Location of the Assignment: Akkar Governorate: Oussat wa Sahel el Qaytaa Union of Municipalities, Northern Akkar Union of Municipalities, Dreib El Awsat Union of Municipalities, Dreib El Gharby Union of Muncipalities.  North Lebanon: Union of Menieh (5 Municipalities)

MASAR for Local Governments is a programme funded by the EU MADAD trust fund and implemented in Lebanon and Iraq. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee and IDP populations to deal with displacement.

MASAR has three objectives:

  • To improve the capacities of subnational governments to engage in holistic, area-based planning and consider different scenarios that respond to the needs of host, refugee and IDP populations.
  • To improve service delivery to generate greater social stability outcomes based on the needs of host, refugee and IDP populations.
  • To empower subnational governments and service providers to facilitate local economic development and to have better access to municipal investment that benefit the extension of safe public services and create economic opportunities for host, refugee and IDP populations.

Background specific to the assignment:

Lebanese municipal law gives local governments a wide range of prerogatives, but does not specify their role in economic development. At the same time, local governments (UoMs and/or municipalities) may have greater potential to respond to local economic needs and facilitate development than the central authorities, currently affected by a deep crisis. The assignment should aim at enabling local governments to better respond to the economic needs and aspirations of local populations and economic stakeholders, and effectively support their resilience and development. In particular, ACCD and PCPM intend to strengthen the role of Unions of Municipalities as facilitators of local economic development operating within the municipal mandate. Therefore, the assignment has three main components: research, capacity building and strategy development.
