Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.
A two years’ project of “Protection and empowerment of the most vulnerable refugees and host communities through an integrated approach”, will provide critical support to communities in Akkar, BML, North and South Governorate.
Program goal: Vulnerable and at risk individuals, households and communities' exposure to protection risks is mitigated through enhanced resilience and better access to their rights including to safe and decent living conditions and socio-economic opportunities.
Program Objectives:
Objective 1: Enhanced protection environment and capacity to address risks at individual, household and community levels;
Objective 2: Vulnerable and at risk households and individuals secure safe and adequate housing conditions and are protected from eviction.
Objective 3: Vulnerable and at risk individuals are empowered to access safe and sustainable livelihoods to support the socio-economic resilience of their households and/or their businesses.

OVERALL MISSION
- GENERAL OBJECTIVE
Under the direct supervision of the Deputy/Deputy/Field Coordinator (FC) and technical supervision of the Technical Coordinator(s) and DHoM, the Project Manager is responsible of the good implementation of the project at base level, ensuring that quality and standards are met in a timely and efficient manner.
The Project Manager position’s major objectives are to properly achieve the following global tasks:
- Overall piloting of the project implementation;
- Management of the finance and logistics aspects of the project;
- Project reporting focal point;
- Overall management of the project team;
- External representation of the project.
- RESPONSABILITIES AND TASKS
Project planning, piloting and monitoring: S/he develops, pilots and coordinates all the project’s activities and ensures that the operational and qualitative aspects are properly put into practice. S/he develops project management tools and monitor the good implementation of the activities. Along with the MEAL department, s/he contributes to the M&E plan and ensures the collection and implementation of good practices based on lesson learnt. S/he ensures the good adaptation and relevance of the activities all along the project, based on the context, needs and gaps, as well as their compliance to internal SOPs and international standards. S/he contributes to the adjustment of current interventions and/or to the development of new interventions based on identified needs.
Representation and coordination: Upon request from his/her line manager, s/he ensures and coordinates the PU-AMI’s sectorial representation in the area. S/he ensures an efficient coordination with partners, donors, authorities and other stakeholders, and other PU-AMI departments, and reports accordingly to his/her line manager.
Team management: S/he liaises with program and support departments accordingly based on administrative, logistic and human resource needs. In coordination with the HR department, s/he contributes to making sure that PU-AMI’s Protection against Sexual and Exploitation Abuse (PSEA) policy is understood and respected by all involved staff and for all activities.
Financial and Logistics planning and management: S/he manages the activities budget, follows-up the expenses and provides timely monthly budget forecasts. S/he will oversee the logistics and administrative duties of the project(s) under his/her responsibility.
Capitalization, reporting and communication: S/he contributes to the capitalization of good practices. S/he consolidate necessary information from the project team and draft reports on the project activities implemented at base level, with the support of the Deputy/Field Coordinator and relevant Technical Coordinators and Advisors.
Safety and Security: S/he will assist in following safety and security rules on-base and will transmit all safety and security information to his/her line manager.
Strategy and development of new projects: S/he will support the overall development of a sound humanitarian strategy at base level.

- PROJECT PLANNING, PILOTING AND MONITORING
- Ensure that aid recipients and local populations understand project objectives and actively participate in their implementation;
- Plan activities and ensure that the activity schedule is followed. If there are major delays in project implementation, immediately inform line manager and propose solutions to remedy the situation;
- Approve beneficiary selections for the project;
- Ensure the programs under his/her responsibility are running smoothly and ensure that the objectives defined in his/her project propositions are met. Above all, follow directions given, report to line manager, report any obstacles encountered during implementation and propose improvements or changes if necessary;
- Ensure the coherence of the activities under his/her responsibility (indicators and results follow-up) as well as their quality based on international standards and PU-AMI SOPs, including the strict respect of confidentiality, do no harm, accountability, best interest and participation principles;
- Oversee implementation of monitoring and/or evaluation, depending on the needs of the project(s). He/She will analyze and transmit information collected to his/her line manager. Depending on the project(s) and/or information collected, he/she will produce and disseminate monitoring and evaluation reports to the relevant persons.
