UNDER THE OVERALL SUPERVISION :Health Coordinator
IN SUPERVISION OF :HIS officers
OVERALL MISSION
1) GENERAL OBJECTIVE
Under the direct supervision of the HIMS and in collaboration with the health team, the Health Information System (HIS) Team manager is responsible for ensuring efficient data collection from different sources at community level and at the all-health facilities supported by PUI. S/he will be responsible of data analysis and produce periodical reports of all activities conducted in the framework of PUI health strategy and ensure their dissemination.
S/he will be supporting the HIMS in all the developmental activities of the health information system platform(s) in addition to liaison with MOPH focal points on the pivots extraction, testing of integrated features.
S/he will be responsible for developing data driven dashboards and providing comprehensive training to HIS officers as well to the health department.
S/he will be acting as liaison between the bases and HIMS related to challenges, delays and proposed developments.
S/he will be responsible for managing all kinds of reports produced by HIS officers, ensure the activity info is reported and all the platforms are performing well.
S/he responsible of developing FFM tools, reporting tools aligned with the donor’s requirement as well for ensuring that all archiving documents including MOVs archived on timely manner.
S/he will be managing the HIS officers at coordination level and technical supervision of the HIS officers at base level.
2) RESPONSABILITIES AND TASKS
Data Management and Reporting
Ensure timely and accurate collection, validation, and consolidation of health data from all PUI supported health facilities and community sources.
Analyze collected data to produce regular analytical reports, dashboards, and presentations reflecting program performance and health trends.
Ensure that all reports, including donor-specific and ActivityInfo submissions, are completed accurately and on time.
Support the health coordinator in preparing data/ data analysis when needed.
Support the MHPSS team in the reporting process whenever needed.
System Development and Technical Support
Support the HIMS in the continuous development, testing, and improvement of health information system (HIS) platforms.
Liaise with MOPH focal points for pivot extraction, feature testing, and integration of new modules or tools.
Contribute to the design and adaptation of reporting and field follow-up (FFM) tools in line with project and donor requirements.
Train the health/ MHPSS teams on data extraction and data usage.
Under the delegation of HIMS, follow up on the MHPSS modules developed on the HIS.
Capacity Building and Management/ Technical Supervision
Provide ongoing technical guidance and supervision to HIS officers at coordination and base levels.
Conduct capacity-building sessions for PUI HIS officers and health staff to enhance data management, analysis, and reporting skills.
Ensure standardized use of HIS tools and procedures across all bases.
Supervise the HIS officers at coordination level to ensure smooth reporting to the Program managers on all the reporting channels.
Supervise technically the HIS officers at base level on all their tasks related to HIS.
Coordination and Communication
Act as the main liaison between field bases and HIMS for addressing data management challenges, system issues, and proposed developments.
Ensure effective communication and collaboration with the health team to align HIS outputs with programmatic needs.
Facilitate coordination with internal and consortium partners to ensure data consistency and alignment with national systems.
Quality Assurance and Documentation
Ensure compliance with data quality standards and confidentiality protocols.
Oversee proper documentation, archiving, and management of all HIS-related materials, including Means of Verification (MOVs).
Regularly review and improve HIS processes to enhance data reliability and program monitoring.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs. Employee is also required to fulfil other job-related tasks delegated to him/her by their line management.
3. PRIORITIES OF THE DEPARTMENT
Prepare the manuals related to all the new developed modules and applications.
Ensure that the archiving documents, reports, MOVs are well stored as per the guideline.
Supporting the development of the new modules that PUI is working on including going to the field to ensure smooth application according to the HIMS recommendations.
To assess and evaluate all the current tools in terms of bugs, errors, and provide technical recommendations to improve all the tools in coordination with HIMS and health coordinator.
Develop a centralized dashboard for all KPIs requested by the health coordinator.
QUALIFICATIONS
MANDATORY REQUIREMENTS
Language skills: Fluent in English and Arabic, (speaking/reading/writing);
Education degree: Bachelor's degree required with MIS or Computer science or IT
Work experience: Previous experience in developing information management platforms, experience in developing mobile apps. (Required)
Minimum of 3 years’ experience in data management, dashboarding and its software ( Tableau, powerBI) (Required)
Proven experience in database administration (SQL server). (Required)
Previous experience in donors reporting in health projects. (Preferred)
General management experience, minimum experience of 3 years. (Preferred)
Previous experience working with health facilities capacity building. ( Preferred).
Experience in GIS is an asset.
Computer skills: Excellent knowledge of the MS office software including Word, Excel, Power Point, Outlook.
Other:
Valid driving license (minimum 1 year)
Good knowledge of Lebanon’s geography and context, willing to travel locally
