Health Field Officer

 General objective   Under the direct supervision of Health Program Manager, the Health Field Officer is responsible for the supervision and monitoring of the PHC on all medical aspects, as well as ensuring the quality of care provided. Additionally, he/she will be responsible for monitoring, gathering information and reporting on the beneficiaries’ health status, with a focus on the communicable diseases. Responsibilities and tasks    Monitoring the correct implementation of the referral system -      Lead the dissemination of the information on the referral system and its procedures to the health facilities -      In charge of field level monitoring of the activities of the partner health structures, including: data collection, invoices, use of allocated funds, staff attendance, facilities opening hours, consultations timing, etc. -      Collect all the data concerning the referral system, infectious diseases and procedures -      Ensure follow-up of the patients’ needs -      Lead health-related assessments of the beneficiaries’ needs -      Conduct technical assessment using specific formats -      Lead in the implementation of the project impact surveys    Monitoring & Guidance -      Monitor the quality and the quantity of care provided inside the PHC. -      Provide technical guidance to the data entry clerk in the PHC    Logistics & Administration -        Contribute to the logistics and financial planning of daily intervention schedules -        Ensure the follow-up and the proper use of material and tools are well used. -        Manage the supply of material to the work site, in collaboration with the Logistics department    Reporting & Follow-up -           Be a major contributor to work related reports and review before submission to the manager. -           Contribute to the analysis of collected data, and provide feedback to the Health Project Manager on a weekly basis -           Report orally on the progress of evaluation activities on a daily and weekly basis -           Contribute to the financial report on each PHC and ensure their quality -           Report immediately any outbreak, delay, problem or other relevant information to Health Project Manager   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language Skills: Fluent in English and Arabic Education Degree: University degree health-related field preferred  in Nursing, pharmacist and medical lab Work experience: Proven experience in NGOs Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook Other requirements -        Valid driving licence (2 years minimum) -        Good knowledge of Saida geography, willing to travel a lot locally -        Excellent communication (especially in public) and diplomacy skills to manage relationships in potentially tense situations -        Literacy in reporting, experience in conducting surveys   Assets   Interest: Work in relief, interest for social issues  Transversal skills -      Strong motivation to help people in need -        Conflict resolution and diplomacy experience -        Understanding of the political situation in the area -        Reliability -        Ability to take initiative to deal with difficulties encountered in daily work -        Capacity to work in an multidisciplinary and multicultural team -        Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself -        Ability to analyse and suggest improvements of the activities -        Well organized and hard worker -        Able to manage stress and pressure -        Able to check information, logical -        Ability to remain neutral
