Eru Health Supervisor

POSITION GENERAL INFORMATION Ø Starting date: 05/10/2013 Ø Duration: 7  months with possiblities of extension Ø Based in: Beirut (with  trips to North,South and Mount Lebanon)   OVERALL MISSION   General objective   The Health Supervisor participates in the implementation of the Emergency Response Unite Health activities  in Collective and Self –Made Shelter Gathering (SMSG/CG)in North,South and Mount Lebanon Surburb, ensures the respect of PU-AMI overall principles and strategy defined by the ERU Program Manager,MD/Epidemiologist and Medical Coordinator .   Responsibilities and tasks   Ø Assessment and implementation of the health activities -       To monitor the implementation process at all the project’s stages and ensure field level monitoring of the quality of health activities implemented within the scope of the project -       Participate, with the Project Manager and the MD/Epidemiologist, in writing and update of the ERU health  protocols and procedures and disseminating them among PU-AMI staff and among community focal points in the SMSG &CG. -       Ensure that the community focal points are monitored & supervised  in collaboration with Health team. -       Ensure  the strict follow-up of the emergency response protocols and procedures by PU-AMI field officer and community focal points. -       Participate, with the Project Manager and MD/Epidemiologist, in training and supervision of community focal points on immediate response and notification of diseases under Surveillance. -       Supervises the health team directly on continous field assesment and mapping for diseases under surveillance in SMMSG & CS. -       Ensure that the community focal point and other community stakeholders in SMSG & CS have the necessary information on the emergency response to diseases under surveillance and properly understand the activities to be implemented in the framework of the project. -       Participate in clinical management  and other care deliveries to patient during initial response to disease outbreak/alert.And coordinate management of other general case management seen during asssesment with the MD/epidemiologist. -       Coordinate internal referral for needs and findings to other sectors within PU-AMI and also coordinate external referral to other partners outsdise PU- AMI with the Program manager -       Participate in the monthly coordination meetings with the community focal persons in the SMSG & CS. -       In coordination with the MD/Epidemiologist  and Program manager, evaluate the needs of the community focal points and stakeholders in SMSG & CS in terms of training, supply etc. in accordance with the budget and inform the MD/Epidemiologist  /Project Manager of these needs. -       Participate in the organization of health awareness activities targeting diseases under surveillance in among Syrians in  SMSG &CS -       Prepare, with the medical team, the IEC (Information, Education, Communication) materials  for creating awareness in SMSG & CS. -       Work with the MD/Epidemiologistby ensuring proper reporting /notification of disease under surveillance to the immediate health facilities and appprioriate ministry of health reporting channels. -       Participate in the evaluation of the humanitarian situation in the region -       Support the Health team in the definition of the intervention strategy.   Ø Management -         Manage and supervise the Field Officers in charge of assesment and monitoring of diseases under surveillance and monitor their work by constant and regular  visiting the areas of intervention and getting feedback when not directly on the field. -         Manage and supervise the Field Officers in charge of the monitoring of the the activities of the community focal person in the SMSG & CS. -         Ensure that the team are provided with updated protocol and reporting guidelines for each of the disease under surveillance. -         Train new Field Officers on the activities to be  implemented in the framework of the project. -         Take the lead in selection of Community focal person in the SMSG and CS ,in terms of defining the selection criteria and participating in field selection with the Program manager and epidemiologist. -         Coordinate with the MD/epidemiologist continous training and regular supportive supervision for the selected community focal person. -         Manage and ensure the availality of medical consumables needed by the team for field response to outbreak alert and response in coordination with the MD/Epidemiologist. -         Ensure immediate team dispacht to field site upon notification from SMSG & CS. -         Ensure  regular dissemination of  key messages on  epidemic prevention and reporting to the community focal person  by the field officer during field visit to the SMSG & CS.Ensure weekly planing of SMSG /CS mapping and need assesments. -         Solve team conflicts, if any, and ensure team building -         Report immediately any difficulty or delay faced in the implementation of activities -         Support each Field Officer in improving his/her performance -         Conduct appraisals every six months with each Field Officer   Ø Data collection and reporting -         In collaboration with the Medical Doctor/Epidemiologist, ensure a direct supervision of the medical data collection and reporting system implemented for disease under sur surveillance in the SMSG and CS. -         Ensure that the community focal person has a clear and conscise reporting protocol and guidelines for alert and     notification of disease under surveillanvce.Ensure proper training and supervision of the field officer on managing reporting mechnism for each disease under surveillance. -         Ensure the monthly monitoring and analysis of the indicators (internal and external) -         Participate in writing of all required medical reports (for PU-AMI, donors, partners, etc) -         Participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance) -         Support the Project Manager in the regular planning of the activities -         Analyze the security situation in the area and inform the Project Manager on security incidents.   Ø External links -         Mapping of SMSG and CS, and meet stakeholders in refugee communities in the SMSG/CS in the North,South and Mount Lebanon respectively. -         Under delegation from the Project Manager, coordinate PU-AMI activities with other health stakeholders in Mount Lebanon governorate -         Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager.   The tasks and responsabilities of the Health Supervisor mentionned above are not thorough and may be subject to evolve depending on the needs PU-AMI may have.   Supervision   Ø Under the direct supervision of: MD/Epidemiologist Ø Direct supervision of: Field Officers Ø Under the overall supervision of: Head of Base Beirut /Program Manager     QUALIFICATIONS   Mandatory requirements   Ø Language Skills: Fluent in English and Arabic, (speaking/reading/writing). Ø Education Degree: Degree in Nursing / public health (Clinical Nursing Experience is a plus); at least two years of experience in the health system and disease surveillance and reporting. Ø Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework. Proven experience in team management. Ø Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook Ø Other requirements -         Management and pedagogical skills -         Good knowledge of North,South and Mount Lebanon districts’ geography, willingness to travel locally -         Literacy in reporting   Assets   Ø Interest: Work in relief, interest for social issues   Ø Transversal skills -         Excellent communication, conflict solving and diplomacy skills to manage relationship in  potentially tense situations -         Strong motivation to help people in need -         Ability to make decisions and to exercise authority when required -         Understanding of the political situation in the area -         Ability to analyze and suggest improvements of the activities -         Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -         Well organized and hard worker -         Able to manage stress and pressure -         Able to check information, logical -         Neutral
