ROLE AND RESPONSIBILITIES

Quality Of Care  

 

  • Ensure compliance with protocols including accurate coding of diagnosis and that cases are managed according the Lebanese Ministry of Public Health (MoPH), as well as PU-AMI’s standards, guidelines;
  • Conduct medical records assessments and in collaboration with the Quality Assurance Advisor ensure that an action plan is in place for each PHCC;
  • Monitor the quality of care provided at the PHCCs as outlined in the quality indicators annexed to the PHCC contract ;
  • Ensure physicians are prescribing drugs, laboratory and imaging test rationally in coherence with recommendations of the MoPH, WHO and PU-AMI’s guidelines ;
  • Ensure that protection principles are mainstreamed into healthcare, including identification of vulnerabilities and follow-up ;
  • Ensure links are made between health status/coverage indicators and social/other vulnerabilities (e.g. vaccination status, nutritional status, mental health indicators, chronic infectious disease, non-compliance with treatment plans, etc.) ; 
  • Monitor and provide support for implementation improvement plans through regular visit at the PHCCs and ensure the quality of services provided at the PHCC ;
  • Analyze epidemiological trend using the Health Information System in order to adjust to the context the round tables discussions with the PHCC physicians, laboratory technicians, others requested.

Referral to and from  the PHCC and Hospitals

 

  • Monitor that patients with NCDs are being referred to appropriate specialty with all requested documentation.
  • Supervise and ensure the effectiveness of referrals between supported health facilities and other health service providers with proper documentation ;
  • Promote linkages between PU-AMI’s Health Team and other departments in order to provide services which are not covered  for the most vulnerable cases in need of emergency assistance  

 

Reporting & Follow-up

  • Report on the completeness of medical records, appropriateness of prescriptions and complementary

analysis ;

  • Report immediately any problem, mismanagement of cases or other relevant information to the Health

Coordinator ;

 

PRIORITIES OF THE DEPARTMENT

  • Provide accurate feedback and effective actions for change regarding the utilization of protocols as per MoPH policies and procedures and practices to main staff of PHCC(physicians, laboratory technicians, nurses) 
  • Provide weekly, monthly report to the PHCC director and physicians about quality control on medical records audit revision.
  • Provide immediate feedback on patient tracking internal referrals users such as new users of YMCA/NCDs or emergencies (UNHCR).
  • Based on regular assessment (HIS, medical records) and periodic need assessments (physicians) develop round table discussion topics to reinforce quality of services, addressing objectives of the intervention 
  • In coordination with the Health field officer, ensure pre-approved of all laboratory, imaging and diagnostic  tests are in line with the package of service offered at the PHCC.

Mandatory requirements  

  • Language Skills: Fluent in English and Arabic 
  • Education Degree: Medical Degree  
  • Work experience: Proven clinical experience in national health facilities and previous experience working with NGOs as clinical health staff. 
  • Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook, Power Point. 
  • Other requirements 
  • Willing to travel around the country to provide technical support to our supported health facilities. 
  • Excellent communication and diplomacy skills
