Its main aim is to promote active participation and leadershipof women in the MENA region, including the poorest and most marginalised women, in local,national and regional governance structures and decision-making processes, therefore, ensuringthat they have a say in formulation and/or their needs and priorities are reflected in socioeconomicpolicies and practice at all levels. The programme is implemented in the OPTs, Morocco,Tunisia and Yemen.As part of the Monitoring, Evaluation, Accountability and Learning of AMAL, a baseline study wasconducted in the past few months in the four countries to measure 5 selected indicators, based oncommon methodologies and tools. Each country adapted the tools to fit the local context, whilemaintaining the overall common approach and country reports on the studies were produced.ObjectivesTo prepare one consolidated regional report based on the country baseline study report, byproviding further analysis to the country reports utilizing the provided data1, identifyingcommonalities among countries and highlighting distinctions/specificities where significant. Thereport will be used as a baseline for monitoring change achieved through the programme and as onereference for reviewing the programme to ensure it remains relevant.Tasks1 The country reports differ in their levels of analysis. It is up to the consultants to further analyze them to feedinto the regional report.1. Review four country baseline reports that contain results of common methodologies andtools.2. Conduct further analysis and interpretation of the results of the country reports3. Consolidate into one regional report highlighting commonalities and specificities.Oxfam Input The 4 country reports (2 in Arabic, 1 English and 1 in French ) – approximately 430pages in total including tables and annexes The proposed outline for the regional baseline report Technical input on what is required Review and comments on the reportDeliverable: One consolidated regional report in English language no more than 35- 40 pages long
Qualifications Proven record of producing high quality reports Previous experience in research and analysis of primary results including analysis ofquantitative and qualitative data Excellent Analytical and report writing skills Gender sensitivity Fluency in English, Arabic and French is required
