Infrastructure Technical Advisor

Technical Advisor   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the baProjects Implementation Coordinator needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.                 POSITION GENERAL INFORMATION   Position:Technical Advisor Component:Infrastructure Based in: Akkar, Halba office with daily travel to Borj El Arab, Knaisse and Tel Mayen villages. Duration: 5 months   Supervision   Under the direct supervision of: Project Manager Supervision of : 3 Formens, 5 skilled workers and 50 workers Under the overall supervision of: Field Coordinator     OVERALL MISSION   General objective   Under the direct supervision of the Projects Manager, the Infrastructure Technical Advisor is responsible for the qualitative, quantitative and timely field implementation of the Infrastructure activities. He/she technically guides and monitors the field work of Infrastructure activities and he/she is responsible for a qualitative and regular reporting on various components of the project. The Infrastructure Technical Advisor position’s major objective is to properly achieve the following global task: Smooth and timely implementation of the activities in the field with particular follows up of the works and the team at field level.       Brief description of the project: The project consists to improve the existing infrasruture in 3 villages in Akkar, through a cash for work aproach with Syrian refugees and vulnerable Lebanese. The main activitie planned are:   Borj El Arab: Reinforce concrete pavement (100m3), asphalt pavement (2000m2), construction of 400 small prefabricated walls for house connection. Tell Mayan: Construction of a reinforced concrete chanel 550m long (700m3 of concrete), concrete mixed at field level. Knaisse: Rehabilitation of 3000 meters of roads with asphalt and concrete pavement, installation of storm water networks with manholes (around 500m)   There will be in each villages : 1 forman, 1 to 2 skilled workers and 15 unskilled workers. The main objective of this project is also to generate income for vulnerable families (Lebanese and Syrian).     Responsibilities and tasks (80% field work, 20% office work)   Activities implementation -          Design and implement Infrastructure activities in direct collaboration with the Projects Manager, mainly Concrete works.   -          Supervise the field implementation team (Formen and workers) -       Plan (daily, weekly and monthly) the field activities, supervise the Daily workers, Officers& Workers and any potential                   contractors and ensure a follow-up of the different field activities regarding the agreed planning, guideline, and required quality          of the works; -       Ensure the total respect of the technical design by the Consultant and/or Shelter and Infrastructure Coordinator ; -       Ensure that all works have been taken and rules followed to ensure security on-site; -       Give tehnical advices and contribute to the general improvement of activities -       The main activities are: (not exhaustive list) Construction of reinforced concrete irrigation chanel Concrete pavement Asphalt pavement Installation of pipes for storm water network Construction of reinforced concrete manhole   Technical evaluation of activities -       Define and/or participate in the design of the infrastructure works, advise about the material needed; -       Continuous presence during the implementationof the works (Daily bases); -       Insure the good use of the machines and equipments used on the site (Excavator, bobcat, compressor, concrete ,mixer…) -       Respect the design provided by the consultant or his supervisor: plans, BOQ     Logistic & administration -       Calculate the raw  materials and tools needed at field level, mainly for concrete works -       Ensure the follow-up and the proper use of materials and tools used during on-site works; -       Manage the supply of materials to the work site in collaboration with logistics department in different areas. -       Analyze the security situation in the area and inform the Field Program Coordinator & Security Manager on security incidents;   Team Management -       To supervise 3 local foremen in 3 different area of intervention  and ensure the respect of all human resources rules; -       To coordinate the work with staff dedicated to these activities : weekly/daily planning.     Reporting -       Report on daily bases the progress of the works in monitoring follow up tools (Excel and Autocad) -       Participate to the weekly reporting in English on the progress of activities with Project Manager; -       Report immediately any delay, problem or other relevant information to the Projects Manager.     The tasks and responsabilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in English & Arabic Education degree: University degree in Civil Engineering   Work experience: 10 years experience as site engineer with private companies in construction fields. Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, Autocad. Other: -          Valid driving license (1 year minimum) -          High Knowledge in implementation of reinforced concrete works -          Knowledges in water network, installation of Upvc or Concrete pipes -          Excellent management and pedagogical skills at field level -          Good knowledge of Akkar area. -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations   Assets   Other  knowledge: -       Good leadership capacity; Interest: -       Strong motivation to help people in needs Transversal skills: -       Well organized -       Conflict resolution and diplomacy experience -       Ability to analyze and suggest improvement -       Ability to take initiative to deal with difficulties encountered in daily work -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure
