Erm Field Officer

General requirements  Obligatory qualifications Language skills: Fluent in Arabic (speaking/reading/writing) Education degree: Technical institute degree / Apprenticeship / Vocational training / On-the-job training whatever the field of expertise Work experience: 1 year experience in NGOs/private companies either in Water Supply & Sanitation fields, Plumbing, Masonry, Civil works, Logistic, or Health, Hygiene, and Social fields Computer skills: N/A Other: -          Intermediate knowledge in Technical and Social fields -          Good knowledge of Lebanon and willing to travel a lot nationally (Akkar, Minnieh-Dannieh, Saida, Chouf, Aley, Baabda and Beirut) and valid driving license are obligatory -          On-night staying possible according to the crisis situation -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations  Wished qualifications Fluent in English (speaking/reading/writing) Strong motivation to help people in needs Well organized Conflict resolution and diplomacy experience Understanding of the political situation in the area Ability to analyze and suggest improvement Ability to take initiative to deal with difficulties encountered in daily work Ability to adapt or change priorities according to the changing situation within a mission or the organization itself Autonomy, neutrality Hard worker Able to manage stress and pressure  Objectives  Under the supervision of the ERM Supervisors (either Water Supply, Sanitation, Hygiene & Community Mobilization or Distribution depending on his/her education and working background, the Field Officer is responsible for the qualitative, quantitative and timely implementation of the Emergency Response Activities. He/she directly implement the hardware activities (water supply, sanitation, plumbing, masonry, distribution of NFI) or software activities (hygiene, community mobilization) or with the help of beneficiaries, daily workers or contractors. Tasks & responsibilities  Emergency response Implement disaster response with stock items available and distribution to disaster affected people; Carry out the assessment, design and implementation of the ERM activities; Respect the planning, design and required quality of the works (technical specifications, cost estimation and methodology); Carry out signature of formal contracts for the implementation of works with beneficiaries, owner and local authorities and explain clearly its terms to all the parties to ensure its well understand; Ensure that all measures have been taken and rules followed to ensure security on-site; Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions; Support and participate to the other activities of the ERM team when required.  Assessment, monitoring & evaluation of activities Assess regularly the WASH/Shelter situation and determine population needs; Collect any relevant information from the communities and partners; Produce assessment reports according to developed formats; Collect and monitor the results of the ERM activities.  Community mobilization Relation/negotiation with the community for the activities and free community participation; Check the contractors' interventions are achieved regarding the requirements of the contract; Supervise the community’s members; Manage and organize the community participation on-site.  Logistic & administration Ensure the follow-up and the proper use of materials and tools used during on-site works; Manage the supply of materials to the work site in collaboration with logistic department.  Reporting Collect all information and provide written/orally reports on the progress of ERM activities on a daily and weekly basis; Report immediately any delay, problem or other relevant information to the ERM Supervisor; Communicate with the other sectors to homogenize the methodology and the conditions of intervention.
