Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.
PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.
A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.
PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.
Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs:
- A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis.
- A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.

OVERALL MISSION
General objective
The MEAL (Monitoring, Evaluation, Accountability and Learning) Manager will assist the base’s operations teams in being accountable to beneficiaries, donors and other stakeholders, by supporting the development and implementation of the MEAL plan for each project results, frameworks and common outcome indicators.
The MEAL manager position’s major objectives are to properly achieve the following global tasks:
4 Implementation of the Monitoring, Evaluation, Accountability and Learning activities as planned, in close collaboration with the operations teams and the MEAL Coordinator;
4 Specific technical communication with donors upon request, following directions from Base Program Coordinator
4 Submission of regular reports with accurate and qualitative data;
4 Capitalization and Institutional Knowledge building
4 Management the MEAL team, following PU-AMI’s rules and regulations
4 Financial and logistic follow-up.
Responsibilities and tasks
4 MEAL: He/She will ensure implementation and oversight of all MEAL activities
4 Human Resources: He/She will supervise the MEAL team
4 Logistics and Administration: He/She will oversee the logistic and administrative duties related to MEAL activities under his/her responsibility
4 Safety and Security: He/She will follow safety and security rules on-base and will transmit all safety and security information to the Field Coordinator and Security Manager
4 Strategy: He/She will participate in developing new operations and strategy plans as needed
Specific objectives and linked activities
1. Implementation of the MEAL activities as planned, in close collaboration with the operation teams and line managers (direct and technical supervision):
4 To participate in the definition of the methodologies for surveys under the technical supervision of the MEAL coordinator
4 To develop and update the MEAL plan for each new project and for the base, following the standards of the mission, under the technical supervision of the MEAL coordination and the direct supervision of the Base Programme Coordinator
4 To develop the overall plan of implementation of the MEAL activities on a monthly basis and support Team Leaders in the daily organization of the activities and in coordination with the other departments
4 To keep track of all contractual activities and make sure that they are planned in line with the donors’ requirements and timeline
4 To ensure the quality and accuracy of the data and a serious follow-up of available guidelines, with the support of the MEAL Coordinator
4 To ensure a good communication with operation teams on planning and preparing all MEAL activities related to other project aspects
4 To implement and follow up the MEAL department activities, in direct collaboration with the Base Program Coordinator of Beirut base and under the technical supervision of the MEAL coordinator
4 To ensure proper coordination and liaison with the program departments and the MEAL coordinator
2. Communication with donors and stakeholders, upon requirement and following directions from Base Program Coordinator
4 To communicate with donors and stakeholders, as required, in relation to the organization of the activities
4 To proactively report to Base Program Coordinator and Field Coordinator on possible challenges faced in the activity implementation and the need to report to donor such difficulties
4 To proactively report to the Base Program Coordinator and Field Coordinator important communications raised during meetings or bilateral communications with donors and stakeholders
3. Submitting regular reports with accurate and qualitative data:
4 Provide inputs to proposal development, as well as project reporting, with accurate data
4 Support in the assessment phase of new projects, in relation to methodology development and assessment implementation, in coordination with the MEAL Coordinator
4 Keep an organized filing of all MEAL related activities and data collection
4 Participate in the preparation of results frameworks, performance monitoring and evaluation plans for new projects, including the harmonization/standardization of indicators, data collection methodologies, timelines and tools under the technical supervision of the MEAL Coordinator
4 In collaboration with the Base Program Coordinator and Field Coordinator, identify new areas of intervention and needs assessment
4. Capitalization/Institutional Knowledge Building
4 Systematically and regularly facilitate methodologically sound capitalisation sessions with the operations and MEAL teams by presenting the results of assessments, surveys and evaluations and jointly formulating recommendations
4 Maintain a resource library related to the specific field office/geographical area with internal or external information (such as assessments reports, post intervention reports, relevant external reports)
4 Make sure that documentation of methodologies and activities developed is updated and well organized
5. Management of the MEAL team following PU-AMI’s rules and regulations
4 Recruit the MEAL team as per established plans, in collaboration with the Human Resources department
4 Organize training sessions for the MEAL team to cover gaps and needs identified dynamically within the team
4 Flag to the Base Program Coordinator training needs identified within the team and not deliverable by the MEAL Manager in order to prioritize external training opportunities or training conducted with the support of the coordination
4 Follow up the MEAL team according to the missions’ HR Policy and guidelines: daily management, discipline, performance evaluation, annual leaves management, etc.
4 Ensure appraisals of the MEAL team are regularly done and as per PU-AMI’s HR guideline and that the performance evaluation is well understood by the evaluated team member. Set and follow up objectives for the employees’ personal development
4 To constantly liaise and coordinate actions with the Base Program Coordinator of Beirut base
6. Internal and external reporting
4 Provide internal reporting on activities according to PU-AMI’s internal tools and as per shared plans and deadlines
4 Submit weekly, monthly and quarterly reports as well as ad-hoc activity reports to Base Program Coordinator, respecting the deadlines set and formats established by the donor. The reports are to be technically validated by the MEAL coordinator when required
7. Financial and Logistic Management
4 Follow up the financial and logistic aspects of the MEAL activities (if needed)
4 Manage the cash forecast in link with the MEAL activities (if needed)

QUALIFICATIONS
Mandatory requirements
Language skills: Fluent in Arabic and English (speaking/reading/writing)
Education degree: Bachelor degree in Social Sciences or any other relevant field
Work experience: 2 years of experience working for an NGO – 1 year experience in humanitarian project monitoring and/or evaluation
Knowledge and skills: Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership spirit
Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook)
