1- GENERAL OBJECTIVE

Under the direct supervision of the Health Coordinator, the Medical Advisor provides advice and support to clinical personnel at Primary Health Care Centers (PHCCs), in a non-managerial capacity.

Support will include monitoring the quality of consultations, patient management, and prescriptions, recording of health information, referral system and emergency response in case of outbreak.

The main goal is to ensure beneficiaries’ access to quality health care, while respecting PU-AMI’s overall principles. 

The Medical Advisor reports to the Health Coordinator and joins some meetings and teamwork in the office, but spends the majority of his/her time on the field working with PHCCs and link with the bases Quality Advisor and Pharmacist. 

2- RESPONSABILITIES AND TASKS
 

Role and Responsibilities

  • Quality Of Care
  1. Ensure compliance to protocols and that diagnosis is accurate and that cases are managed according the Lebanese Ministry of Public Health (MoPH), as well as PU-AMI’s standards, guidelines and Memorandum of Understanding (MoU)
  2. Conduct medical records audit and use medical records to evaluate the services provided and patient outcome ;
  3. Work closely with physicians, laboratory technicians and other requested staff to ensure following up ongoing cases and providing a continuum of care ;
  4. Monitor the quality of care provided by the physicians at the PHCCs following the quality indicators mentioned in the MoU ;
  5. Ensure physicians are prescribing drugs, laboratory and imaging test rationally in coherence with recommendations of the MoPH, WHO and PU-AMI’s guidelines ;
  6. Ensure that protection principles are mainstreamed into healthcare, including identification of vulnerabilities and follow-up ;
  7. Ensure links are made between health status/coverage indicators and social/other vulnerabilities (e.g. vaccination status, nutritional status, mental health indicators, chronic infectious disease, non-compliance with treatment plans, etc.) ;
  8. Monitor and provide support for implementation improvement plans through regular visit at the PHCCs and ensure the quality of services provided at the PHCC ;
  9. Analyze epidemiological trend using the Health Information System in order to adjust the round tables discussions with the PHCC physicians, laboratory technicians, others requested.
  10. Respect the confidentiality of the beneficiaries ;

 

  • Referral in and out PHCCs, Hospitals
  1. Monitor that patients with NCDs are being referred to the specialized with all requested documentation;
  2. Supervise and ensure the effectiveness of referrals between supported health facilities and other health service providers with proper documentation;
  3. Promote linkages with PU-AMI’s Health Team and other departments in order to provide non-covered services for the most vulnerable cases in need of emergency assistance;

 
Specific objective and linked activities  

  • Reporting & Follow-up 
  1. Report on the completeness of medical records, appropriateness of prescriptions and complementary analysis;
  2. Monitor the implementation of the Clinical Guidelines for treatment of diseases;
  3. Report immediately any problem, mismanagement of cases or other relevant information to the Health Coordinator;

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 
3- PRIORITIES OF THE DEPARTMENT

  • Provide accurate feedback and effective action for changes regarding the utilization of protocols as per MoPH policies and procedures and practices to main staff of phcc (physicians, laboratory technicians, nurses)
  • Provide weekly, monthly report to the phcc director and physicians about quality control on medical records audit revision.
  • Provide immediate feedback on patient tracking internal referrals users such as new users of YMCA/NCDs or emergencies (UNHCR).
  • Base on regular supervision (HIS, medical records) and periodically need assessments (physicians) develop round table discussion topics to reinforce quality of services, addressing objectives of the intervention
  • Make sure training work plan developed to implement quality are follow up, supervised and changes implemented
  • In coordination with the Health field officer, ensure pre-approved all laboratory tests are in line with the package of service offered in the PHCC.

 

Mandatory requirements

  • Language Skills: Fluent in English and Arabic
  • Education Degree: Medical Doctor Degree
  • Work experience: Proven clinical experience in national health facilities and previous experience working with NGOs as clinical health staff.
  • Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook, Power Point.
  • Other requirements
    • Willing to travel around the country for provision of services in our supported health facilities.
    • Excellent communication and diplomacy skills to manage relationships.
