1- GENERAL OBJECTIVE
Under the direct supervision of the Health Project Manager and in collaboration with the health team, the Health Information System (HIS) Team Leader is responsible for ensuring an efficient data collection from different sources at community level and at the PHCCs supported by PU-AMI. S/he will be in charge of data analysis and produce periodical reports of all activities conducted in the framework of PU-AMI health strategy and ensure their dissemination.
S/he will liaise with the Inclusion and Community Health Team Manager, the PHCC Health Team Manager, the Quality Assurance Advisor and other key staff in order to strengthen a comprehensive monitoring and evaluation system to measure program progress and impact, and ensure quality health services.
2- RESPONSABILITIES AND TASKS
ROLE AND RESPONSIBILITIES
1. ACTIVITIES IMPLEMENTATION
- Act as a focal point and compile health information for the health project in the base and send accurate, complete and timely reports to Health Project Manager and other relevant supervisors;
- Ensure the Health Information System runs efficiently and provide updated data about the outreach community activities conducted by the Community Health Workers, Midwifes and Nurses in the catchment areas and at the supported PHCCs through:
- Performing the internal monitoring of MOPH health information system (PHENICS) and ensuring high quality of data collected;
- Ensuring that the database in the health department is functional and in use;
- Ensuring that all data collected (daily, weekly or monthly, quarterly and annually) are properly stored in the health database.
- Conducting field visits for specific monitoring and evaluation issues.
- Perform data analysis with the support of the Inclusion and Community Health Team Manager and the PHCC Health Team Manager through:
- Periodical check of the expenses allocated at PHCCs through the Flat Fee Model and consolidation of financial information based on the PHCCs’ Master Plan for Quality Improvement;
- Analysis of epidemiological and morbidity trends, in liaise with the Pharmacist;
- Producing periodical snapshots of the community outreach activities and related trends (number and type of cases, cases follow-up etc.)
- Providing support to the PHCCs’ key staff for the utilization of the MoPH Health Information System Data base.
- Participate in the development of tools for strengthening data collection;
- Ensure data tools (registers, forms, etc.) are correctly utilised, kept and updated;
- Support the health team for the implementation of SOPs and other protocols concerning data use/management;
- Take part in capacity building in collaboration with Health Project Manager, Inclusion and Community Health Team Manager and PHCC Health Team Manager by:
Providing technical support during initial HIS trainings to supported facilities and partners;
Providing technical support to the Community Supervisors (Nurse and Midwife) and the Community Health Workers to ensure high quality and timely data collection;
Preparing background material for use in discussions and briefing sessions on HIS related issues.
- Conduct regular visit to the PHCCs and verify accuracy of data entry, effectiveness of data collection tools and maintain in a user-friendly form all projects data;
- Work closely with the MEAL department;
- Perform any ad hoc duty assigned by the supervisor
2. REPORTING & FOLLOW UP
- Participate in writing all required HIS reports (PU-AMI, donors, partners, etc.) and others as per the line manager’s request;
- In collaboration with the Health Team Manager Community and the Health Team Manager PHCC, ensure direct supervision of HIS data collection and reporting system implemented in the supported health facilities and for the community outreach activities;
- Liaise with other key staff as Field Officers, Quality control and Pharmacist regarding standard reporting on administrative supportive data information on the Flat Fee Model;
- Ensure filing and archiving are well organized and updated on a regular basis.
- Liaise with MOPH IT on generating reports whenever needed, and follow up on data management at PHCC level.
3. TEAM MANAGEMENT AND CAPACITY BUILDING
- In collaboration with the HR department and line manager, participate in the recruitment process(es) of staff under his/her line management at base level by: participate in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
- Brief newly recruited personnel on their roles and responsibilities;
- Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and support from line manager;
- Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
- Assist the line manager in defining and implementing the required training(s) to subordinate(s) regarding task to be developed on the framework of the project;
- Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
- Solve team conflicts and ensure team building and discipline;
- Coordinate the work of subordinate(s) dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning prepared in advance to maximize efficiency.
- Plan the working from home plan when required, and ensure that the modality is efficient, time bound and effective.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.
4. PRIORITIES OF THE DEPARTMENT
- Monitoring HIS Data reported on PHENICS
- Writing HIS reports for PUI, donors, Partners ect.., with the complete knowledge of different grant’s indicators
- Participating in data analysis to keep track and highlight specific trends related to project targets and implementation
- Development of tools for strengthening data collection
- Providing technical support and capacity building for PUI health staff and PHCC staff
- Laising with MOPH consultant for HIS related issues
MANDATORY REQUIREMENTS
Language skills: Fluent in Arabic and English.
Education degree: University degree or Technical diploma in Computer Science.
Work experience: Experience over 2 years in health information system and experience in NGOs. - - Experience with the Health Information System from the Lebanon MoPH.
Knowledge and skills:
Good analytical and writing skills;
Knowledgable about the Lebanese Labor Law and the provisions of the National Social Security law;
Computer skills: Excellent knowledge of Excel and Access (Data manipulation and report generation); Excellent knowledge of the MS office software and Outlook
OTHERS:
Valid driving license (1 year minimum)
Willingness and ability to travel within the area of responsbility.
Excellent in reporting and manipulting health database.
Literacy in reporting in both Eglish and Arabic.
