1. CONTEXT AND JUSTIFICATION
1.1. CONTEXT
Lebanon continues to face the impact of ongoing hostilities along its southern border, resulting in widespread displacement, infrastructure damage, and growing humanitarian needs. As of late 2024, over 112,000 people remain displaced, while many returnees have gone back to damaged or sub-standard shelters. Vulnerable groups—including IDPs, returnees, refugees, host communities, women, girls, and persons with disabilities (PwDs)—continue to face heightened protection risks, such as child labor, child marriage, GBV, and social exclusion. The economic downturn, combined with strained public services, has further deepened these vulnerabilities, leaving many families without safe outlets for support and engagement.
In this context, recreational and sports activities represent an important means of promoting psychosocial well-being, restoring a sense of normalcy, and fostering community cohesion. Football, in particular, offers a safe and inclusive space for youth to engage in positive interaction, develop teamwork and leadership skills, and build confidence. It also provides a healthy outlet for stress and emotions, while reducing isolation and mitigating protection risks.
Première Urgence Internationale (PUI) therefore seeks to recruit a skilled football coach to design and conduct structured sessions that promote physical activity, social cohesion, and inclusion, while ensuring participation of diverse groups in line with community needs and preferences.
1.2 RATIONALE AND OVERALL OBJECTIVES
The selected Football Coach will be responsible for designing, planning, and conducting structured football training sessions that promote physical activity, teamwork, and positive engagement among targeted community members. The Coach shall ensure that all activities are inclusive, culturally appropriate, and accessible to vulnerable groups, including internally displaced persons (IDPs), returnees, refugees, host communities, and persons with disabilities (PwDs).
The assignment must be carried out in accordance with the agreed work program, training schedule, and conditions outlined in this Terms of Reference (ToR). The Coach will also be responsible for ensuring that sessions contribute to protection outcomes by fostering social cohesion, confidence-building, and resilience, while providing a safe and supportive environment for participants.
Furthermore, the Coach will be tasked with supervising participants during sessions to ensure safety, discipline, and adherence to agreed rules of conduct. The role also includes coordinating with community representatives and project staff to align activities with project objectives and reporting on progress and challenges to ensure accountability.
2. SPECIFIC OBJECTIVES OF THE CONSULTANCY
The main objective of this consultancy is to recruit a skilled Football Coach who will use sport as a structured tool to promote physical well-being, psychosocial support, and social cohesion in communities affected by conflict and displacement. Football, as one of the most popular and accessible sports, offers a unique platform to bring together diverse groups, including internally displaced persons (IDPs), returnees, refugees, host communities, women, girls, and persons with disabilities (PwDs).
More specifically, the consultancy aims to:
1.Promote Physical and Psychosocial Well-Being: Provide youth and community members with safe, regular, and positive opportunities for physical activity that help reduce stress and foster resilience.
2. Strengthen Social Cohesion and Inclusion: Use football as a neutral platform to encourage interaction, cooperation, and trust-building among different community groups, reducing discrimination and isolation.
3. Contribute to Protection Outcomes: Create a safe space where participants can learn values such as respect, teamwork, non-violence, and fair play, while integrating protection messages that encourage positive behaviors and mitigate risks.
4.Build Community Engagement and Ownership: Support local initiatives and demonstrate the role of recreational activities in reinforcing community participation, especially by ensuring the inclusion of vulnerable groups in meaningful ways.
3. METHODOLOGY
3.1. MAIN TASKS
. Develop a Comprehensive Training Plan
•Design football sessions that includes warm-up, drills, teamwork exercises, and match practice.
•Structure sessions to progressively build participants’ technical skills, physical fitness, and teamwork capacities.
•Tailor activities to accommodate mixed age groups, gender considerations, and the participation of persons with disabilities (PwDs).
•Deliver Structured Football Sessions
•Facilitate a minimum of 10 football sessions within a two-month period, with 5 sessions conducted in Baissariye and 5 sessions in Zefta, in line with the agreed work plan.
•Ensure each session promotes discipline, respect, inclusion, and fair play.
•Supervise and guide participants directly during practice to maintain safety and adherence to agreed conduct.
• Promote Protection and Social Cohesion Outcomes
•Use football sessions as a platform to foster mutual respect, cooperation, and interaction.
•Integrate and deliver key protection messages during the sessions to promote inclusion, respect, and positive social behavior among participants.
•Contribute to reducing stress and isolation through positive recreational engagement.
•Coordination, Monitoring, and Reporting
•Coordinate closely with project staff and community representatives to align sessions with community needs and project goals.
•Keep attendance records and activity reports.
•Submit regular progress updates and flag any challenges affecting the quality or safety of the sessions.
4. AREA OF INTERVENTION
•The area of intervention is located in Baissariye, in the Sidon District of the South Governorate and in Zefta located in the Nabatieh Governorate in Southern Lebanon.
5. DURATION OF THE ACTIVITY
•The timeframe to implement the following activities are detailed in point 7.2 Timeline.
6. FUNCTIONAL LINKS
The Skilled trainer will be working directly under the overall supervision of the Protection Team Manager and following up with the Protection Social Workers for implementation of overalls tasks and activities.
7. EXPECTED DELIVERABLE
1. Training Plan & Curriculum
A detailed training plan for the football sessions, including curriculum, schedule, and methodology, submitted and approved before the start of activities.
2.Football Sessions Conducted
A minimum of 10 structured football sessions successfully facilitated within a two-month period (5 sessions in Baisarieh and 5 sessions in Zefta), in line with the agreed work plan.
3.Integration of Protection Messages
Delivery of key protection and inclusion messages during all sessions, documented through session outlines or facilitation notes.
4.Monitoring Tools Completed: Accurate attendance sheets, session reports, and training logs for each activity conducted.
5.Final Summary Report: A final report at the end of the consultancy summarizing:
▪Number of sessions conducted and participants reached (disaggregated by age, gender, and disability).
▪Key protection messages delivered.
▪Observed outcomes on participation, teamwork, and social cohesion.
▪Challenges faced and recommendations for future activities.

8. PREREQUISITE QUALIFICATIONS
8.1. Education
The Skilled trainer (Football Coach) must meet the following minimum qualifications:
•Diploma or certification in Physical Education, Sports Coaching, or related field.
•Specialized training in football coaching is an asset.
8.2. Professional experience
•Minimum of 3 years of proven experience as a football coach or trainer, preferably working with youth in community or school-based settings.
•Previous experience working with humanitarian organizations, NGOs, or community initiatives is highly desirable.
8.3. Competencies and knowledge
•Strong facilitation and communication skills.
•Ability to create a safe, inclusive, and motivating environment.
•Commitment to principles of non-discrimination, gender equality, and safeguarding.
8.4. Languages
•Proficiency in Arabic (required).
•Basic knowledge of English (asset, especially for reporting).
9. SELECTION CRITERIA
9.1Administrative Evaluation:
All legal documents listed in Article 9.2 must be submitted to meet the administrative requirements and qualify for the technical evaluation. Failure to submit these documents will result in disqualification from the consultancy process.
9.2 Technical evaluation
The technical evaluation holds 70% of the score.
•Evaluation criteria are the following:
•Human Resources Set Up. (20 points)
•Candidates Projects’ Portfolio. (15 points)
•Experience and relevant technical references. (20 points)
•Implementation Plan (including timeframe). (15 points)
•Only the technical offers reaching at least 49 points (70%) of the score will be declared technically valid and selected for the next phase of evaluation
9.3 Financial evaluation
•Only the financial offers from the candidates with at least 70% of the technical evaluation score will be considered.
•A financial evaluation score will be calculated for each offer, starting on the lowest bid.
9.4 Finale evaluation
•The final evaluation will combine both prior evaluations, with 70 points allocated to the technical offer, 25 points to the financial offer, and 5 points to the presentation of the proposal by the skilled trainer.
•The candidate who will have the higher score will be selected.
•The financial offer will be analyzed and possibly negotiated with the candidate within the limit of the available budget.
•The shortlisted skilled trainer should prepare a presentation of up to 5 slides to the committee explaining the proposal, questions will be asked by the committee to make the final selection as per PUI memo.
