General objective
Under the direct supervision of the Health Coordinator, the Pharmacist National Advisor is responsible for ensuring an efficient management of all the pharmacy-related issues and staff in all supported health facilities, respecting the medical and pharmaceutical procedures established in the framework of the health programme, as well as PU-AMI overall principles, in order to provide quality health services to Syrian-crisis affected refugees.
The Pharmacist National Advisor is the decision-maker and, thus, responsible of ensuring that the pharmaceutical goods management is safe, reliable and documented at all levels.
Responsibilities and tasks
Support and monitor the pharmaceutical management of the health facilities supported
- Provide technical support for the implementation and management of the health activities implemented in the framework of the referral system.
- Evaluate the needs of the health facilities in terms of training, supply, etc.
- Monitor and make recommendations concerning hygiene and waste management in the health facilities
- Ensure that drugs are provided with respect of the prices agreed upon by PU-AMI and the partner health care structures.
- Ensure an accurate follow-up of the drugs consumption and the rational use of drugs by the partner health facilities, as well as analysis and reorientation, if necessary, in collaboration with the staff of the partner health care structures in charge of the pharmacy management and the Project Managers.
- Ensure that the drugs are bought following PU-AMI logistics procedures and guidelines, including quality assurance criteria.
- Update existing tools and procedures for drug management in collaboration with the Health Coordinator at mission and PHC level.
- Analyze the beneficiaries’ needs in terms of access to medications.
- Ensure pharmacovigilance including the immediate report of any problem with the quality of a drug
Data collection and reporting
- In collaboration with the Health Coordinator, ensure a direct supervision of the pharmacy-related data collection and reporting system implemented in the health facilities
- In collaboration with the Health Coordinator, provide capacity builiding in terms of medical data collection to the health facilities, when necessary.
- Ensure the monthly monitoring and analysis of the indicators (internal and external).
- Assist in writing all required medical reports (for PU-AMI, donors, partners, etc)
Capacity building/transfer of knowledge
- In coordination with the Health Coordinator, provide necessary support to the partner health facilities in terms of the activities implementation (training, capacity building).
- Monitor the work of the Health PMs by constantly visiting the areas of intervention and getting feedback when not directly on the field.
- Support the Health PMs in improving their performance.
Capitalization/Institutional knowledge Building
- Ensure technical field coordination by being part of Technical working groups at national level and/or organizing bilateral meetings.
- Develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…).
- Participate in the new programme strategy and proposal writing when requested.
- Participate in the technical inspection of local suppliers where appropriate
QUALIFICATIONS
Mandatory requirements
Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
Education Degree: Pharmacist, minimum experience of 2 years.
Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework; ability to monitor activities’ indicators.
Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook.
