Title of consultancy: Consultancy on Infrastructure needs for host communities in Saida and Chouf areas.

1. Context of intervention
1.1 PU-AMI presentation
Première Urgence – Aide Médicale Internationale (PU-AMI) is a French non-governmental, not-for-profit organization working in the field of international solidarity. PU-AMI’s mandate is to answer the fundamental needs of the population affected by conflicts, natural disasters or economic crisis: food, water, health, home and livelihood. PU-AMI’s strategy is to develop an integrated approach of crisis management based on our technical, medical and non-medical expertise. PU-AMI’s activities span from emergency to post crisis / development support and our programs are designed and developed in strong partnership with national / regional authorities, communities and the civil society. PU-AMI has been active since 1996 in Lebanon. Following the major crises that have affected Lebanon (the Israeli military operation “Grapes of Wrath " in 1996, the July 2006 war and the crisis in the Palestinian camp of Nahr El Bared in 2007, and now the Syrian crisis), PU-AMI has adapted its humanitarian activities to the ever-changing context of the country.
PU-AMI has organized different types of humanitarian emergency interventions related to food security, health, WASH, shelter, infrastructure and NFI’s.
Currently, PU-AMI is implementing emergency humanitarian activities in order to support the Syrian crisis affected populations (Syrian refugees, Palestinian refugees from Syria, Lebanese host communities) in Akkar, Mount Lebanon and Saida districts. These activities are distributed among 2 main programs:
Addressing humanitarian needs of Syrians refugees and Palestinian Refugees from Syria:
- Food security: conditional and unconditional cash assistance;
- Shelter: shelter rehabilitation (individual or collective), housing assistance (cash for rent), distribution of sealing off kits for informal settlements;
- WatSan: distribution of water filters, aqua tabs, jerry cans, construction of water tanks, emergency sanitation support services, building or rehabilitation of latrines;
- Health: support to primary health centers, public health promotion, community-based surveillance system to prevent communicable disease outbreaks
- Community outreach: Collective Site Management & Coordination, Community-based Protection activities, informal education
Supporting resilience/stabilization capacities of the Lebanese host communities
- Infrastructure: rehabilitation of public schools, construction of water network supply system for villages, water reservoir, pumping station.
- Community Outreach: school & community based psychosocial support.
2. Objectives & Main activities of the consultancy
This consultancy will contribute to identify infrastructure needs in Chouf and Saida district. The main objectives are to identify infrastructure needs in Lebanese villages, mainly relative to water supply, water storage, and waste water, waste management.
The Consultant will be under the overall supervision of the PU-AMI Shelter and Infrastructure Coordinator.
The Consultant will be responsible for his/her own security, even if a security briefing and PU-AMI security rules in targeted districts will be detailed during an initial briefing. The consultant will have to follow PU-AMI security rules and stay in contact with PU-AMI Security Coordinator if needed.
2.1 Aim of the consultancy
The Infrastructure Consultant will write a report to PU-AMI in Lebanon detailing the infrastructure needs identified during the meetings with the different stakeholders and site visits.
In order to reach this objective, he/she will have to achieve the following steps:
Briefing in PU-AMI Saida base in order to clarify which needs should be prioritized and the areas of intervention.
Meeting with the Lebanese Water Establishment in Beirut and Saida in order to collect information about the needs already identified by their offices.
Meeting with municipalities where needs have been identified.
Site visit with the representative of the municipalities and/or representative of the Water Establishement.
Needs assessment including the description of the activity to be implemented, estimated number of beneficiaries, estimated BOQ with budget.
Final written report
2.2 Main activities of the Consultant
Total duration of the consultancy: 10 working days
Total timeframe of the consultancy divided in 3 phases:
PHASE 1: Meeting with the different stakeholders (4 days)
Briefing in PU-AMI Saida office with the Field Coordinator and Infrastructure Coordinator who will explain the Infrastructure activities already implemented and ongoing at National level, the description of the infrastructure needs to be identified in Lebanese villages (water supply network, water reservoir, pumping station, sewage water network).
