The Popular Aid for Relief and Development (PARD) is an independent grassroots organization working on gender justice and women's empowerment, youth empowerment, environmental health, and relief for people in distress among Palestinian and Lebanese communities and refugees from Syria. It was founded in 1985 under the name of “The Relief Agency” by a group of volunteers. It received official recognition under the name of Popular Aid for Relief and Development in 1990.

We are looking for an experienced, proactive Program Manager to work collaboratively with the team on a food security project. The project will help almost 4100 Syrian and Palestinian refugees and poor Lebanese. In this role, as program manager, he/she will oversee tasks delegated by the director of PARD, coordinate with all necessary local authorities and donors, and service providers and ensure that the project is moving forward on time and on budget. The program manager will need to be highly organized, adaptable, and able to prioritize tasks. The ability to motivate others and keep them on task in a positive and encouraging manner is also a must-have skill in this position.

 

Program Manager responsibilities include:

  • Revise the project document and project proposal, which specify objectives, activities, and expected results in coordination with the program coordinator.
  • Prepare yearly plans for the project according to the set of objectives, in cooperation with the project coordinator.
  • Revise the budget for the project in coordination with the financial manager.
  • Follow up on the implementation of the approved plans within the approved budgets.
  • Execute meetings with the team at least twice per month.
  • Attend monthly meetings of the executive board headed by the director. 
  • Carry out periodical field visits to the various units of the program to supervise the progress of work.
  • Review all necessary reports written by the coordinator about the program before.
  • Follow up personnel matters related to staff of the project with the financial manager and HR officer, in accordance with the personnel manual of the organization and the donor contracts.
  • Approve lists of needs to be purchased with the help of the project coordinator, identifying the specifications of each item.
  •  Carry out public relations activities, which include accompanying foreign visitors and donors to the various projects of the association.
  • Represent the association, when requested, in conferences, workshops, and meetings.
  • Attend and organize capacity-building workshops in various related fields when requested.
  • Supervise a yearly evaluation of the work in the project, suggesting necessary improvements and amendments.
  • Participate in elaborating a plan for competence building of the staff of the project in coordination with the HR officer and the director.
  • Take care of correspondence when requested by the director by drafting letters and e-mails to be approved and signed by the director or him/her before being dispatched.
  • Carry out any duties or responsibilities when requested by his/her supervisor for the benefit of the association.

Requirements

  • Proven work experience as a program manager or similar role
  • Experience in project management, from conception to delivery
  • An ability to prepare and interpret flowcharts, schedules, and step-by-step action plans
  • Solid organizational skills, including multitasking and time-management
  • Strong client-facing and teamwork skills
  • Familiarity with risk management and quality assurance control
  • Strong working knowledge of Microsoft Project and Microsoft Planner
  • Bachelor of Business Administration or related field
