JOB PURPOSE: The Project Manager will lead the implementation of the “ENABLE Programme, Implementation Agreement to promote small income-generating opportunities for refugees and host communities.” in South Lebanon. The role entails managing all programmatic, operational, and partnership components. S/he will ensure quality delivery of business training, grant management, coaching, and monitoring in alignment with ILO and Oxfam standards. The PM will ensure inclusion of women, PWDs, and refugees while maintaining strong coordination with stakeholders and delivering donor-compliant reporting.

KEY RESPONSIBILITIES
Project Cycle Management & Programme Quality
- Lead on work plans, procurement plans, MEAL plans, and detailed implementation timelines for the project.
- Oversee all phases of the project cycle including outreach, selection of microenterprises, training delivery, business plan competition, and grant disbursement.
- Ensure that gender justice, disability inclusion, and decent work principles are embedded across project activities.
- Lead and coordinate training, coaching, and mentoring components using ILO-vetted experts.
- Monitor risks and challenges and ensure proactive course corrections when needed.
- Support project documentation, visibility, and final evaluations in line with donor communication and branding guidelines.
Partnership & Stakeholder Management
- Ensure active collaboration with local authorities (SDCs), INGOs, Chambers of Commerce, and women's and PWD organizations.
- Oversee implementation by ensuring proper alignment of activities with ILO methodologies and Oxfam frameworks.
- Manage outreach, selection, and engagement with 125 microenterprises, ensuring equity and inclusion targets.
People & Team Management
- Directly line manage the Outreach, Training and Development Officers and the MSME expert.
- Provide staff with technical guidance, coaching, and performance support.
- Coordinate with MEAL, procurement, and finance teams for smooth delivery.
Monitoring, Evaluation, Learning & Reporting
- Ensure accurate and timely internal and external reporting, including donor progress reports.
- Lead data collection, beneficiary follow-up, and MEAL coordination in line with Oxfam’s standards.
- Ensure that lessons learned are documented and shared internally and with partners.
Representation & Visibility
- Represent Oxfam at livelihood coordination platforms, especially in South Lebanon.
- Coordinate with ILO for joint visibility and learning events.
- Lead planning and execution of business plan competitions and final visibility events.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
Essential
- Bachelor’s degree in Economics, Development Studies, Business Management, or related field.
- 5+ years experience in livelihoods programming, preferably supporting MSMEs, start-ups or refugee-led enterprises.
- Demonstrated project cycle management experience (including training, coaching, grants, MEAL, and procurement).
- Strong team leadership and partner coordination skills.
- Proven experience in working with vulnerable groups (women, refugees, PWDs).
- Excellent command of Arabic and English (spoken and written).
Desirable
- Master’s degree in a related field.
- Familiarity with ILO’s IYB and Financial Education training methodologies.
- Experience managing donor-funded programs (EU, ILO).
- Knowledge of economic recovery in fragile settings.
