Information Management Advisor

1- GENERAL OBJECTIVE   The Information Management Advisor will be the technical referent for the three bases in Lebanon. She/he will be responsible for developing and leading the IM strategy of the mission in conjunction with the MEAL Coordinator and for merging the IM and MEAL departments within bases. Her/his technical guidance and support should assist in the development of a strong information management unit throughout the mission who are able to process and analyse data collected from the field in support of MEAL units.   The Information Manager will work under the direct supervision of the MEAL Coordinator in the Coordination Unit based in Beirut with travel to bases as needed.   2- RESPONSABILITIES AND TASKS   Roles and responsibilities                    Information management: She/he will ensure development and implementation of a IM strategy at mission level. Human Resources: She/he will supervise all members of IM teams to enhance their capacities and support the achievement of roles detailed in job descriptions. Logistics and Administration: She/he will oversee the logistic and administrative duties related to information management activities under his/her responsibility. Strategy: She/he will develop a new strategy with support from the MEAL Coordinator within two stages, the first stage focusing upon the review and harmonization of the bases IM units, and the second to enforce the relationship between IM and MEAL at base level and mission level.   Specific Objective and Linked Activities Mission Level Design and Supervision of Information Management Activities Leading the development of an information management strategy in accordance with PU-AMI policies; Specifying information management systems for different operational departments; Design information systems and associated procedures; In support of the MEAL Coordinator, lead and design MEAL related IM activity within the bases; Develop mission level data analysis, reporting and technical templates for IM and MEAL; Harmonize base level databases in accordance with stated strategy; Develop in conjunction with MEAL Coordinator a migration plan for existing and new data; Design analysis templates for assessments and surveys with the MEAL Coordinator based on harmonized templates; Lead base level and mission level electronic archiving and backup systems; Where possible harmonization of the teams within the bases to encourage equal operating of IM teams; Suggesting adapted ways of tracking projects with quality data based on the development of monitoring activities and systems by the MEAL Coordinator; Developing SoPs in line with the new strategy and ensuring adherence throughout the bases;   2. Advising Information Management Officers Advising IM Officers to assist them in further developing base level data systems; Providing technical support to the teams when needed for recruitment processes, development of technical tests and job descriptions in conjunction with the MEAL Coordinator; Identifying needs for technical training and developing training tools; Supporting the IM structures within the bases and enhancing the overall output of the teams; In support of the MEAL Coordinator, assisting the communication and working relationships between MEAL and IM Officers; 3. Developing and Implementing Advanced MEAL and IM Activities    Technical support and contribution to the development of analysis and reporting templates; Providing technical opinions regarding the development of indicators and other MEAL technically related outputs; Supporting the technical development of MEAL through all bases. 4. Capitalization/Institutional Knowledge Building   Capitalize on previous lessons learnt at base level in order to design and lead trainings for IM capacity building amongst base teams; In coordination with the MEAL Coordinator to identify key aspects of the MEAL and IM working relationship and data management to highlight areas of weakness that require stronger working systems in place to develop them with the IM teams and the MEAL teams in each base; Design and leading training in line with new job descriptions for enhanced capacity amongst the MEAL and IM teams;   5. External Representation and Reporting  Participate in the Information Management Working Groups; Participate and support network development between agencies for enhanced use of databases and IM outputs; Participate in meetings and other WG as requested by the MEAL Coordinator; Monitor and follow IM developments within Lebanon and to bring those best practices back into the mission; Participate when needed in the development of proposals;  6. Geographical Information System   Develop and support GIS production at base level, for later publication at Coordination level; Create comprehensive maps that represent base level data collected for mission level presentation; Train field staff on GIS technic / software. The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.   3- Department’s priorities   Creation of an IM strategy at mission level Provision of technical support to the teams in a timely manner Producing mission level analysis of data available for publishing     QUALIFICATIONS   MANDATORY REQUIREMENTS  Language skills: Fluent in Arabic and English (speaking/reading/writing); Education degree: University degree or Technical diploma in Computer Science; Work experience: 3 years’ Experience in NGOs/private companies in IT; Knowledge & skills: Good management capacities and team leadership spirit / Ability  to manage priorities and take initiatives  / Accountability and timely delivery; Computer skills: Computer hardware and software troubleshooting and configuration; Software installation; Excellent knowledge of Excel and Access (Data manipulation and report generation); Good Knowledge of networks; Familiar with windows systems and applications; Good knowledge of MS-SQL; Familiar with ASP.Net environment; Other: Pedagogical skills; Good knowledge of humanitarian actors and donors.   ASSETS Interest: Strong motivation to help people in needs.  Transversal skills: Well organized and attention to details; Reliable and rigorous; Ability to analyze and suggest improvement; Autonomy, neutrality, hard worker; Able to manage stress and pressure; Ability to work within a team.
