Project Team Leader

 

Première Urgence - Aide Médicale Internationale (PUI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PUI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PUI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Protection, Health and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Multi-sectoral Project Manager (PM), the Team Leader is responsible for the qualitative, quantitative and timely implementation of the protection and shelter activities. S/he coordinates and monitors the work of all Field Officers/Workers dedicated to these activities and supports the PM in the data collection for a qualitative and regular reporting on various components of the project. S/he will have an active role in the database’s use and monitoring of the project according to his/her line manager’s instructions.

  1. RESPONSIBILITIES AND TASKS
SPECIFIC OBJECTIVES AND LINKED ACTIVITIES 

1. ACTIVITIES IMPLEMENTATION

  1. Take part in the implementation of the shelter and protection activities (i.e. Shelter rehabilitation in small shelter units, cash for rent (CfR), etc.), through daily and weekly planning the field activities related to cash for rent and shelter rehabilitation, such as assessment, selection, provision of Cash for rent, MoU signatures, and ensuring a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works;
  2. Make sure that all documents and files are correctly submitted to the Manager and to the admin accordingly;
  3. Participate in the CfR selection committee meetings when requested/needed;
  4. Support Field Officers in negotiating with owners on the rent fees for the targeted families;
  5. Conduct regular field visits;
  6. Be the focal point for the rapid needs assessment (RNA) process: coordinate with the shelter and logistics department accordingly and plan the distribution of the RNA process with all departments internally and externally;
  7. Ensure that all measures have been taken and rules followed to ensure security on-site, in coordination with the Manager and Humanitarian Affairs Manager/Officer;
  8. Provide the expertise and contribute to the improvement of activities through critics, analysis and suggestions;
  9. Carry out additional assessments when requested;
  10. Ensure the adequate compliance and adherence to available SoPs and Guidelines;
  11. Participate in team workshops and lessons learnt seminars.

 

2. DATA MANAGEMENT AND ACTIVITIES’ MONITORING

  1. Support in the analysis of the Shelter/Protection humanitarian situation and population needs;
  2. Participate in needs assessment and the selection of the beneficiaries according to PU-AMI criteria;
  3. Ensure a regular monitoring on the assisted cases, in coordination with the team and the MEAL department;
  4. Manage the database for the Cash for Rent & Minor Rehabilitation in terms of daily monitoring and reporting monthly (MR: variation sheet/cost sheet);
  5. Prepare/print out all the documents needed for the project (i.e. MoU, hand over, follow up sheets, note to the files, etc.) and ensure their proper archiving;
  6. Contribute to the PIS/PDM process in coordination with the MEAL department;
  7.  Prepare the ATM cards and payments electronic request files upon request;
  8. Manage the bank database according to internal protocol;
  9. Support in the development of any pedagogical and methodological tools adapted to the local context;
  10. Support in the review, establishment and operationalization of Cash for Rent Standard Operating Procedures, Minor Rehab & Site rehab SoPs.

 

3. COMMUNITY MOBILIZATION

  1. Be responsible of the communication between PU-AMI and the Communities regarding the implementation of activities;
  2. Mobilize and encourage the Communities’ participation for activities, including community based awareness sessions.

 

4. TEAM MANAGEMENT AND CAPACITY BUILDING

  1. In collaboration with the HR department and line manager, participate in the recruitment process(es) of staff under his/her line management at base level by: participate in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Brief newly recruited personnel on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and support from line manager;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  6. Assist the line manager in defining and implementing the required training(s) to subordinate(s) regarding task to be developed on the framework of the project;
  7. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  8. Solve team conflicts and ensure team building and discipline;
  9. Coordinate the work of all Field Officers/Workers dedicated to these activities: weekly/daily planning explained during weekly/daily team meetings, daily planning prepared in advance to maximize Field Officers/Workers efficiency.
  10. Plan the working from home plan when required, and ensure that the modality is efficient, time bound and effective.

 

5. REPORTING AND COORDINATION

  1. Collect all information and oral/written reports on the progress of activities on a daily basis;
  2. Update the activities’ (i.e. CfR, ECA, minor rehabilitation) follow up sheets on a weekly basis and report regularly to the PM on the protection progress;
  3. Assist the PM in Activity information reporting, RAIS and any other needed platform;
  4. Make a weekly report in English on the progress of activities;
  5. Report immediately any delay, problem or other relevant information to the Project Manager;
  6. Communicate with the other sectors and contribute to smooth internal and external referral pathways.

 

6. LOGISTICS & ADMINISTRATION

  1. Define the needs in items corresponding to the planned interventions;
  2. Ensure the follow-up and the proper use of materials and tools used during on-site works;
  3. Manage the supply of items to the work site in collaboration with logistics department;
  4. Use the PU-AMI forms for all exchange with the logistic & administration services;
  5. Implement daily worker payment and/or beneficiaries’ payment in coordination with the administrative department.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

  1. PRIORITIES OF THE DEPARTMENT
  1. Support the daily implementation of the shelter and protection activities;
  2. Hands on the database for proper monitoring of the activities;
  3. Develop planning tools for daily follow up of field officers’ tasks and responsibilities;
  4.  Set up meetings with technical specialists/coordinators.
  5. Manage and update the project’s database.

QUALIFICATIONS

Mandatory requirements
  1. Language skills: Fluent in Arabic and English;
  2. Education degree: Bachelor degree in Social Science/Political Science/Law or relevant;
  3. Work experience:
  • 3 years of experience in a protection project;
  • Strong knowledge in protection and shelter standards;
  • Experience in Minor Rehab/Cash for Rent Activities.

 

  1. Computer skills: Strong knowledge of Microsoft Office and Access database;
  2. Others:
  • Good knowledge in protection and social related topics;
  • Excellent communication and listening skills with persons of concerns (displaced and host populations);
  • Effective stress management;
  • Ability to work under pressure and with short deadlines;
  • Good problem solving skills;
  • Good knowledge of the humanitarian and context;
  • Excellent ability to work in a team;
  • Ability to prioritize tasks.
  • Valid driving license is an asset.
