Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights-based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.

Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

 

Under the direct supervision of the Case management Supervisor, the Case Worker (CW) is responsible to provide in-person and remote light touch Case Management (CM) services to conflict and displacement-affected persons in collective shelters and within the community. Through social counseling and risk rating process, the CW will aim to respond to persons of concern (PoC) emergency needs, as well as persons at heightened risks in areas of intervention. The CW is also responsible for following up on referrals and ensure timely and adequate tracking of cases.

 

       2- RESPONSABILITIES AND TASKS

 

ROLE AND RESPONSIBILITIES

PUI is responding to the current conflict in the area, particularly focusing on response within the community and collective shelters roving in Akkar and North governorates. Upon identification, the Emergency Case Worker focuses on assessing needs and protection risks of conflict and displacement-affected populations, and take the relevant actions agreed with. As part of the role, the Emergency CW can provide information and PSS, case management services, conduct multisectoral referrals internally to other PUI services or externally to other organizations, and request Protection Cash Assistance in line with the Annex Guidance Note on the Use of Protection Cash Assistance in the Emergency Response to the Escalation of Conflict. The CW also participates to the activities at community level in order to support social worker and identify cases. Based on the context and in case of emergency, the CW is deployed to PU-AMI emergency response and collaborate with the health, MHPSS and shelter team.

 

 SPECIFIC OBJECTIVE AND LINKED ACTIVITIES

 

1- IDENTIFICATION OF THE MOST VULNERABLE AND AT RISK INDIVIDUALS AND HOUSEHOLDS

  1. Liaise with Social Workers (SW) and Outreach Volunteers (OV) to organize outreach activities and field visits in the different locations of the area of intervention;
  2. Closely coordinate with OVs to conduct initial assessments in order to identify the persons with specific needs/or extremely vulnerable persons in collective shelters and within the community;
  3. Join field teams from other departments (Shelter, Health, MHPSS, Protection, MEAL) during their field visits in order to support safe identification and referrals;
  1. SOCIAL COUNSELLING, CASE MANAGEMENT & REFERRALS
  1. Provide counselling services to Persons of Concern and inform them of the services provided by PUI;
  2. Conduct home visits to assess the needs of persons of concerns, taking into consideration environmental, social and emotional factors that might affect the well-being of the individual and their family;
  3. Fill specific forms for risk rating and case management tracking, ensuring confidentiality, accuracy and timeliness under the supervision of the Case Management Supervisor;
  4. Refer cases to internal and external relevant services based on needs and upon consent, in collaboration with the Referral officers, and follow up on the service provision;
  5. Conduct follow ups with the PoCs and update regularly the case plan according to the actions accomplished and the new ones needed;
  6. Report to the Protection Specialist on complex cases for final approval on the needed intervention and actions to be taken;
  7. Regularly attend case management meetings at base level;
  8. Ensure service mapping is updated, including community and locally-led initiatives;
  9. Close PoC’s file when no further action is required and all the specific needs are met;
  10. Coordinate with other NGOs and actors in the region in order to provide assistance to the PoCs and avoid any duplication in services;
  11. Ensure the safety and respect of beneficiaries and their effective inclusion in all activities, in addition to the confidentiality of their information and their rights to access services without any discrimination.

3- REQUEST AND FOLLOW UP OF CASH ASSISTANCE

  1. Request Emergency Cash Assistance upon identification of an urgent need of financial support to overcome a shock or protection concern, as well as RPCA.
  2. Upon selection, ensure a proper follow up on the use of Cash Assistance.

 

5- COORDINATION WITH INTERNAL AND EXTERNAL ACTORS

  1. Organize and attend case conferences and other coordination meetings in collaboration with the Case management supervisor and protection team manager
  2. Support social workers in the organization and implementation of community-based activities as per the request of the Protection Team Manager;
  3. Regularly coordinate with the Referral Officers and actively contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area of implementation;
  4. Participate in trainings, case conferences and meetings in coordination with the Case Management Supervisor.

 

6- REPORTING

  1. Provide monthly & inputs on quarterly reports to the line manager (tracking sheets, narrative reports).
  2. Report on any trend related to protection and propose adaptation measures.
  3. Submit the weekly ECA and RCAP databases to ensure proper follow-up on cash payments.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  • Language skills: Fluent in Arabic and good command of English (speaking, reading, writing)
  • Education degree: Social work License, Social Sciences License or equivalent diploma
  • Work experience: 2 years, preferably with NGOs
  • Knowledge and skills:
  • Trained on the National CM SOPs
  • Trained on CM and cash sector SoPs
