Information management: S/he will ensure development and implementation of an IM strategy at mission level;
Human Resources: S/he will line-manage the IM Officer in Coordination Office and act as a technical referent for IM/MEAL Officers at the base level;
Logistics and Administration: S/he will oversee the logistics and administrative duties related to information management activities under his/her responsibility;
Strategy: S/he will develop a new strategy with support from the MEAL Coordinator within two stages, the first stage focusing upon the review and harmonization of the tools used at a base level, and the second aimed at progressive setting up mission-wide IM solutions.
specific objective and linked activities
1. MISSION LEVEL DESIGN AND SUPERVISION OF INFORMATION MANAGEMENT ACTIVITIES
Lead the development of an information management strategy in accordance with PU-AMI policies;
Specify information management systems for different operational departments;
Design information systems and associated procedures;
In support of the MEAL Coordinator, lead and design MEAL related IM activity within the bases,
Develop mission level data analysis, reporting, and technical templates for IM and MEAL;
Harmonize base level databases in accordance with stated strategy;
Develop in conjunction with MEAL Coordinator a migration plan for existing and new data whenever new tools/databases/platforms are identified and rolled out.
Developing SOPs in line with the new strategy and ensuring adherence throughout the bases.
2. TECHNICAL SUPPORT
Provide technical support to MEAL/IM Officers;
Identify needs for technical training and developing training tools;
With the support of the MEAL Coordinator, assist the communication and working relationships between MEAL and Program teams.
Provide technical support to the Program teams when needed for recruitment processes, development of technical tests and job descriptions in conjunction with the MEAL Coordinator;
3. DEVELOPING AND IMPLEMENTING ADVANCED MEAL AND IM ACTIVITIES
Provide technical support and contribution to the development of analysis and reporting templates;
Provide technical opinions regarding the development of indicators and other MEAL technically related outputs;
Support fruitful collaboration between IM and MEAL staff members and contribute to the systematic exchange of information and joint activities.
4. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING
Capitalize on previous lessons learned at base level in order to design and lead training for IM capacity building amongst base teams;
In coordination with the MEAL Coordinator, identify key aspects of the MEAL and IM teams’ collaboration working relationship and data management to highlight areas of weakness that require stronger working systems in place to develop them with the IM teams and the MEAL teams in each base;
Design and leading training in line with new job descriptions for enhanced capacity amongst the MEAL and IM teams.
5. EXTERNAL REPRESENTATION AND REPORTING
Participate in the Information Management Working Groups;
Participate and support network development between agencies for enhanced use of databases and IM outputs;
Participate in meetings and other WG as requested by the MEAL Coordinator;
Monitor and follow IM developments within Lebanon and bring those best practices back into the mission;
Participate when needed in the development of proposals.
6. GEOGRAPHICAL INFORMATION SYSTEM
Develop and support GIS production at a base level, for later publication at Coordination level;
Create comprehensive maps that represent base-level data collected for mission level presentation;
Train field staff on GIS technic/software.
7. TEAM MANAGEMENT AND CAPACITY BUILDING
In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the MEAL Coordinator in: drafting job descriptions/technical tests/interview forms, shortlisting resumes, and conducting interviews;
Brief newly recruited personnel under his/her management on their roles and responsibilities;
Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules, and regulations;
Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Health Coordinator;
Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
Provide technical support and guidance to the IM Officer(s);
Solve team conflicts and ensure team building and discipline.
MANDATORY REQUIREMENTS:
Language skills: Fluent in Arabic and English (speaking/reading/writing);
Education degree: University degree or Technical diploma in Computer Science;
Work experience: 3 years Experience in NGOs/private companies in IT;
Knowledge & skills: Good management capacities and team leadership spirit / Ability to manage priorities and take initiatives / Accountability and timely delivery;
Computer skills:
Long and documented work experience with Microsoft Excel and Microsoft Access is a must;
Good knowledge of MS-SQL is an asset.
Familiarity with ASP.Net environment is an asset.
Other:
