Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.   POSITION GENERAL INFORMATION   Position: Information Management Coordinator Component: Management Information System Based in: Beirut - Coordination   Supervision   Under the direct supervision of:         Deputy Head of Mission for Program Quality and Development Department Indirect supervision/backup of:         Information Managers               Under the overall supervision of:       Head of Mission       OVERALL MISSION   General objective The growing complexity of the PU-AMI operating environment in Lebanon, the statuary reporting requirements, IT systems and data, coupled with ongoing changes in the organization of the mission, make the reporting and analytics tasks increasingly important to be able to pull together comprehensive information and analysis to support PU-AMI’s program development in Lebanon. The Information Management Department is composed by the Information Management Coordinator, the Field Information Managers and Data Entry Officers. The main objective of the department is to actively develop, enhance and secure a corporate data management system and IT analytics solutions within the Program Quality & Development Department. Responsibilities and tasks The Information Management Coordinator will be responsible for creating the technical and functional solutions to support PU-AMI’s growing needs for a cooperative multi- sites data management, reports and analysis. The incumbent will be involved both in hands-on development of technical solutions, as well as the technical supervision of the Field Information Managers and Data Entry Officers. 4  Major Activities/Expected results: The expected results are a continuing set of new IT solutions or enhancements, increasing coherence of the data and reporting architecture to allow for more cross-functional reporting. More specifically, the IMC will provide PU-AMI with: A cost-efficient, effective, secured and sustainable Data Management Centre solution (server and/or clouding), including the design, the setting and the installation of the solution approved by the Senior Country Coordination Team; An integrated business solution for a multi-site and cooperative data management system.   Specific objectives and linked activities   1.      Information System: 4 Identifying the needed information system for the mission in collaboration with the Program Quality & Development Department; 4 Developing and/or lead developers in building solutions ; 4 Identifying weaknesses, gaps and opportunities for improvement, through continuous analysis of the developed information systems and interactions with end-users; 4 Managing any IT projects, planning activities and tasks accordingly, and ensuring the technical supervision of the (internal or external) IT resources involved ; 4 Design, implementation and support of PU-AMI’s network, applications, portals and potential website; 4 Establishing priorities and key deliverables with internal stakeholders according to their needs  and generating a plan to include design, development, test, timeframe and deployment methodologies; 4 Troubleshooting, research, and resolution of system issues, and providing friendly end-user support ; 4 Drafting and overseeing the implantation of the Information Management Policy (network, hardware, software, electronic files standards) in collaboration with the Security Coordinator; 4 Implementing Intranet and Extranet security measures as defined in collaboration with the Security Coordinator.   2.      Geographical Information System 4 Identifying the needs of maps in collaboration with all the related internal stakeholders; 4 Identifying and accessing map information sources; 4 Conceptualizing methodologies for collecting GPS and other GIS related data, as according to the needs; 4 Preparation, conception and production of maps, including the supervision and monitoring of mapping-related data collection and ensuring dynamic linkages between GIS data and PU-AMI Database; 4 Monitoring accuracy of data collected, ensuring regular updates and solving eventual discrepancies; 4 Overseeing the training the AME teams and OPE teams on usage of maps and GPS; 4 Representing PU-AMI in any GIS related coordination meetings.   3.      Capacity Building & Support 4 Developing comprehensive Information Management guidelines; 4 Training and providing technical support to Sector Coordinators, Projects Quality Coordinators, Information Managers and Data Entry officers and other staff as needed on all Information Management tools and processes; 4 Providing mentorship and support for Projects Quality Coordinators, Information Managers and Officers all over the country; 4 Conducting periodic country technical assistance and auditing trips to support and oversee the quality of information management; 4  For regional programming approach, participation in developing a regional strategy to ensure that MIS solutions and policies are shared and discussed with programming decision-making level (e.g. presenting on the key MIS approaches at regional forums, facilitating discussions about the impact of these approaches).   The tasks and responsibilities of the information Management Coordinator mentioned above are not thorough and may be subject to evolve depending on the PU-AMI needs.     QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in Arabic and English (speaking/reading/writing); Education degree: Advanced university degree in IT, Science, Engineering or Business Solutions. A first level university degree in combination with two additional years of qualifying experience may be acceptable in lieu of the advanced university degree ; Work experience: 7 years of relevant working experience in the field of Data Architecture and Data Management System implementation and development ; Knowledge & skills: Coaching and mentoring capacities & fostering Innovation and Empowerment / Analytical and strategic thinking and results orientation - Commitment to excellence / Problem analysis capacities and appropriate & transparent decision making; Computer skills: In-depth technical knowledge in SQL programming language / Proven experience in the design and installation of a cost-efficient and secured Data Centre Solution  Other: -          Pedagogical skills; -          Good knowledge of humanitarian actors and donors.   Assets   Interest                             : Work in relief, interest for refugees issues   Transversal skills: -          Honest and trustworthy; -          Reliable, rigorous and well organised; -          Able to manage priorities and take initiatives; -          Able to manage/supervise a team; -          Values/Guiding principles; -          Performance management; -          Organizational awareness ; -          Working effectively in project teams; -          Self-Management/emotional Intelligence; -          Communication skills (public presentation); -          Knowledge sharing/Continuous learning.