- Ensure proper archiving of all documents produced for the project(s) and that the verification sources cited in the proposals are available;
- Lead regular field visits and ensure that best practices standards are met;
- REPRESENTATION and COORDINATION
- In coordination with the Deputy/Field Coordinator, represent PU-AMI and coordinate in the project area with any relevant stakeholders, local, national and international partners, as well as local authorities, in order to facilitate the implementation of activities, as well as inter-organizational learning;
- Participate actively to the Working Groups related to protection at national (if required) and/or local level;
- Contribute to partners and stakeholder mapping and engagement. Support the Referral Officer in the consolidation of the referral mapping;
- In the event of visits by Donors, he/she will actively help prepare for and assist in the visit;
- Provide updated information to all partners through the coordination platforms (RAIS, IA referral database, Activity Info, etc.).
- TEAM MANAGEMENT AND CAPACITY BUILDING
- Be familiar with PU-AMI mission’s rules and regulations, and ensure that they are understood and followed by the team;
- In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management at base level by: participate in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
- Brief newly recruited personnel on their roles and responsibilities;
- Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
- Implement mechanisms for coordinating with his/her own team and organize their supervision;
- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Deputy/Field Coordinator;
- Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
- Define and implement the required training(s) to all field teams and to community volunteer/local partners;
- Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
- Solve team conflicts and ensure team building and discipline.
- BUDGET & LOGISTICS MANAGEMENT
- Comply with all logistics’ rules, procedures and processes and ensure the timely supply of all logistics’ needs for the successful implementation of your program;
- Be responsible for eligibility and good utilization of funds allocated with the activities under his/her management;
- Be responsible for the planning, follow-up and monitoring of the budget and expenditures related to the grants;
- Update her/his Operational Follow Up (OFU) tool and share it monthly to Deputy/Field Coordinator and Admin department;
- Analyze and propose solutions of reallocation if needed, after receiving a monthly updated financial follow-up (FFU) from the Admin/Finance department;
- Make timely cash forecast according to his/her budget areas.
- CAPITALIZATION, REPORTING AND COMMUNICATION
- Send internal reports to line manager by the internal approval (SITREP) deadline. Update the PMT (Project Monitoring Tool) and the Activity follow-up tools on a monthly basis;
- Lead the writing of intermediary and final reports for donors by providing exhaustive information on activities implementation at base level;
- Support the capitalization of lessons learnt and good practices throughout the project in coordination with the relevant Technical Coordinator(s)/Advisor(s) and the MEAL department;
- Support the writing of comprehensive Activity Forms for all major operational aspects, in coordination with the relevant Technical Coordinator(s)/Advisor(s);
- Participate in the development of comprehensive support documents and tools to ease the implementation of activities with the objective to foster time/resource-efficient processes while securing qualitative outputs.
- SAFETY AND SECURITY
- Ensure that the safety and security plan is understood by the team under his/her responsibility and that the safety and security rules are followed;
- Help collect information on the safety and security of his/her region of operations and send it to the Humanitarian Affairs Manager/Officer regularly or ad hoc to the Deputy/Field Coordinator in case of emergency;
- He/She will ensure that the project(s), methodology and selection criteria do not endanger aid recipients, PUI members or anyone else. He/She will immediately alert the FC/HAO if teams or aid recipients are in danger.
- He/She will ensure that his/her team members and any day laborers have the proper safety equipment for their activities (for example, helmets, safety shoes, protective vests, gloves, PPE, etc).
- STRATEGY AND DEVELOPMENT OF NEW PROJECTS
- Contribute to needs assessment design and conduction, and suggest activities in line with the country strategy plan in coordination with the Deputy/Deputy/Field Coordinator and Technical Coordinators;
- In the context of identifying new operations, and together with the Deputy/Deputy/Field Coordinator, contribute to the preparation of project proposals and budgets;
- Participate in the strategy development of the base and the mission;
- Contribute to the development of accurate understanding of the Lebanese context and humanitarian situation (population at risk, needs, political context, and strategy of intervention, etc.)
