Overall Objective
The Wash Emergency Response Mechanism Program Manager (ERM PM) will be responsible for the management and implementation of initial emergency responses.
The Wash ERM PM will work under the supervision of the WASH Coordinator and the Shelter and Infrastructure Coordinator based in Beirut Coordination and will be a part of the coordination team.
The Wash ERM PM position’s major objectives are to properly achieve the following global tasks:
4 Proper implementation of all aspects of the wash emergency response mechanism (Full project cycle approach);
4 Team management of all operational staff within the project;
4 Enhanced coordination with external stakeholders in link with referrals and follow up of emergency response.
Tasks and Responsibilities
4 Programs: He/She will ensure implementation and oversight of all wash ERM related activities.
4 Human Resources: He/She will supervise the wash ERM team (PU-AMI employees and any day laborers).
4 Logistics and Administration: He/She will oversee the logistic and administrative duties of the project(s) under his/her responsibility.
4 Representation: Upon request from his/her supervisors he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the ERM
4 Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to his/her supervisor.
4 Strategy: He/She will assist in developing new operations as needed.
Specific objectives and linked activities
1. Information collection and sharing
4 To produce assessment reports according to developed formats
4 To train and establish assessment teams
4 To proactively coordinate and work with other actors on the ground
4 To ensure proper communications schemes with the different levels of local authorities
4 To constantly liaise and coordinate actions with the APCs of each operational base (under the direct supervision of ERM Coordinator)
2. Emergency response
4 To implement disaster response with stock items available
4 To ensure replenishment of stocks in link with the logistics department
4 To ensure proper items distribution to disaster affected people based on established criteria
4 To ensure the design and implementation of appropriate technical solutions (WASH) for acute needs identified
4 To implement all monitoring and evaluation defined schemes (post intervention impact survey)
4 To provide with all the required sources of verification
3. Operational Team management
4 To organize recruitment when needed and provide training of the operational team
4 To follow up the operational team according to the missions’ Standard Operating Procedures (daily management, performance evaluation, holidays management)
4 To ensure performance evaluation of the operational staff
4. Internal and external reporting
4 To provide internal reporting on activities according to PU-AMI internal tools
4 To prepare external reporting (with support from his/her supervisor)
5. Financial and Logistics Management
4 To follow-up the financial aspects of the project (Budget Follow Up)
4 Management of the cash forecast
4 In direct link with the logistic department manage the ERM stocks and replenishments
4 To issue and follow up procurements for the project needs
4 He/She will communicate to the logistics department his/her needs in terms of vehicles and communication equipment and materials for program implementation.
6. Institutional Knowledge Building
4 To design and write Activity Forms for all major operational aspects in direct collaboration with his/her supervisor
7. Ensure safety and security of persons and property
4 He/She will ensure that the safety and security plan is understood by the team under his/her responsibility and that the safety and security rules are followed.
4 He/She will help collect information on the safety and security of his/her region of operations and send it to the ERM coordinator and Head of Mission regularly or ad hoc in case of emergency.
4 He/She will ensure that the project(s), methodology and selection criteria do not endanger aid recipients, PU-AMI members or anyone else. He/She will immediately alert the ERM coordinator and Head of Mission if teams or aid recipients are in danger.
4 He/She will ensure that his/her team members and any day laborers have the proper safety equipment for their activities (for example, helmets, safety shoes, protective vests, gloves, etc.).

4 Organize trainings for the team (technical training, assessment, reporting)
4 Ensure that the new SOP and tools are mastered by the team and respected
Team management
Number of people to manage and their position (expatriate/local staff)
4 Direct management: 2 local staff (supervisors)
4 Indirect management: 9 local staff (field officers)
