Protection Specialist

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Lebanon has been implementing emergency and recovery projects in Health, Water, Sanitation, Hygiene, Shelter Rehabilitation and in Livelihood Recovery sectors. 

Job Description

I. GENERAL OBJECTIVE 

Under the direct and technical supervision of the Protection Coordinator, the Protection Specialist is in charge of overseeing protection activities ensuring that quality and standards are met, and providing guidance and capacity building to field staff in the different locations of interventions in Lebanon. The Protection Specialist is expected to closely collaborate with the GBV Specialist to contribute to the successful and quality implementation of the protection strategy, while collaborating with other sectors (Health, Shelter, MHPSS) to ensure protection mainstreaming and integration. The Protection Specialist position’s major objectives are to properly achieve the following global tasks: 

  • Provide technical guidance and supervision for all general protection activities aimed at supporting Persons with Specific Needs (PWSN), including case management and cash assistance, PSS & Life Skills sessions, capacity building of frontliners and local partners, and community-based protection activities in accordance with internal Standard Operating Procedures (SOPs) and existing national protection guidelines; 
  • In coordination with, Protection Coordinator and Protection Team Manager(s), support with both direct and partner-led implementation of all protection activities under assigned projects; 
  • Ensure the capacity building of PU-AMI Protection team, including preparing training packages, facilitating sessions, offering on-the-job coaching, setting up a community of practice, and any other relevant identified methodology.  
  • Strengthen PU-AMI’s protection and inclusion mainstreaming, systematic analysis and understanding of protection risks and information needs, and propose new activities and intervention based on needs, risks and gaps identified. 

RESPONSABILITIES AND TASKS 

1. TECHNICAL SUPPORT & GUIDANCE (50%) 

  • Draft and update potection-related SOPs, Activity Forms, tools to ensure that all protection activities are in line with national and international standards; 
  • Participate in technical kick-off meeting and support development, regular revision and execution of protection workplan, with a specific focus on assigned projects; 
  • With support from the Protection Coordinator, provide technical guidance and support on different types of interventions, including: 

- Case Management: Oversee overall quality and monitoring of comprehensive case management processes, and advise on complex protection cases.  

- Cash for Protection: Oversee cash assistance programming within protection interventions ensurng eligibility criteria, risk mitigation, and monitoring are in place.  

- Life Skills (LS) & Recreational Activities: Lead the development, revision, and adaptation of LS and recreational sessions to promote protection, well-being, and social cohesion. 

- Awareness Raising: Lead the development, revision and adaptation of awareness-raising content and IEC materials, and systematic two-way information dissemination. 

- Community Engagement & Development: Strengthen community-based protection networks (CBPNs), local CBOs and committees, and support the development and implementation of community-led initiatives.  

  • Support the development and roll out of need assessments (surveys, FGD, KII) and monitoring tools to ensure community engagement and decision-making and adapt approach to implementation. 
  • Support systematic analysis of information needs and protection risks, using primary and secondary data collected through protection activities including community-led assessment and monitoring, and contribute to monthly high-quality reports and actionable analysis on identified protection concerns and information needs; 
  • In collaboration with GBV Specialist, Referral Officers and other departments, strengthen internal and external referral pathways for specialized services, including healthcare, legal aid, shelter, mental health, and GBV support, to enhance comprehensive service delivery; 
  • Under the supervision of the Protection Coordinator, collaborate with MHPSS team to ensure integrated mental health and protection services, particularly with regards to MH/Stress Management awareness sessions, capacity building of Community-Based Protection Networks on MHPSS topics, and implementation of non-focused PSS groups.  
  • Report on implementation challenges and reccommendation for adaptations; 
  • Ensure the mainstreaming of safe and dignified programming/inclusion considerations across all interventions; 
  • Participate in regular coordination meetings and field visits. 

2. CAPACITY BUILDING & QUALITY (20%) 

  • Provide technical support and on the job coaching to Case Management Supervisor (CMS) and Protection Social Workers (PWS) by providing feedback, shadowing and mentoring;  
  • In collaboration with the CMS, roll out capacity building initiatives aimed at PUI case workers in line with the revised interagency guidance ‘Your Guide to Protection Case Management’; 
  • Undertake quality spot check to guarantee the activities’ quality and the compliance with PU-AMI SOPs, national and international protection standards; 
  • Support with capacity assessment exercises and identify training gaps, assess internal capacity and external opportunities to further develop the capacity of the protection team on relevant topics; 
  • Draft and review protection related training and coaching materials and handouts; 
  • Deliver training and coaching sessions for PU-AMI staff, local partners and frontliners on protection related topics, such as protection core concepts, safe and dignified programming, basic disability and inclusion, case management, safe identification and referral, etc. 

