Food Security & Livelihoods Project Manager

General objective The Food Security and Livelihoods Project Manager (PM) is responsible for the management and implementation of Food Security and Livelihoods projects in Beirut and Mount Lebanon and will work under the supervision of the Field Coordinator, based in Beirut. The Food Security and Livelihoods PM position’s major objectives are to properly achieve the following global tasks:  Proper implementation of all aspects of the Food Security and Livelihoods project cycle  Team management of all operational staff under his/ her supervision  Capitalization on lessons learned, technical knowledge and experience. Responsibilities and tasks  Programs: He/She will ensure implementation and oversight of all Food Security and Livelihoods activities.  Human Resources: He/She will supervise the project team (PU-AMI employees and dayly workers).  Logistics and Administration: He/She will oversee the logistic and administrative aspects of the project under his/her responsibility.  Representation: Upon request from his/her supervisors, he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the project.  Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to the Field Coordinator.  Strategy: He/She will assist in developing new operations as needed. Specific objectives and linked activities I. INFORMATION COLLECTION AND SHARING  Contribute to the definition and development of guidelines and methodologies for assessments in close collaboration with the monitoring, evaluation, accountability and learning department.  Contribute to the realization and finalisation of assessment reports according to developed formats and as required  Contribute to the training of assessment teams  Proactively coordinate and work with other actors in the field  Ensure proper communications with different levels of local authorities, under the supervision of the Field Coordinator II. IMPLEMENTATION OF ACTIVITIES  Design and implement Food Security and Livelihoods activities  Organize, schedule, coordinate and plan the Food Security and Livelihoods activities and the team’s work  Ensure proper coordination and liaison with local partners, local communities and municipalities/authorities under the supervision of the Field Coordinator  Coordinate closely with the monitoring, evaluation, accountability and learning department for all of their activities linked to food security and livelihoods projects  Implement community mobilization (introduce activities to stakeholders, encourage communities’ participation, etc..)  Monitor closely the implementation of the activities and to propose adjustments of the strategy if needed III. HUMAN RESOURCES MANAGEMENT OF THE OPERATIONAL TEAM  Finalize the recruitment when needed, and set up the training of the operational team  Follow up on the operational team according to the missions’ Standard Operating Procedures (daily management, performance evaluation, holidays management)  Ensure performance evaluation of the operational staff  Constantly liaise and coordinate actions with the Field Coordinator IV. INTERNAL AND EXTERNAL REPORTING  Provide internal reporting on activities according to PU-AMI internal tools  Prepare external reporting (with support from his/her supervisors) V. FINANCIAL AND LOGISTICS MANAGEMENT  Follow-up the budget of the project (Budget Follow Up)  Prepare and follow up the cash forecast in link with different projects  Issue and follow up procurement related to the project VI. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING  Design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors  Develop comprehensive support documents for activities implementation by the Food Security team  Organize training sessions  Develop understanding of the Lebanon’s situation (beneficiaries, needs, political context, and strategy of intervention, etc..)  Identify new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders, etc..)  Support the definition of new program’s strategy and proposal writing VII. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS  Participate in identifying food security-related needs in coordination with the Field Coordinator.  In the context of identifying new operations, and together with the Field coordinator, he/she will contribute to the preparation of project proposals for the Food Security and Livelihoods sector.  Participate in the strategy development of the mission.
