Consultant For Mid-Term Evaluation Of Unicef-Funded Wash Programme In Akkar

Overall objective   The consultancy will aim to assess project performance and provide independent assessment of achievements of: -    Whether the project is likely to achieve its intended results and specific objectives. -    What needs to be reoriented, strengthened or done differently in order to ensure that the above is achieved and follows applicable common humanitarian agreed standard This evaluation of the current state of the activities and their likely contribution to the results of the project will enable the consultant to propose a reduced set of activities to be kept and a list of activities to be cancelled. This reorientation should be results-oriented and trigger an improvement of the quality of the activities.   The scope of the mid-term evaluation includes: -    Early achievements of results and objectives. -    Identification and formalization of successes and challenges of each activity. -    Short investigation of the unintended outcomes of the project. -    Effectiveness of strategies for achieving results. -    Appropriateness and effectiveness of activities and operational performance for achieving results. -    Short analysis of sustainability of project with regard to the complex protracted Syrian crisis. -    Recommendations, mitigation measures and suggestions for improvement according to findings.   Methodology The consultancy should include a desk review of available project documents (project proposal, post distribution monitoring data etc.), interviews with internal and external individuals who are either affiliated with the project in some way or who have or might be expected to be impacted by the project (including the project beneficiaries), focus groups and field visits (for interviews, direct observation of activities or technical assessment), draft findings shared with senior coordination and with the base before finalizing the report.   The consultant will have access to the following project documents will be made available: -    Project proposal and amendments. -    Post Distribution Monitoring and KAP Survey data (available). -    Weekly and internal progress and monitoring reports. -    Donor reports. -    Field intervention reports. -    Draft PU-AMI Public Health Promotion Strategy. -    Any other documents.   Evaluation tools and documents will be developed by the contracted evaluator and submitted to the AME Coordinator and Deputy Head of Mission in charge of Programmes for final validation.   The consultant is expected to undertake his evaluation based on OECD DAC evaluation criteria (Efficiency, effectiveness, relevance, sustainability) and take into account existing WASH and broad humanitarian standards that are applicable in the context of the Syrian crisis and in Lebanon. The findings must be based on a participative and comprehensive approach.   The consultant will have to: -    Supervise data collection process (and recruitments if needed, based on its requirements and planning, PU-AMI might be able to contribute internal HR) and data entry (PU-AMI information management team can contribute HR and support if needed) -    Liaise with logistics to plan transportation and any other logistic related needs         Deliverables   The consultant is expected to provide the following documents, based on the above objectives and requirements: - Detailed Terms of Reference and workplan - Draft evaluation report, by June, 16th, 2014 - Initial findings meetings at coordination and base level - Final evaluation report – by June 20th, 2014   The final evaluation report will: -    Clearly express results of its evaluation, be factual and straightforward and avoid any unnecessary use of broad concepts and sentences. -    Inform on the degree to which project outcomes are likely to be delivered, comparing the initial list of activities against the proposed reduced set of activities -    Provide realistic and pragmatic recommendations that can be submitted to the donor and are appropriate to its mandate and guidelines -    Express successes and challenges in a constructive way. -    Provide realistic and pragmatic recommendations that can be submitted to the donor and are appropriate to PU-AMI’s structure, vision and mandate.   Specifics Non exhaustively, the consultant should review: -    Existence, condition, proper use and maintenance of WASH facilities. -    Existence, condition, proper use and maintenance of WASH-related distributed material. -    Solid waste management. -    Advancement of WASH management committees set up and recommendations. -    Informal Settlements visits should include (but not be limited to) the sites of Kobbet Chamra 10 and 11 and Tal Meayan 1 and Tal Meayan 2. -    Monitoring and follow up system of WASH-related disease incidence. -    Public Health/Hygiene Promotion activities, results and recommendations in light of PU-AMI draft public health promotion strategy to be implemented.   Team management Number of people to manage and their status (national personnel) 4   Direct management : to be defined depending on offer
