1. Programme Background
Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.
Oxfam’s Regional Gender Justice Programme (RGJP) was established in 2009 to promote gender equality in the MENA region. The RGJP aims at supporting women, in particular poor women, to realize and voice their rights, enjoy a life free from violence and have access to social and legal protection, and become equal contributors in the development of their respective communities, hence breaking the cycle of violence and exclusion. In its work, the RGJP links direct assistance to poor women with national, regional and global advocacy and campaigning work. Advocacy work at the RGJP is informed by both programming and research. The RGJP has worked with 39 partners in Lebanon, Iraq, Morocco, Occupied Palestinian Territories, Jordan, Tunisia, Yemen and Egypt.
The RGJP programming and advocacy work focuses on the following two:
Women’s Political Participation at all levels
Women’s Access to Justice
Under the Women’s Access to Justice Project, the Gender & Influencing team at the RGJP is planning for a digital campaign which seeks to start a discussion on Personal Status Laws (PSL) in the region and raise awareness on the barriers that women are facing to be able to access justice. The campaign will be looking at the advantages and disadvantages of PSL on women by highlighting the protected rights of women as well as areas of discrimination. Personal Status Laws in Lebanon and Jordan and many other Arab countries in the MENA region are the laws that govern procedures pertaining to matters such as marriage, divorce and inheritance. These laws tend to be problematic because of their discriminatory impact on women. The purpose of this campaign is to showcase the work of WAJ partners in raising awareness on PSL and empowering women to claim for their rights. The project will contribute to identify specific issues related to PSL in each country that Oxfam and partners will be advocating for at a policy level. The results of the campaign; interviews, stories and videos of different profiles and stakeholders will feed the drafting of the policy recommendations each country will advocate for.

2. Purpose of the job:
The Regional Gender Justice Programme is looking for a video producer and editor to capture, edit and produce short video interviews with WAJ women beneficiaries, random people in the streets and project stakeholders (lawyers, paralegals, social workers, ...). The videos will be edited inspired by the AJ+/NowThis formats of short emotional videos. Filming will take place in Lebanon and in Jordan over 10 working days between 15 January and end of March.
3. Tasks
The video producer will be required to:
Travel in Lebanon and Jordan along with Oxfam staff
Record vox populi interviews in the streets of two locations in Beirut and Amman recording interviews with random and variety of people
Develop the interviews video clip’s overall concept and storyboard
Responsible for the supply and set up of all technical equipments necessary for the production of final multimedia and visual products in high definition in every country (camera, microphone, lighting..)
Video, audio record and photograph interviews with WAJ stakeholders in Lebanon and Jordan
Transcribe interviews needed for videos (Arabic/English speaking editor is a must)
Edit and produce 3 short videos out of the recordings according to AJ+/NowThis formats a draft video clip to Oxfam for comments about contents and direction.
Input English and Arabic subtitles according to time codes (translation provided by Oxfam)
Produce the finalized videos in high definition after incorporating Oxfam’s comments and color corrections. The videos might include visuals and photographs (taken on field), killer facts provided by Oxfam.
Ensuring that all the work produced meets Oxfam’s criteria and standards and visibility guidelines: logo, branding, consent and confidentiality of interviewees, messaging as well as used language and terminologies.
All products should be signed off by Oxfam representatives before delivery of final versions. Oxfam reserves the right to amend or delete content whenever deemed necessary.

4. Deliverables
Develop the video clip’s overall concept and storyboard
Travel in Lebanon and Jordan for interviews
Produce a rough cut video clip to Oxfam for comments about contents and direction
Produce a draft version video clip to Oxfam for comments about contents (2 rounds of comments for each video)
Input English and Arabic subtitles according to time code
Produce the finalized video clip in High Definition after incorporating Oxfam’s comments
5. Outputs
Expected outputs include:
a) Approved storyboard in soft copy (or hard copy by agreement);
b) Visual identity and elements of the short videos (animation, effects..)
c) Rough cut /draft versions of the video clip
d) Final 3x 3-minutes videos with English subtitles as per High Definition video standards
e) One final learning regional highlight video: 5 minutes.
6. Oxfam support:
Oxfam will facilitate access to information and interviews as needed.
7. Copyrights
All the produced materials will be copyrighted to Oxfam and any violation of copyright law will be pursued appropriately.
8. Required Experience (firms/team members/individuals)
➢ Experience
- Significant years of experience working in audio-visual video production, recording, editing and sound (minimum five).
- Extensive experience in producing development work related videos and films for international organizations with the aim of reaching both local and international audiences.
- Excellent technical capacities to ensure smooth and high quality production.
- Additional experience in similar short videos is an added advantage.
- Knowledge of English and Arabic is a must
➢ Desirable skills:
- Previous experience of working with Oxfam, NGOs and INGOs.
- Ability to work in close coordination with other team members.

The coordination will be directly with Oxfam’s Gender and Influencing Team.
