Community Outreach Field Officer
Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. The NGO’s objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict. PU-AMI’s objective in Lebanon in 2015-2016 is to provide a protection-based holistic response covering the basic needs of refugees and host communities in Saida, Beirut/Mount Lebanon and Akkar districts. A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugee and host population vulnerabilities by facilitating individuals and communities to achieve respect for rights in safety and dignity.
PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects to strengthen the social cohesion between communities.
Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs :
- A Humanitarian Assistance Program: Providing a protection-based humanitarian material assistance and services for the most vulnerable refugees and people of concern affected by the Syrian Crisis.
- A Resilience Program: to develop and strengthen community-level infrastructures and support household-level economic empowerment and well-being with regards to specific poor and vulnerable groups, including women and people with disabilities.

Under the direct supervision of: Community Outreach Team Leader
Under the indirect supervision of: Community Outreach Project Manager
Under the overall supervision of: Field Coordinator
OVERALL MISSION
General objective
Under the direct supervision of the Community Outreach Team Leader, the Field Officer is responsible for the qualitative, quantitative and timely implementation of the activities, especially for the objectives linked to protection, community mobilization, individual case referral and awareness sessions.
He/she directly implements the activities in informal settlements (build trusting relationships with the community, refer individual cases and follow up on them, community mobilization, awareness session, gather information about all other organizations working in the site…) with the help of beneficiaries, local partners or volunteers.
Responsibilities and tasks
Activities implementation
- Organize, plan and implement, all activities in a timely manner, including awareness raising, information sessions, community mobilization, etc.
- Respect the work plan and required methodology of the project
- Respect the principles of humanitarian protection and confidentiality and working with refugee and host communities with sensitivity
- Follow up with Focal Points, partners, community members and volunteers
Monitoring & Guidance
- Monitor the community leaders work on a daily basis and provide them with guidance
- Ensure that community leaders know and understand their role and responsibilities
- Participate in individual debrief meetings on a weekly basis with the Team Leader and the Project Manager
Communication & Follow-up
- To be present on the different sites and respond to beneficiaries’ queries with good knowledge of relevant information
- To refer special cases which need individual attention and follow their progress with the different stakeholders
- Promote successful and strong relationship with other NGOs, community leaders, local authorities, etc. in order to properly support service provision and program activities
- Ensure coordination with local partners
- Attend training sessions and assist in organizing trainings as required
Reporting
- Report orally on the progress of the self-management committee activities on a daily and weekly basis to the supervisor
- Report problems or other relevant information to the informal settlement or the self-management committee

QUALIFICATIONS
Mandatory requirements
Ø Language skills: Fluent in Arabic and very good in English (reading/writing/ speaking)
Education degree: On-site training in protection, psychology or social sciences
Work experience: minimum 1 year experience in a similar position (NGOs and/or private companies) in protection, social or educational fields
Computer skills: Good knowledge of Microsoft Office pack
Other:
- Valid driving license (2 years minimum) and willingness to drive PU-AMI cars
- Good knowledge in protection, community mobilization, social works
- Good knowledge of North Governorate, willing to travel a lot locally
- Good communication skills with beneficiaries
- Motivation to work in field conditions on a daily basis
- Effective stress management
- Ability to work under pressure and with short deadlines
- Good problem solving skills
