Monitoring, Evaluation, Accountability and Learning Manager

1-      GENERAL OBJECTIVE

The MEAL (Monitoring, Evaluation, Accountability and Learning) Manager will assist the base’s operations teams in being accountable to beneficiaries, donors and other stakeholders, by supporting the development and implementation of the MEAL plan for each project results, frameworks and common outcome indicators.

The MEAL manager position’s major objectives are to properly achieve the following global tasks:

  • Implementation of the Monitoring, Evaluation, Accountability and Learning activities as planned, in close collaboration with the operations teams and the MEAL Coordinator;
  • Provide a methodological support to all program teams on technical questions linked to MEAL and crosscutting issues such as: design of M&E plan, quantitative and qualitative data collection and analysis, measure of indicators, complaint response mechanism, do not harm analysis etc.
  • Submission of regular reports for internal and external use, with accurate qualitative and quantitative data;
  • Capitalization and institutional knowledge building within teams and with other program departments;
  • Management of the MEAL team, following PU-AMI’s rules and regulations;
  • Implementing the MEAL strategy at base level;
  • Logistical follow-up related to team activities.

2-      RESPONSABILITIES AND TASKS

Role and Responsibilities    

  • MEAL: He/she will ensure implementation and oversight of all MEAL activities and IMO supporting activities (when applicable);
  • Human Resources: He/She will manage the MEAL team activities;
  • Logistics and Administration: He/She will oversee the logistic and administrative duties related to MEAL activities under his/her responsibility;
  • Safety and Security: He/She will follow safety and security rules on-base and will transmit all safety and security information to the Field Coordinator and Security Manager;
  • Strategy: He/She will participate in developing new operations and strategy plans as needed at base level.

specific objective and linked activities

 

  1. Implementation of the MEAL activities as planned, in close collaboration with the program teams and direct line manager (and technical supervision from MEAL Coordinator):
  • Contribute to overall mission knowledge and development through the identification of assessment needs in line with strategy development;
  • Contribute to MEAL strategy development at base and mission level, through active participation in MEAL planning and development;
  • Participate in defining methodologies for surveys and assessments;
  • Ensure accurate and updated data is collected and stored correctly on IMO database (when applicable);
  • Provide in-depth reporting and analysis on data collected through defined reporting templates for internal and external needs;
  • Guide the MEAL unit through the relevant stages of MEAL activities in conjunction with the MEAL strategy including supporting data management through the IMOs (when applicable);
  • Develop base level MEAL plans and keep them updated throughout projects;  
  • Work alongside program teams to ensure the timely implementation of MEAL activities and pre-empt delays or challenges in the field to meet contractual demands;
  • Support the development of mission level templates, tools for analysis and reporting systems ensuring a coherent and harmonized work with the MEAL Coordinator;
  • Supporting IMOs to deliver data reports and tables/graphs as requested for reporting and analyzing (when applicable);
  • Implement mission level guidelines and SoPs within the MEAL unit.   

      2. Submitting regular reports with accurate and qualitative/quantitative data:

  • When required, providing accurate and updated data/analysis in support of the development of grant reporting and proposal design in line with Field Coordinator needs and with support of IMOs (when applicable);
  • Contributing to proposal development when requested;;
  • Support the assessment phase of new projects, in relation to methodology development and assessment implementation;
  • Accurately archiving MEAL data/analysis and activity reports in an organized manner within a shared database at base level;
  • Ensuring database archiving is ongoing at IMO level according to archiving SoPs (when applicable);
  • Assisting the Field Coordinator with developing MEAL plans for new projects when requested;
  • Contribute to the preparation of data collection methodologies, timelines and tools under the technical supervision of the MEAL Coordinator;
  • Maintain and adhere to internal reporting systems between the Field Coordinator, the MEAL unit and the MEAL Coordinator as per the reporting plan.

      3.  Capitalization/Institutional Knowledge Building:

  • Systematically and regularly facilitate methodologically sound capitalization sessions with operations and MEAL teams by presenting the results of assessments, surveys and evaluations and jointly formulating recommendations;
  • Facilitating and guiding internal workshops in which Field Officers report on templates and new designs from the field in order to make accurate and beneficial changes;
  • Act as a core trainer for new members of staff following the ToT training template;
  • Identify new areas of training and skill enhancement within their team and taking active steps to develop and support the teams.

       4. Management of the MEAL team following PU-AMI’s rules and regulations:

  • Recruitment of the MEAL team as per established plans, in collaboration with the Human Resources department;
  • Welcome and brief new employees or volunteers working under his/her responsibility
  • Make sure that all new staffs are briefed on MEAL’s roles and responsibilities.
  • Supervise adherence to security regulations by personnel under his/her supervision.
  • Makes sure that handover reports are produced by all staffs and are shared with coordination.
  • Conduct workshops and regular or ad hoc meetings
  • Follow up the MEAL team according to the missions’ HR Policy and guidelines: daily management, discipline, performance evaluation, annual leaves management, etc.;
  • Ensure appraisals of the MEAL team (including IMOs when applicable) are regularly done and as per PU-AMI’s HR guideline ensuring that the performance evaluation is well understood by the evaluated team member. Set and follow up objectives for the employees’ personal development;
  • To constantly liaise and coordinate actions with the Field Coordinator of each base.

      5. Supporting the collaboration and development of the Information Management System at base level:

  • Working in close coordination with the IM Officers  to ensure effective and efficient processes of data management between MEAL and IM;
  • Working with IM teams to develop templates for the pre-defined criteria;
  • Supporting IM in standard trainings or skill development with MEAL teams;
  • Supporting IM development and outputs by working closely with mappings, data and other forms for analysis within MEAL reports.

       6. Communication with stakeholders, upon requirement and following directions from the Field Coordinator:

  • Communicate with all stakeholders, as required, in relation to the organization of the activities;
  • Proactively report to the Field Coordinator on possible challenges or delays and possible changes in strategy, that need to be communicated to the donor;
  • Ensure constant liaison between MEAL teams and Program teams regarding coordinated activities and programmatic updates;
  • Provide activity update during weekly base meetings as well as ensuring open lines of communication with the MEAL Coordinator regarding potential delays and challenges from the field or during development.

3-MAIN PRIORITIES OF THE DEPARTMENT

·Providing in-depth quality data analysis reports according to all internal and external deadlines

·Accurately enforcing mission defined methodologies and sampling frameworks

  • Reporting against correct templates and SoPs
  • Accurately supporting and leading teams in adherence with internal PU-AMI policies

 

Support in the development of tools for the mission : provide support in updating the HR database

 

MANDATORY REQUIREMENTS

 

  • Language skills: Fluent in Arabic and English (speaking/reading/writing)
  • Education degree: Bachelor degree in Social Sciences or any other relevant field
  • Work experience: 2 years of experience working for an NGO – 1 year experience in humanitarian project monitoring  and evaluation
  • Knowledge and skills: Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership spirit
  • Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook).
  • Strongly desirable to have a valid driver’s license in case of field needs.
