Under the direct supervision of :Health Information System Team Manager (HIS TM) 

Under the technical supervision : Health Information Management Specialist (HIMS) 

Under the overall supervision : Health Coordinator  

OVERALL MISSION  

The Health Information Systems (HIS) Officer will be responsible for the centralized management, analysis, and reporting of health data at the coordination office level, ensuring alignment with the overall Health Program strategy. This role will focus on providing reporting and dashboarding support, implementing financial tools, and ensuring efficient data flow across the system. Under the direct supervision of the HIS TM and the technical supervision of the HIMS, the HIS Officer will coordinate the development and implementation of reporting tools, financial systems, and dashboards to enhance data quality, decision-making, and reporting accuracy. The HIS Officer will support the Primary Health Care Centers (PHCCs) data focal points, deliver capacity-building initiatives, and contribute expertise during the release and testing of new HIS modules. The position will play a key role in ensuring system optimization and the seamless integration of financial and health data management tools in line with the overarching IM strategy. 

Responsibilities and Tasks of the HIS Officer (Coordination Office) 

Centralized Health Data Management and Reporting: 

Lead the centralized management and analysis of health data at the coordination office level, ensuring consistency and alignment with the overall Health Program strategy. 

Develop, implement, and maintain reporting systems, dashboards, and data visualization tools to provide real-time insights into health performance and program outcomes. 

Create and optimize custom financial reporting tools to track program expenditures and budget allocation, ensuring accurate financial data integration into the HIS. 

Prepare and submit detailed health and financial data reports to senior management, donors, and external stakeholders in a timely and accurate manner. 

Dashboarding and Reporting Tool Development: 

Design and implement interactive dashboards to monitor key health indicators, performance metrics, and financial data for decision-making and program adjustments. 

Work with the HIS TM and HIMS to refine data reporting tools and dashboards, ensuring they meet the needs of health program managers and other key stakeholders. 

Customize and deploy reporting templates for regular updates, allowing for streamlined data analysis across multiple regions and program components. 

Financial Data Integration and Tool Implementation: 

Implement and maintain financial tools to track and manage project budgets, expenses, and financial performance, integrating them with the overall HIS system. 

Provide technical support for financial tool deployment across relevant program areas, ensuring seamless data integration and reporting. 

Capacity Building and Technical Support: 

Provide specialized technical support to health data focal points across PHCCs in areas related to data reporting, dashboard creation, and financial tracking tools. 

Deliver training sessions to staff on the use of centralized data tools, reporting dashboards, and financial systems, ensuring efficient and effective tool adoption. 

Collaboration with Health Program Stakeholders: 

Collaborate with the Health Program Manager (HPM), HIS TM, and HIMS to ensure the smooth coordination of health data and financial information across different program areas. 

Work closely with relevant internal and external stakeholders, to ensure that the data reporting systems and financial tools align with program expectations and donor requirements. 

Coordinate with external data providers to ensure integration and accurate reporting for cross-program initiatives. 

Data System Optimization and Technical Improvements: 

Continuously monitor the performance of health data systems, dashboards, and reporting tools, identifying and implementing improvements to enhance usability and data integrity. 

Collaborate with the HIS TM and HIMS to identify and resolve any technical issues, ensuring the smooth functioning of centralized reporting and financial tools. 

Provide feedback and recommendations to improve HIS and financial data management processes, based on user feedback and performance data. 

Support During HIS Module Releases and Testing Phases: 

Assist in the release and testing phases of new HIS modules and tools, particularly those related to reporting, financial systems, and data centralization. 

Archiving and Documentation of Reports: 

Maintain a systematic archiving system for all health and financial reports, ensuring accessibility and compliance with organizational standards and regulations. 

Document the processes, configurations, and technical support provided for reporting and financial tools, ensuring transparency and accountability in data management. 

By focusing on centralized health data management, robust reporting and dashboarding tools, and financial data integration, this role will directly contribute to optimizing the coordination office's operations and ensuring the accuracy and effectiveness of health data reporting across the program. 

 

MAIN PRIORITIES OF THE DEPARTMENT   

Provide basic analysis/graphics according to the extraction templates; 

Providing feedback and contribution to HIS TM and HIMS led database development;  

Implement strategic developments related to IM within the unit led by the IM Specialist. 

 

QUALIFICATIONS  

MANDATORY REQUIREMENTS 

Language Skills: Fluent in English and Arabic, (speaking/reading/writing). 

Education Degree: University degree or Technical diploma in an Information Management/ Computing related field. 

Work experience: At least 2 years of experience in Information Management preferably with humanitarian organizations / NGOs. 

Computer Skills :  

Excellent knowledge in Data Manipulation and Report generation, preferably with MS SQL Server. 

Solid knowledge in data processing using MS Excel, and mail merge with MS Word. 

Good experience in Data presentation/visualization in a well-structured, organized, and clear format using visual tools, especially charts. 

Very good typing skills.
