Position Details

Position Title: Fundraising Officer / Proposal Writer
Type of Contract: Consultancy (Based on Agreement)
Location: Remote

Position Overview

The Fundraising Officer / Proposal Writer will lead and support the organization’s fundraising and grant acquisition efforts by identifying funding opportunities, developing high-quality proposals, coordinating donor submissions, working directly with our team, and strengthening strategic partnerships with international donors and development agencies.

The selected candidate is expected to possess strong analytical, writing, coordination, and communication skills, with demonstrated experience in donor compliance and proposal development for institutional donors, particularly European Union (EU) funding mechanisms and international development partners.

The role requires a proactive, detail-oriented, and strategic professional capable of working under deadlines while ensuring high-quality outputs and alignment with donor requirements.

 

Key Responsibilities

Fundraising & Resource Mobilization

  • Identify and monitor local, regional, and international funding opportunities relevant to the organization’s sectors and strategic priorities.
  • Conduct regular donor mapping and maintain an updated database of funding calls, donor priorities, deadlines, and partnership opportunities.
  • Support the development and implementation of organizational fundraising strategies and resource mobilization plans.
  • Build and maintain relationships with donors, international NGOs, networks, embassies, UN agencies, foundations, and development partners.
  • Explore partnership opportunities and consortium-building initiatives for large-scale grants.

Proposal Development & Grant Writing

  • Lead the development, writing, editing, and submission of high-quality concept notes, proposals, expressions of interest, and grant applications.
  • Coordinate internally with technical teams, finance staff, MEAL teams, and management to collect relevant information for proposal development.
  • Ensure proposals are aligned with donor priorities, technical standards, organizational strategy, and community needs.
  • Develop logical frameworks, work plans, implementation methodologies, risk analysis sections, and sustainability approaches.
  • Support budget development in coordination with finance and program teams.
  • Ensure compliance with donor guidelines, templates, formatting requirements, and submission procedures.
  • Adapt and tailor proposals for various donors including EU, UN agencies, INGOs, foundations, and bilateral donors.

Donor Compliance & Reporting Support

  • Review donor guidelines and ensure full compliance throughout proposal and reporting processes.
  • Support project reporting processes when needed, including narrative reports, donor communication, and documentation.
  • Maintain organized records of submitted proposals, donor communications, and grant documentation.
  • Support internal systems related to grants tracking, deadlines, archiving, and proposal management.
  • Support with leading funding and tender portals, including EU Fund & Tender Portal, and ERASMUS Portals.
  • Tracking and following up on fundraising deadlines and processes.

Strategic Development & Organizational Support

  • Contribute to the organization’s strategic growth and visibility through innovative fundraising approaches.
  • Support the preparation of organizational profiles, capability statements, donor presentations, and fundraising materials.
  • Assist in improving internal proposal development systems, templates, and knowledge management processes.
  • Participate in relevant coordination meetings, networking events, and partnership discussions.
  • Contribute ideas for institutional growth, sustainability, and diversification of funding sources.

 

Required Qualifications

Education

  • Bachelor’s degree in International Development, Political Science, Business Administration, Public Administration, Social Sciences, Communications, English Literature, NGO Management, or any related field.
  • Master’s degree is considered a strong asset.

Professional Experience

  • Minimum of 3–5 years of proven experience in fundraising, proposal writing, grant management, or business development within NGOs, INGOs, development agencies, or humanitarian organizations.
  • Demonstrated experience in developing successful proposals for international donors.
  • Strong knowledge of European Union (EU) funding mechanisms, calls for proposals, and donor compliance requirements.
  • Experience working with institutional donors such as:
    • European Union (EU)
    • UN Agencies
    • USAID
    • Embassies and International Foundations
  • Experience in consortium proposal development is considered an asset.
  • Experience in humanitarian, development, protection, education, livelihoods, youth, arts, women empowerment, or community-based programming is preferred.

  • Strong understanding of donor compliance and grant application procedures.
  • Ability to develop logical frameworks, theories of change, indicators, and implementation plans.
  • Strong analytical and research skills.
  • Ability to translate technical information into clear, compelling donor language.
  • Experience in budget coordination and understanding of donor budgeting principles.
  • Strong report writing and documentation skills.
  • Excellent organizational and archiving skills.
  • Strong digital literacy and proficiency in:
    • Microsoft Office Suite
    • Google Workspace
    • Project management and collaboration tools
    • AI-assisted productivity tools and research support platforms

Soft Skills

  • Excellent written and verbal communication skills in English.
  • Arabic language proficiency is an asset, but not a requirement.
  • A good understanding of our context is an asset.

Preferred Qualifications

Candidates with the following qualifications will be strongly preferred:

  • Track record of successful grant acquisition.
  • Experience with EU PRAG guidelines and institutional donor regulations.
  • Knowledge of MEAL frameworks and proposal indicators.
  • Experience in donor reporting and grants management systems.
  • Existing professional network within the NGO and donor sector.
  • Experience in capacity building and proposal review.
  • Familiarity with safeguarding, protection mainstreaming, gender-sensitive programming, and inclusion approaches.