3. DATA ANALYSIS, MANAGEMENT & REPORTING (15%) 

  • Collaborate with the MEAL department to support the development of M&E tools, plans and log frames; 
  • Support with accurate, regular and consistent data collection using harmonized tools and trackers, and support data cleaning and validation for timely internal and external reporting (i.e. Activity Info);  
  • Regularly support with analysis of Post-Distribution Monitoring and Post-Intervention Satisfaction Surveys to assess the effectiveness, quality and impact of protection interventions;  
  • Support with drafting/revising quality activity and donor reports as scheduled including but not limited to monthly, quarterly and annual reports. 
  • Collaborate with MEAL and Protection team to support evaluation, lessons learned and contribute to impact analysis of PUI protection interventions. 

4. REPRESENTATION & COORDINATION (5%) 

  • Attend the Protection Working Group and Task Force meetings at national and/or local level;  
  • Contribute to stakeholders mapping exercises and identification of potential local partners; 
  • Closely coordinate with PUI technical departments (Health, Shelter, MHPSS) and MEAL department to ensure successful and timely implementation of activities; 
  • Ensure an efficient coordination with partners, including consortiums' partners, and stakeholders, and report accordingly to the line manager.  

5. DEVELOPMENT & STRATEGY (5%) 

  • Support protection program development based on identified opportunities, aps and needs; 
  • As required, participate in design meetings and support with proposal development; 
  • Support the development/revision of the Protection strategy and its action plan. 

6. HR & ACCOUNTABILITY (5%) 

  • Support staff duty of care to prevent vicarious trauma and other forms of work-related stress by promoting well-being practices among the team; 
  • Upon request, participate to recruitment process(es) of Protection staff (i.e. drafting job descriptions, shortlisting resumes, correcting tests, conducting interviews, etc.), and provide feedback related to staff performance for professional development; 
  • Oversee the respect and application of HR procedures, including daily management, disciplinary actions, performance appraisals, leave management, and staff capacity building, in alignment with PU-AMI’s Policies and Guidelines. 
  • Coordinate with the HR department to ensure the implementation and adherence to PU-AMI’s PSEAH policy and Child Protection policy across all activities.  
  • In coordination with the MEAL department, contribute to the quality and accessibility of the FCRM through the helpline. 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.  

II. PRIORITIES OF THE DEPARTMENT 

  • Technical Oversight & Quality Assurance: Ensure high-quality case management, protection interventions, and adherence to national and international protection standards. 
  • Capacity Building & Staff Supervision: Provide technical training, coaching, and supervision for protection staff to ensure survivor-centered, trauma-informed and rights-based approaches. 
  • Community-Based Protection: Strengthen and consolidate technical guidance to enhance community-based protection approaches, ensuring meaningful participation, self-protection, empowerment, and sustainability of local protection networks and organizations. 
  • Protection Monitoring & Risk Mitigation: Oversee data collection, trend analysis, and response mechanisms for protection concerns, ensuring strong referral pathways. 
  • Promote cross-cutting gender and inclusion mainstreaming. 

QUALIFICATIONS  

Mandatory Requirements 

  • Language skills: Fluent in English and Arabic. 
  • Education degree: University degree in social work or another relevant degree. 
  • Work experience: Minimum 4 years experience in protection with a humanitarian organization, with at least one year in a managerial position. 
  • Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook. 

Others: 

  • Excellent knowledge of humanitarian, PSEAH, and protection standards and principles 
  • Excellent knowledge of protection risks and the humanitarian context in Lebanon 
  • Demonstrated experience with diverse protection interventions to support PWSN at individual and community level, including case management, cash- and community-based interventions 
  • Good understanding of gender and inclusion mainstreaming   
  • Excellent communication and facilitation skills  
  • Good analytical skills and understanding of program data cycle management 
  • Self-starter and result-oriented 
  • Highly accountable, professional and respectful  
  • Proven team and inter-personal skills 
  • Willing and able to travel locally on weekly basis (North and South); 
  • Valid driving license 

ASSETS

  • Previous experience with designing outreach strategies for different beneficiaries-target audience, two-way communication, Communication with Communities (CWC) and Protection Analytical Framework (PAF) will be considered an asset. 
  • Ability to deal with difficult work situations and to manage stress.

PUI-AMI Employment Conditions and Benefits

  • Status: A Fixed-Term Contract  
  • 40-hour work week from Monday to Friday. 
  • Monthly Gross Income: 2685 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF.
  • Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.   
  • Insurance Medical Insurance class B for employee and spouse.
