Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
Context of the project:
In May 2017, PU AMI is starting a new project funded by World Food Program in order to support the Resilience of vulnerable Syrian Crisis Affected households by implementing Cash for Work activities for basic social infrastructures rehabilitation. The objective of the project improve resilience and provide livelihoods opportunities in 3 targeted villages in Akkar through the creation of community assets, while securing short-term food needs of vulnerable Syrian refugees and Lebanese.

OVERALL MISSION
1- GENERAL OBJECTIVE
Ensure the planning, implementation and monitoring of the Food For Asset project in Akkar:
“Supporting the Resilience of vulnerable Syrian Crisis Affected households by IMPLEMENTING CASH for Work activities for basic social infrastructures rehabilitation, Akkar”
2- RESPONSABILITIES AND TASKS
1. Assessment, design and implementation
- With the support of the MEAL department and based on inputs from the donor, assess and recruit all participants of the projects.
- Plan and coordinate the work plan, including workers’ rotations every week
- With the support of the foreman for each project site and PM infrastructure, supervise the progress of the work and raise alerts to your manager in case of delays or issues faced in the field.
2. Analysis, Monitoring & Evaluation
- With the support of the MEAL department, ensure monitoring and satisfaction of beneficiaries involved in the program.
- Develop SOPs and tools to ensure functioning feedback mechanism.
- With the support of the MEAL department, analyse vulnerability profiles of the recruited beneficiaries and monitor the evolution of their situation throughout the project
- Monitor and control cash for workers attendance, ensure smooth planning of rotation
3. Team Management & Capacity building
- Coordinate the work of foreman, field workers and beneficiaries’ cash for workers dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning.
- Manage the foremen/workers working on the activities in the 3 project sites
- Regularly monitor the foremen/workers by constantly visiting the areas of intervention. Ensure direct communication and feedbacks mechanism when not directly on the field
- Ensure team building, strengthen links between beneficiaries cash for workers and PU AMI field staff
- Follow-up the operational team according to the mission’s HR policy and guideline: daily management, attendance, holiday management, etc.
- Ensure performance evaluation of the operational staff with the support of the PM, and identify training needs for the team
- Ensure the respect and application of disciplinary rules as per PU-AMI’s HR policy
4. Logistics & administration
- Define the needs in materials and tools regarding the program and the planning of interventions in coordination with Foremen and PM infrastructure.
- Ensure the follow-up and the proper use of materials and tools used during on-site works
- Manage the supply of materials to the work site in collaboration with logistics department
- Request to the PM any logistic need for activities implementation
- Inform the Project Manager on security incidents
5. Communication & Reporting
- Collect all information and orally report on the progress of project activities on a daily basis
- Deliver written reports on weekly bases when needed and requested by the Project Manager
- Report immediately any delay, problem or other relevant information to Infrastructure PM
Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager
6. External representation and coordination
- Participate to Livelihood Working group for north Lebanon and other relevant coordinatioon meetings,
- Contribute to methodology harmonisation and lessons learnt in livelihoods and cash for work activties
- Coordinate with all stakeholders involved: local authorities, coordination agencies and other iNGOs operating in the area of intervention

3- PRIORITIES OF THE DEPARTMENT
The infrastructure department is shifting to a clear livelihood orientation, by kicking off this large-scale cash-for-work project, in complete relevance to the organisation’s strategy for the area focusing on the further development of livelihoods’ programs impacting the vulnerable populations (whether refugees or host communities) in a more sustainable way.
Priorities of the department in link with this new project are:
- Ensure objectives of the project are reached, ie to enhance the ability of the most food insecure to cover their short-term food needs in the 3 targeted villages, and to build community or household assets that can strengthen livelihoods and enhance resilience through the engagement of Syrian refugees and vulnerable Lebanese in manual work.
- Leverage the technical knwoledge and experience of the infrastrcuture department to develop a successful implementation of large-scale cash-for-work
- Improve the coordination with logistics department to ensure a timely and smooth procurement and delivery of all needed material to implement the projects.
QUALIFICATIONS
Mandatory requirements
Language skills: Arabic and English fluent
Education degree: University degree in project management, social science, or civil engineering
Work experience: 2 year of experience in a similar position (NGOs/private companies) in food security and livelihoods, infrastructure construction, other related humanitarian fields. Experience with large-scale cash for work project is a strong asset.
Knowledge and skills: knowledge in public infrastructure construction and rehabilitation, concrete works, food security and livelihood, management of cash-for-workers are strong assets.
Computer skills: very Good knowledge of the MS office software including Word, Excel, and Outlook.
