1- GENERAL OBJECTIVE:
Under the direct supervision of the Birth Cash Assistance Team Manager, the BCA Field Officer is responsible for the implementation of the birth cash assistance program as well as the set-up, implementation, and monitoring of the related hospitals’ agreement, and financial report follow-up based on PU-AMI’s Health Intervention Strategy in the supported catchment areas of the PHCCs and other priority assigned areas. The BCA Field Officer will also rove around PHCCs and will follow up on cases based on the project’s framework and needs.
2- RESPONSABILITIES AND TASKS:
1. ENSURE PROPER IMPLEMENTATION OF ACTIVITIES
- Lead the implementation process of the tracking system for referrals between the community, PHCCs and hospitals. In addition, liaise with the Multidisciplinary Team for the activities related to referral between the aforementioned levels to ensure proper follow up on Birth Cash Assistance program;
- Conduct community based visits to beneficiaries to execute relevant assessments related to the provision of the Birth Cash Assistance;
- Ensure proper follow-up with hospital focal points for the proper implementation of the BCA program according to the outlined MoUs;
- Pay systematic visits to the contracted hospitals to monitor, oversee and collect relevant documentation related to the BCA program;
- Conduct hospital or home visits to the beneficiaries of the BCA program post-delivery to follow-up on their health status and needs;
- Ensure that Community Health Volunteers have the necessary information on the referral system and provided services and have the proper understanding of the activities to be implemented in the framework of the project;
- Report immediately any difficulty or delay faced in the implementation of activities to the direct line manager;
- Cooperate with the health team especially with diverse members of PHCC health team, including Health Field Officers, PHCC Team Managers and Deputy Health Project Manager on the implementation and challenges faced in the PHCCs which coincide with the BCA program;
- Liaise with the Information Management Officer and line manager to make sure data registration is accurate on hard and soft copies (relevant databases and health information system);
- Monitor Community Health Outreach activities and provide feedback to Community Health Volunteers to improve their performance.
2. TEAM MANAGEMENT & CAPACITY BUILDING:
- Supervise Community Health Volunteers and ensure the timely implementation of their activities;
- Coordinate the work of all Community Health Volunteers including but not limited to: work plans, progress toward targets, and frequency of submitting collected data;
- Support Community Health Volunteers in improving their performance;
- Conduct routine field visits to monitor the activities of the Community Health Volunteers;
3. LOGISTIC & ADMINISTRATION:
- Define the needs in materials and tools required to conduct trainings, health campaigns and outreach activities;
- Organize and coordinate training sessions: venue, attendees, and support materials;
- Comply with all logistics’ and administrative rules, procedures and processes and ensure the timely supply of all logistics’ needs for the successful implementation of the program.
4. REPORTING & DATA COLLECTION:
- Collect and report generated data related to the provision of the BCA program;
- Follow-up on the data execution in PHCC and hospital level to ensure an accurate data generation;
- Collect and report information on identified cases from Community Health Volunteers;
- Identify the number of assessed individuals by the Community Health Volunteers progress towards assigned target;
- Document and report training sessions and feedback from participants;
- Be responsible for compiling and reporting to the direct manager the data on a weekly, monthly, quarterly and annual basis and/or upon request;
- Report on project’s targets and progress.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.
3- PRIORITIES OF THE DEPARTMENT:
- Ensure the hospitals’ agreements are respected and collect feedback from the community;
- In coordination with the Birth Cash Assistance Team Manager, be in charge of development and provision of training curriculum all year round for Community Health Volunteers and other key staff for the community health interventions;
- Provide consolidated and quality reports on weekly, monthly and compile monthly and annual basis or any ad hoc requested data;
- Provide continuous feedback to the staff and line manager on challenges, lessons learnt for continuous improvement on better health care at community level;
- Provide counseling and consultations to beneficiaries and ensure smooth implementation of the project’s component.
QUALIFICATIONS:
MANDATORY REQUIREMENTS:
- Language skills: Fluent in English and Arabic
- Education degree: Bachelor University degree in Health related majors and/or Education.
- Work experience: Previous experience working in NGOs in health programs and/or community health.
- Knowledge and skills: Experience in financial calculations and reporting; Excellent experience in conducting trainings and monitoring teams; Experience in providing educational & awareness sessions; experience in health related topics is a plus; Experience in supervising Volunteers is an asset; Good knowledge of Lebanon governorates geography, willing to travel a lot locally; Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situations; Literacy in reporting, experience in conducting surveys.
- Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook.
