Thematic Coordinator

PCPM is seeking for a qualified Thematic Coordinator to provide expertise on one of the thematic areas of the programme:

1) Governance and local economic development,

2) Urban planning and public spaces;

3) Solid waste management and WASH.

 

The Thematic Coordinator provides advice and coaching-mentoring to selected subnational governments in the areas of intervention of the project in Lebanon on his/her area of expertise. The Thematic Coordinator is under the direct supervision of the Front Officer and the overall supervision of the Team Leader. She/he will work in close coordination with the Community Outreach officer.

Outputs/ deliverables

The Thematic Coordinator will provide the Front Officer (at least) with the following outputs/deliverables:

 

1. Products related to the tasks and responsibilities as outlined in the Description of Action;

2. Weekly and monthly thematic reports;

3.Contributions to technical & financial reports;

4. Briefings of project team on thematic area;

5. Contributions to work plans.

 

1 - Key responsibilities of the Thematic Coordinator include:

 

  • Provide expertise on the thematic area of expertise for the different target groups (sub-national governments, service providers, government agencies, civil society organizations, private firms and national government actors).
  • Ensure alignment of methodology and knowledge between the different target groups and target areas.
  • Inform the project team on the latest developments, technologies, trends in specific thematic area.
  • Provide training and coaching of the target groups on the specific thematic area.
  • Liaise with beneficiaries such as National Ministries, their deconcentrated service providers, subnational governments and Unions of Municipalities, when needed in line of above-mentioned activities (in close cooperation with the Front Officer and Team Leader on strategies and messages to be disseminated).
  • Identify interesting local partners for collaboration on the specific thematic area.
  • Based on the specific thematic area, identify needs for the input from short-term experts (international and national), and prepare their Terms of References.
  • Identify procurement needs and priority investment projects together with subnational governments, based on the scenario plans.
  • Contribute to the project narrative reports as requested.
  • Provide substantive support to local and international experts.

 

The minimum qualifications and skills of the Thematic Coordinator are as follows:

  1. Education
  • Relevant completed university background. Higher education degree (Masters’ degree) in sustainable local economic development, chemistry engineering studies, utility engineering studies, public administration, political science, social sciences, development or related field of studies.

 

  1. Professional Experience
  • Minimum of 5 years of working experience within the specific thematic area;
  • Minimum of 5 years of experience in working with local governments in Lebanon.
  • Experience with training and coaching is preferred.

     

  1. Competencies:
  • Ability to work flexibly, independently and as part of a small team.
  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender).
  • Ability to build collaborative relationships between diverse communities.
  • Excellent computer skills (Microsoft Office: Word, PowerPoint, Excel)

     

  1. Languages
  • Fluency in written and spoken English and Arabic.
  • Working knowledge of French or Polish is an advantage.
