PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE -         LEBANON    -     Information Management Manager   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.   POSITION GENERAL INFORMATION   Position: Information Management Supervisor Component: Database - IT - GIS Based in: Akkar   Supervision   Under the direct supervision of:          Field Coordinator Under the technical supervision of:    Information Management Coordinator     OVERALL MISSION   General objective The Information Management Supervisor has to ensure the accuracy and technical set up of the Information management at base level, ensuring and coordinating with other departments the analysis of the data collected in the field and generate the requested analytical reports as well as maintaining the effective setup of the databases used . The Information Management Supervisor will work under the direct supervision of the Field Coordinator and the technical supervision of the Information Management Coordinator,   The Information management Supervisor position’s major objectives are to properly achieve the following global tasks:   4  Proper implementation of all aspects linked to information management at base level; 4  Provide technical support and training to the data officers in program teams.   Responsibilities and tasks   4  Information management: He/She will ensure implementation and oversight of all information management-related activities, proposing new initiatives and changes where relevant. 4  HR: He/She will provide training and capacity building support in IM issues to all staff on the base, as relevant, and particularly to the Data Officers in program teams 4  Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to the Field Coordinator. 4  Strategy: He/She will participate in developing new operations as needed.   Specific objectives and linked activities   1.      Database management and supervision 4  To participate in the design of different databases in collaboration with Field and Program Coordinators and Program Managers and with technical guidelines from the Information Management Coordinator; 4  To identify, with the PMs and Data Officers, weaknesses in the database systems and propose changes to the Field Coordinator 4  To provide trainings and capacity building on database use to program staff, especially data officers 4  To provide technical troubleshooting support for all data/information related issues 4  To ensure quality and accuracy of data gathered by the field teams, in collaboration with the Program Managers; 4  To translate data from Arabic into English; 4  To analyse the projects data and produce snapshot reports as needed;   Geographical Information System 4  To create maps upon requests, linked to data collected on the field; 4  To monitor accuracy of data collected, ensure regular updates and solve eventual discrepancies; 4  To train the staff on usage of GPS.   3.      Capitalization/Institutional Knowledge Building 4  To organize training sessions on data management-related topics; 4  To organize lessons learnt sessions and exchange of experience with other teams   4.      Organization & Follow up 4  To implement and follow up the IM/Database department activities in direct collaboration with the Field Coordinator 4  To organize, schedule, coordinate and plan the department activities 4  To ensure proper coordination and liaison with the programs departments;   5.      Internal and external reporting 4  To provide internal reporting on activities according to PU-AMI internal tools; 4  To prepare internal/external reports as needed. 4  To produce high quality and timely contributions to proposals and reports 4  To produce snapshot and analytical reports on the data at base level   6.      Financial and Logistics Management 4  To follow-up the financial aspects of the information management department (if needed); 4  To manage the cash forecast in link with the information management department (if needed).     The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.     QUALIFICATIONS   Mandatory requirements Language skills: Fluent in Arabic and English (speaking/reading/writing); Education degree: University degree or Technical diploma in Computer Science; Work experience: 3 years Experience in NGOs/private companies in IT; Knowledge & skills: Ability to manage priorities and take initiatives  / Accountability and timely delivery; Computer skills: -         Computer hardware and software troubleshooting and configuration; -         Software installation; -         Excellent knowledge of Excel and Access (Data manipulation and report generation); -         Good Knowledge of networks; -         Familiar with windows systems and applications; -         Good knowledge of MS-SQL; -         Familiar with ASP.Net environment; -         Familiar with server environment; -         Familiar with GIS software.   Other: -         Pedagogical skills; -         Good knowledge of humanitarian actors and donors.   Assets Interest: -          Strong motivation to help people in needs.   Transversal skills: -          Well organized and attention to details; -          Reliable and rigorous; -          Ability to analyse and suggest improvement; -          Autonomy, neutrality, hard worker; -          Able to manage stress and pressure; -          Ability to work within a team
