Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Protection, Health and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Health Project Manager, the Pharmacist is responsible for ensuring an efficient management of the pharmacy in the supported health facilities, respecting the medical procedures established in the framework of the project, as well as PU-AMI overall principles, in order to provide quality health services to beneficiaries.

  1. SUPPORT AND MONITOR THE PHARMACY MANAGEMENT OF SUPPORTED HEALTH FACILITIES

 

  1. Provide technical support for the upgrade, best practices and management of the pharmacy  at PHCC, including the pharmacy, triage areas, etc.  
  2. In coordination with the PHCC Team Managers, evaluate the needs of the health facilities in terms of training, supply chain, etc.
  3. Monitor and provide recommendations concerning hygiene and waste management in the health facilities;
  4. Ensure, in collaboration with the entire Health team, that drugs are dispensed to the beneficiaries’/target population;
  5. Ensure an accurate follow-up of the drugs’ consumption and the rational use of drugs by the partner health facilities, as well as analysis and re-orientation, if necessary, in collaboration with the staff of the partner health care structures in charge of the pharmacy management and other key staff;
  6. Ensure that the drugs are bought following PU-AMI procedures and standards;
  7. Propose innovative ways to update existing procedures in collaboration with the PHCC Team Manager, Quality Assurance Advisor, and Medical Specialist;
  8. Ensure PHCC staff, in charge of the pharmacy, keep control of the overall movement of the pharmacy;
  9. Analyze weekly and monthly data to detect trends and plan drug order request accordingly;
  10. Participate in the follow-up and evaluation of quality standards indicators and MOPH checklist relevant to the pharmacy management.

 

  1. DATA COLLECTION AND REPORTING

 

  1. Provide monthly basis consumption report to the  Pharmacist and Quality Assurance Specialist equivalent in a standard format;
  2. Provide drug orders’ estimations to the Pharmacist and Quality Assurance Specialist  following PU-AMI procedures, and following a match analysis with MoPH provision;
  3. Ensure the monthly monitoring and analysis of the indicators (internal and external);
  4. In collaboration with the Medical  Specialist, Health Field Officer, PHCC Tean Manager and Quality Assurance Advisor ensure a direct supervision of the medical data collection and reporting system implemented in the health facilities;
  5. Following the provision of training by MoPH or other international agency, provide continious follow up/monitoring to guarantee impact and quality of care to the beneficieires;
  6. Participate in writing of all required medical reports (for PU-AMI, donors, partners, etc).

 

  1. CAPACITY BUILDING/TRANSFER OF KNOWLEDGE

 

  1. In coordination with the PHCC Team Manager and Inclusion and Community Health Team Manager, provide necessary support to the partner health facilities in terms of the activities implementation (training, capacity building).

 

  1. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING

 

  1. Participiate in the technical capitalization works for the whole mission in collaboration with the Health Project Manager, Pharmacist and  Quality Assurance Specialist and Health Coordinator;
  2. Develop an understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention, etc.).

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

  1. PRIORITIES OF THE DEPARTMENT
  1. Assess all PHCC pharmacy status in order to understand their functioning;
  2. Develop a working plan with the direct supervisor for improvements on pharmacy management;
  3. Provide weekly and monthly basis analysis on consumption reports to the direct supervisor, health project manager;
  4. Monitor the rational use of drugs, provides feedback to the PHCC staff working in the pharmacy, provision of drugs orders.

QUALIFICATIONS

MANDATORY REQUIREMENTS

 

  • Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
  • Education Degree: Pharmacist, minimum 2 years of experience; holding a Pharmacist Authorization from the MoPH, and registered at the Order of Pharmacists;
  • Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework; ability to monitor activities’ indicators;
  • Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
  • Other requirements:
    • Valid driving licence
    • Management and pedagogical skills
    • Good knowledge of Mount Lebanon districts’ geography, willing to travel locally
    • Literacy in reporting
    • Knowledge of Health Information Systems use in different project of MoPH is an asset
