BACKGROUND:
Oxfam is currently mounting a response to the Syria Crisis, in Jordan, Lebanon as well as Syria. The Oxfam International programme is currently reaching over 500 000 people affected by the crisis, across the three countries.
A humanitarian partnership team has been formed, with a regional remit on supporting partner-led humanitarian delivery, as well as the capacity building and organisational development of civil society to be able to provide quality humanitarian assistance now and for the future. Oxfam is guided by its partnership policy that ensures mutual respect and accountability between Oxfam and partners.

TEAM PURPOSE:
To assist people affected by the Syrian Crisis through the provision of essential humanitarian aid.
To contribute to the professionalisation of aid work in the region.
JOB PURPOSE:
Under the supervision of the Humanitarian Programme Manager, the Training Lead (TL) will be responsible for the preparation of curriculum, training materials and the delivery of training relevant to the needs of partners engaged in humanitarian response. The TL will work with the Oxfam team to support partners across the region. The TL will lead the training team to produce training materials, source materials and experts in their fields to support training, develop tools and manuals, arrange training, link with wider network of organisations on training opportunities and build the capacity of partners. The TL will be responsible for maintaining regular contact with assigned partners in cooperation with relevant programme and finance staff. S/he will assist the team to develop modalities to provide distance support and capacity building to partners.

KEY RESPONSIBILITIES:
Lead the development and the delivery of training and capacity building strategy and activities for the unit, and support regional programmes as needed.
To assist the HPM in preparing induction plans, training and also ‘Train of Trainer’ courses for trainers.
To lead the delivery of training workshops and coaching on to boost the quality of aid delivery in the region. Develop training approaches appropriate to the needs of partners but also their travel constraints, time commitments, capacity and programmatic load, this may include creative means for distance learning in a humanitarian situation.
To prepare training workshops agendas and allocate training sessions to the trainers, assess training venues, training preparation, training delivery and evaluation of trainings.
Work with partnership officers on appropriate follow up and continuing support post training to ensure continuity of learning and impact of training.
To develop/identify training materials, expert trainers/speakers/resource people in different fields,
Develop training networks (of trainers and of organisations with curriculum or workshops developed already) and link with other organisations on shared use of trainings/trainers to maximise reach and impact across organisation.
To source and engage external trainers, contract manage consultancies and manage quality of training provided.
To review partners’ capacity and training needs assessments, and inform and revise training plans accordingly.
Manage budgets related to training
To follow up and provide guidance and coaching for partners on project management and Oxfam reporting requirements and to provide written feedback to the Humanitarian Programme Manager.
Assist in developing gaps-based partners’ capacity building plan and ensure its implementation in an efficient manner.
Update and revise regularly the improvement and progression in partners capacity
Include gender mainstreaming and support on gender standards in humanitarian response throughout curricula.
To report regularly to the HPM about projects developments and work progress.
Prepare draft reports to donors about progress of project activities.
Review translated training materials for clarity and quality.
SKILLS AND COMPETENCE:
Education to a degree level in social sciences or related discipline or the equivalent work experience
Progressive experience undertaking the same or similar assignment/s
Strong facilitation skills and experience in delivering trainings, preferably in the humanitarian context.
Experience in developing training materials and workshop agendas.
An understanding of and/or experience of working in the humanitarian sector.
Awareness about gender issues and women empowerment.
Manages resources and deadlines with minimum supervision.
Good communication and interpersonal skills
Appreciation and support to mainstreaming gender in humanitarian response as a key element of humanitarian capacity building.
Shows evidence of high level of planning skills
Responsible, flexible and adaptable
Good team player and builder
Ability to work and communicate effectively with partners/beneficiaries to insure compliance with Oxfam GB and donor’s policies and procedures.
Ability to adapt to a fast changing environment and numerous, conflicting job requirements.
Ability to speak, read, write and work in English and Arabic to an advanced level
Practical experience in organizing partners organizational and technical capacity assessments. Proven experience in planning and delivering capacity building plans (e.g. outlining and facilitating key topics of organizational development, PCM, Accountability, etc….)
Knowledge and skills in computer usage (Ms Word, Excel). Other applications are preferable
Willingness and eagerness to learn about organizational and financial procedures
OTHER: Ability to travel (short term assignments) in the region
