Technical Consultant– Tailored Coaching Program for 22 Micro-Entrepreneurs in South Lebanon

Title: Consultancy for Designing and Delivering a Tailored Coaching Program for 22 Micro-Entrepreneurs in South Lebanon.
Description:
Oxfam seeks a qualified Technical Consultant (individual or organization) to design and implement a customized coaching program for 22 selected Micro-Entrepreneurs (MEs) across Saida, Nabatiyeh, and Tyre. Building on prior business assessments and training programs, this consultancy aims to enhance the entrepreneurs’ business management, technical, and operational capacities through individualized and group coaching.
The consultant will validate the needs assessment conducted by Oxfam and deliver three sessions per ME over a three months period culminating in a final technical support report.

Oxfam are implementing a livelihoods intervention under the ENABLE programme, funded by the European Union and led by the International Labor Organization (ILO), aimed at enhancing the economic capacity of the most vulnerable and marginalized communities in targeted areas. The programme provides integrated employment services and short-term employment opportunities to reduce dependency on social assistance, strengthen local economic resilience, and foster social cohesion.
ENABLE focuses on supporting small income-generating opportunities for both refugees and host communities. In the context of South Lebanon, the intervention targets Micro Enterprises (MEs) that have already undergone an initial incubation phase and are now ready to receive tailored technical and financial support. The 22 selected Micro-Entrepreneurs have:
- Completed the Improve Your Business (IYB) training, focusing on marketing, financial planning, record-keeping, and productivity.
- Completed Financial Education (FE) workshops covering budgeting, cash flow management, and access to finance.
- Developed and refined business plans and were shortlisted from a pool of 123 MSMEs through a Business Plan Competition (BPC) evaluating innovation, feasibility, financial sustainability, job creation potential, and social impact.
These 22 Micro-Entrepreneurs are now ready to receive targeted technical coaching to improve their business sustainability, compliance, and competitiveness.
- SPECIFICATION OF SERVICES REQUIRED
The Technical Consultant will validate existing needs assessments, develop tailored coaching plans, and deliver a combination of individual and group sessions over a period of up to three months.
- Needs Assessment Validation
- Review and validate the preliminary needs assessment conducted by Oxfam
- Coordinate with Oxfam’s Project Manager and ILO focal point to ensure findings are accurate and comprehensive.
- Identify priority support areas such as: Business operations improvement; Marketing and digital marketing; Financial management; Market access and networking.
- Capacity Building Plan Development
- Design a tailored coaching plan for each Micro-Entrepreneur based on validated needs.
- Prepare coaching material, including objectives, expected outcomes, and monitoring tools.
- Incorporate MEAL tools including baseline/ endline, and pre/post tests to measure changes in business knowledge and capacity (target: at least 70% of participants demonstrate improvement).
- Develop feedback and satisfaction tools to ensure quality control and participant engagement.
- Coaching delivery
- Deliver three coaching sessions per Micro-Entrepreneur over a period of 3 months.
- Sessions may be individual or conducted in small groups, depending on shared needs and operational feasibility.
- Cover thematic areas including but not limited to: Business operations improvement; Marketing and digital marketing; Financial management; Market access and networking.
- Reporting:
- Submit a final assessment report consolidating findings from the technical assessments, in collaboration with the project team.
- Submit a comprehensive final report summarizing:
- Sessions conducted (individual and group)
- Key achievements and learning outcomes
- Participant feedback
- Challenges and mitigation strategies
- Recommendations for future MSME support
- Coaching sessions and contingency measures
To ensure business continuity and minimize disruptions to the enterprises daily operations, coaching sessions should be scheduled in coordination with Oxfam staff as well as with each business to avoid peak operational hours.
Where feasible, a blended learning approach should be adopted, combining in-person sessions with online or remote coaching. In case field access is limited due to security or logistical constraints, the service provider must have contingency plans in place, including the use of virtual platforms, phone coaching, or relocating training to safer zones, when necessary, all the above must be done in coordinating with Oxfam security team.
