Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics and ethnic matters. 

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Shelter Rehabilitation, Protection, MHPSS,Health and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

By delegation of the Field Coordinator, the Finance Manger contributes to the good financial management accounting/budgeting for the Field Office.

  1. RESPONSABILITIES AND TASKS
Role and Responsibilities                  
  1. Budget and Financial management: S/he will support the Deputy Finance Coordinator in all aspects of budget and financial management, including budgetary and the cash forecast for the field office;
  2. Representation: By delegation of the Field Coordinator, s/he will represent the association before partners, authorities and the various local actors involved, in the areas of finance relating to the Field office;
  3. Coordination: By delegation of the Field Coordinator, s/he participates in distributing information concerning the financial issues regarding the field office, both within the field office itself and to the coordination office, and s/he will consolidate internal and external reports in these same fields.

 

Specific objective and linked activities

 

  1. FINANCIAL MANAGEMENT AND BUDGETING FOR THE MISSION

 

    1. Budget
  1. Participate in the development of the budgetary framework for the mission for the year, and monitor/revise it at regular intervals as agreed with the Deputy Finance Coordinator and Field Coordinator;
  2. Contribute to draw up project budgets within the framework for proposed operations (including the budget narrative) following the procedures of each donors and implementation partners, in coordination with the coordination team and the people responsible for the area concerned. S/he will thus ensure that any costs strictly related to the proposed programs are covered, and also the fair distribution of field operating costs throughout the duration of each project;
  3. Monitor the budget for each project every month, participate in communicating with those involved with the field office and at Coordination Office within 15 days following the end of the month, and analyze the budgets with them for any possible discrepancies between the provisional and actual budget;
  4. Carry out budget projections on a regular basis to ensure that optimum use is made of budgetary resources in respect of the eligibility rules and the flexibility of each donor and implementation partner. S/he will ensure throughout each project that funds are allocated correctly and in respect of the contractual framework as regards rules of eligibility (date, purchasing procedures, etc.);
  5. Prepare the external financial reports for financial sponsors and send it for validation to the Coordination Finance team, with all the documents that make up the contractual report in respect of the contractual reporting deadlines;
  6. Be in charge of preparing the monthly cash forecast of the Field Office.

 

    1. Budget Analysis
  1. Carry out the responsibilities of doing a monthly budget analysis at field level and share the results with the Coordination Finance team.
  2. Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation;
  3. Based on the analysis, suggest adjustments to the budget as needed, which may involve requesting amendments to contracts. Take into account the contractual period necessary for presenting any amendment for the validation of the Financial Coordinator within the required time

 

  1. CIRCULATION OF INFORMATION, COORDINATION AND REPRESENTATION
  1. Ensure that information is circulated effectively between Program and Support team within Field office.;
  2. Edit or take part in drafting internal activity reports for everything involving financial management, budget and accounts;
  3. Ensure Financial coordination at field level, for monitoring, follow-ups, training, etc.;
  4. Be the representative of PU-AMI before any employee representation bodies, whether or not these are compulsory by law, as well as be the PU-AMI’s representative for all personnel for any matters relating to accounting;
  5. Represent PU-AMI before any legal, fiscal or administrative authorities (taxation authorities). Develop and maintain relationships with partner organizations, particularly within the area of coordinating with NGOs as regards to financial sponsors.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

  1. PRIORITIES OF THE DEPARTMENT
  1. To support the program teams to put in place the Order Follow Up tool (OFU) to facilitate the budget follow-up of the project’s operational lines;
  2. To work on Financial Follow-up in detail to identify the gaps and issues
  3. Support Program team for any new project to incorporate the Health Financial Follow-up tool in the respective projects.

QUALIFICATIONS

Mandatory requirements
  • Language skills: Fluent in Arabic and English
  • Education degree: University degree in Finance or Accounting
  • Work experience: Minimum 5 years of experience in (NGOs/private companies)
  • Knowledge and skills:
    • Good analytical and writing skills
    • Good management capacities and team leadership spirit
  • Computer skills:
    • Good knowledge of the MS office software including Word, Outlook
    • Excellent in Excel
  • Other:
  • Good skills in reports and contracts redaction
  • Good knowledge of institutional donor (ECHO, UN agencies, etc.) procedures and financial guidelines.
  • Knowledge of humanitarian actors
  • Good management and pedagogical skills
  • Excellent communication and diplomacy skills to manage relationship in potentially tense situations