Meeting with the Water Establishement offices: All needs assessment and water-related activities need to be done in coordination with the Water Establishement. Water Establishement of Saida is responsible for the area between Saida and south of Saida (until the border), Water Establishement of Beirut/Mt Lebanon covers many areas including Chouf. This authority can provide some list of needs identified, activities on going and planned
Meeting with local authorities: Meeting with Union of municipalities, municipalities, Mukhtars in order to obtain some information about the infrastructure needs : kind of work needed, estimated number of beneficiaries, collect studies already done if exists (plans, BOQ, etc…). NOTE: Even if the assessment is orientated to water needs, if some other needs/requests such as school rehabilitation are identified during the meeting this should be also reported in the assessment.
PHASE 2: Site visit (4 days)it can also be done in parallel to phase 1.
Site visit: The location of the reported needs have to be visited with a representative of the local authorities (municipalities and/or Water Establishement) in order to confirm:
The kind of intervention needed.
The feasibility (technically and financially).
An estimated BOQ .
The estimated budget of the works.
The estimated number of beneficiaries.
All known data have to be collected, for example: water analysis, capacity of a water reservoir to be replaced, capacity of the pumping station, estimated length for a new water supply network etc... Photos of the site visited are compulsory. The aim of these site visits is to prepare the needs assessment report with the annexes (BOQ, sketch, photos, location on Google earth, etc…)
PU-AMI representative might participate to some site visit with the consultant.
PHASE 3: Needs assessment report (2 days)
Report: The report has to include all the relevant information collected during the phase 1 and 2. The minimum information that has to be reported is:
Minutes of the meeting with each stakeholder (i.e. Municipalities and Water Establishment).
Description (narrative) of the infrastructure needs identified per area, type of intervention needed, works and quantity to be implemented, for example: new water supply network 5 km with house connection or reinforced concrete water reservoir 200m3. Recommendation and specifications of the intervention, for example: rocky soil, no road to access the site, authorization issue…
Table resuming the identified needs with a priority of intervention, estimated budget, estimated number of beneficiaries, and area of intervention.
Annexes: localization on Google Earth with position of the line for a network, photos took during the site visit, sketch and/or plan, BOQ, copy of document collected from the different stakeholders, with translation in English if relevant.
3. Periods and duration of the consultancy
The proposed consultancy shall start as soon as possible. The 10 working days planned for the three phases may or not be consecutive days, but the total duration to complete the needs assessment shall not exceed 3 weeks after the starting date.
A more detailed work plan will be discussed and adjusted in collaboration with the consultant who will be selected.
4. Expected deliveries
þ A written needs assessment report in English, including a comprehensive explanation of the infrastructure needs identified in each areas.
This report will include the tasks mentioned above in phase 3, such as minutes of the meeting, description of the needed intervention, sketch and/or plan of the works proposed, estimated budget of each potential intervention, estimated number of beneficiaries who will benefit the intervention and photos.
5. Requirements and Application
This Call for Consultancy is open to all national and international consultants, team of consultants, or legally constituted institutions that can provide the requested service. In this regard, the call for proposals is open for all qualified consultants/ institutions that have the following minimum qualifications:
5.1 Experience
Experience of emergency response and population displacement.
Very good knowledge of Lebanon, especially Saida and Chouf areas.
Strong technical knowledge and understanding of infrastructure works, such as water supply network, pumping station, water reservoir, sewage water networks
Strong analytical skills and capacity to analyze request from the different stakeholder met.
Proven experience in development projects oriented to infrastructure works.
Acknowledged similar consultation with recognized organizations
Extensive experience in working with UN, IOs, L/INGOs, local authorities, beneficiaries
5.2 Language Requirements
Fluency in English and Arabic (verbal, written). French will be an asset
5.3 Preparation & submission of application

Deadline for submission: Documents to be submitted by e-mail and by mail by Monday 19th January 2014, 04:00 pm.
Applications submitted after the above stated deadline for submission, for whatever reason or cause, shall be considered defaulting and shall be returned to the Bidding Organization unopened.
