Terms of Reference – Decent Work-PSHEA-SME

Purpose

 

To strengthen the organizational capacity of selected SMEs and local stakeholders in Central Beqaa and Saida to apply decent work principles and PSHEA standards in alignment with international labor standards and Lebanese law.

 

Under Output 1.2: Targeted SMEs are capacitated on decent working conditions and PSHEA. The consultancy will deliver capacity-building workshops to 75 SMEs to promote ethical business practices, fair treatment of employees, workplace safety, inclusivity, and protection from harassment, exploitation, and abuse. This includes technical support, practical tools, and post-training follow-up to ensure SMEs create safe, supportive, inclusive and accessible  work environments, particularly for young women and persons with disabilities, in line with international labor standards.

 

Under Output 4.2: Local stakeholders (employers, authorities, policy makers, chamber of commerce) are capacitated on decent working conditions. The consultancy will organize and deliver capacity-building workshops for employers, authorities (including relevant ministries), and chambers of commerce to deepen their understanding of gender and inclusion, fair wages, reasonable working hours, job security, and sexual harassment laws and policies. This will be complemented by field visits and the activation of feedback and complaint mechanisms to ensure the sustained application of decent working condition standards.

 

The consultancy should be implemented by a team of consultants or a specialized firm with expertise in labor law, gender and inclusion, and PSHEA/safeguarding to ensure an integrated, gender-responsive, and inclusive approach that addresses systemic barriers faced by women, persons with disabilities, and marginalized youth in accessing decent work.

 List of documents to be submitted with the Request for Proposal (RFP)

Where possible in the ToR or the call for proposal process, you should ask that interested applicants provide a proposal covering the following aspects:

  1. A detailed proposal outlining methodology and timeline.
  2. A sample of previous training materials developed on similar topics.
  3. A financial proposal with a breakdown of costs.
  4. An updated CV demonstrating relevant experience.

All consultants/applicants are required to agree and adhere to Plan International’s Non-Staff Code of Conduct (Annex)
