Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians victims of marginalisation and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PU-AMI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations. The association leads in average 250 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PU-AMI is providing assistance to around 3 million people in 19 countries – in Africa, Asia, Middle East, Caucasus and France.
As part of our activities in Iraqi Kurdistan, PU-AMI is recruiting a Deputy Head of Mission for Program Implementation. This position is based in Erbil.
The deputy head of mission in charge of programs ensures the monitoring of qualitative and operational aspects of the mission’s programmes on a day-to-day basis. He/She guarantees the effective, efficient and qualitative implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communiation). He/She supports the HoM in representation activities linked to programs.
Main tasks and responsabilities:
Programs : He/She manages the technical coordination team and ensures the operational and qualitative aspects of programmes are put into practice properly (monitoring of objectives, respecting due dates and budgetary provisions, quality control).
Evaluation / Strategy: He/She participates in creating an operational strategy and suggests new operations according to needs identified in direct coordination with the Field Coordinators.
Human resources: He/She manages the technical coordination team (defining objectives, monitoring) and supports them in the overall management of their teams
Representation: By delegation from the Head of Mission, he/she ensures and coordinates PU-AMI’s sectorial representation at national level among partners, donors and different authorities.
Coordination: He/She ensures effective interaction between the technical coordination team and the bases. He/She also ensures that the technical coordination department is properly liaising with the support coordinators.
Logistics, administrative and financial monitoring: He/She is involved in direct collaboration with the technical coordinators in the global oversight of links between programs departments and logistics and administrative departments. He / She guarantees that the implementation of all activities is done while respecting all internal and external logistics and administrative frames.
