National Public Health Manager

General objective   The National Public Health Manager ensures the implementation of the Public Health activities within the mission in North, South and Beirut and Mount Lebanon Governorates, ensures the respect of PU-AMI overall principles and strategy defined by the Health Coordinator with the Health teams. He/ she monitors the implementation process at all the project’s stages and ensure field level monitoring of the quality of public health activities implemented within the scope of the project in collaboration with the health PM and the Project Implementation Coordinator of each base, and the Health Coordinator.   Responsibilities and tasks    Health Information System -      Participates in the development of a simple database to collect all HIS data from supported facilities and other benficiaries sources. -      Trains the Public Health team and supported facilities staffs in using the HIS database. -      Supports the Health PM in the bases with  the analysis of the data collected by the Public health team . -      Supports and contributes to the update of Weekly Activities Report in areas related to HIS. -      Consolidates  and anlyses data  from all the bases on a monthy basis. -      Conduct supportive supervision and training to PHC staff on using HIS tools. -      Participates at a national level in the surveillance meeting with WHO, MOPH and other health agencies .    Community-based surveillance system (including preliminary outbreak investigation) -      Trains (Public) health teams of each bases on Community based surveillance system . -      Develop and updates surveillance tools at the mission level. -      Maintains link with national stakeholders and other relevant partners on Outbreak investigation. -      Supports and supervises health teams on each base on outbreak notification, reporting and investigations,. -      Participates at a national level in the surveillance meeting with WHO and MOPH   Public Health promotion -      Trains health team on Public Health promotion strategies. -      Ensures and coordinates Public Health promotion strategies and tools as the national focal point at  the mission level. -      Monitors match between epidemiological data and health promotion sessions in all the bases -      In collaboration with Quality department, organizes assessment of process, impact and outcome of Public Health promotion strategy -      Coordinate and act as national focal point for development and management of  all Information, Education and Communication materials for public health  promotion and awareness creation. -      Keep track of all public health promotion activities each bases and on the mission as a whole.   Monitoring and reporting -      Monitors HIS, community-based surveillance and outbreak investigation reports -      Consolidates data on a monthly basis and reports to bases, Health Coordinator, and external stakeholders (WHO, MOPH, Health and Nutrition Working Groups) -      Supports the health teams on each bases for data analysis and interpretation   Research -      Conducts operational studies on description of refugees' health status in ITS/ CS in collaboration with health Coordinator, KCBCP coordinator, and HQ Health departement -      Conducts research on Public Health Prmotion strategy in collaboration with Health Coordinator, KCBCP coordinator, and HQ Health departement -      Writes and publishes articles in link with research -      Submits results of research to national and/ or international conferences in collaboration with Health Coordinator, KCBCP coordinator, and HQ Health departement   Strategy involvment -      Proactively suggests new research axes -      Adapts strategy of Public Health project to context -      Adapts tools (Public Health Promotion, Data collection) to programs and context   The tasks and responsabilities  mentionned above are not thorough and may be subject to evolve depending on the needs PU-AMI may have.
