevant inter-agency coordination groups, as well as with local authorities.
  • Coordinate activities with other programme teams in the areas of operations, ensuring joint planning and sharing of information as appropriate

Management and project implementation

  • Prepare, implement and accompany all field activities, with particular focus on community mobilisation and formation and capacity development of community groups and mobilisers
  • Manage and join field protection officers and assistants in field activities: community mobilisation, delivery of information about services and entitlements, training and capacity development of community members on technical knowledge, local –level advocacy and monitoring protection issues affecting target population.
  • Contribute to project design and proposal development, as well as to donor reports, protection analysis reports, monitoring activities and other internal reporting.
  • Work with local partners, through counterparts in the organisations, to provide technical support for project delivery, and to maximise mutual learning and contribution to project design and implementation.
  • Support and coordinate with project manager, Protection advisor and MEAL team for the design and implementation of all MEAL activities: baseline survey, learning, project indicators monitoring, and other relevant monitoring activities, and ensure learning is captured and programme activities are adapted accordingly

skills, experience and knowledge

Essential

  • Bachelor degree in political science, law, social studies or similar relevant field.
  • At least 3 years of experience working in protection programmes, including SGBV or child protection in humanitarian context
  • Excellent written and verbal communication skills to motivate, influence and negotiate both internally and externally, strong English and Arabic skills.
  • Previous experience in working in partnership with national organisations
  • Demonstrable capacity of working alone, with limited supervision
  • Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement
  • Demonstrable experience in using participatory research and assessment methodologies
  • Demonstrable experience in using participatory learning and training methodologies
  • Good understanding and knowledge in application of do no harm, conflict sensitivity principles, Sphere standards, Protection mainstreaming principles and ICRC standards and ethics for protection work
  • Commitment to a rights-based approach, gender equality and protection
  • Proven analytical skills
  • Ability to work in multi-cultural team
  • Willingness to work in insecure environments and a high level of adaptability and initiative

 

Desirable

  • Master degree in social science, political science or similar relevant field.
  • 2 years of experience in project management in all its aspects (design, planning, delivery, budget monitoring and Monitoring, evaluation and learning)
  • Understanding of WASH programs and implementation
  • Understanding of advocacy and policy work.
