OVERALL MISSION
General objective
Under the direct supervision of the Health Coordinator, the Health Clinical Supervisor provides advice and support to clinical personnel at Primary Health Care Centers (PHCCs), in a non-managerial capacity.
Support will include monitoring the quality of consultations, examination, prescriptions, recording of health information, referral system and emergency response in case of outbreak.
The main goal being to ensure beneficiaries’ access to quality health care, while respecting PU-AMI’s overall principles.
The Clinical Health Supervisor reports to the Health Coordinator and attends some meetings and team work in office, but spends the majority of his/her time working with PHCCs.
Responsibilities and tasks
Quality Of Care
- Ensure that supported PHCCs are following up ongoing cases and providing a continuum of care
- Ensure that the diagnosis is accurate and that cases are managed according the Lebanese Ministry of Public Health (MoPH), as well as PU-AMI’s standards, guidelines and Memorandum of Understanding (MoU)
- Monitor the quality of care provided by the physicians at the PHCCs following the quality indicators mentioned in the MoU
- Ensure the proper prescription of drugs according to/following the recommendations of the MoPH and PU-AMI’s guidelines
- Ensure the proper prescription of laboratory tests or any other complementary analysis according to the diagnosis and following the MoPH’s and PU-AMI’s guidelines
- Ensure that protection principles are mainstreamed into healthcare, including identification of vulnerabilities and follow-up.
- Ensure links are made between health status/coverage indicators and social/other vulnerabilities (e.g. vaccination status, nutritional status, mental health indicators, chronic infectious disease, non-compliance with treatment plans, etc.)
- Respect the confidentiality of the beneficiaries
Referral System
- Supervise and ensure the effectiveness of the medical referral system between supported health facilities and other health service providers
- Promote linkages with PU-AMI’s Health Team and other departments in order to provide non-covered services for the most vulnerable cases in need of emergency assistance
Reporting & Follow-up
- Report on the completeness of medical records, appropriateness of prescriptions and complementary analysis
- Monitor the implementation of the Clinical Guidelines for treatment of diseases
- Report immediately any problem, mismanagement of cases or other relevant information to the Health Coordinator

QUALIFICATIONS
Mandatory requirements
Language Skills: Fluent in English and Arabic
Education Degree: Medical Doctor Degree
Work experience: Proven clinical experience in national health facilities and previous experience working with NGOs as clinical health staff
Computer Skills: Excellent knowledge of the MS office software including Word, Excel and Outlook
Other requirements
- Willing to travel around the country for provision of services in our supported health facilities.
- Excellent communication and diplomacy skills to manage relationships.
