General objective
Under the direct supervision of the Health Project Manager, the Public health and Hygiene Promotion Team Leader participates in the overall coordination of the implementation of the project in Saida, ensures the respect of PU-AMI overall principles and strategy defined by the Project Implementation Coordinator, Health Coordinator and Country Director.
Responsibilities and tasks
Assessment, design and implementation of the health and hygiene promotion activities
- To monitor the implementation process at all the project’s stages and ensure field level monitoring of the quality of health education activities implemented within the scope of the project.
- Take part in the technical assessment and design of all program activities based on TWiG and Humanitarian standards.
- Share the methodology and technical design with the Field Implementation team members, beneficiaries and contractors.
- Assess regularly the public health activities and make adjustments if any.
- Collect any relevant information for the project from the communities and partners and share it with the concerned staff member.
- Analyze and monitor the qualitative and quantitative results of the public health activities.
- Quarterly updating and selection of health education sessions topics with the public health officers and supported facilities focusing on identified areas of needs.
- Report immediately any difficulty or delay faced in the implementation of activities.
- Make sure that the action plan is followed and all tasks are conducted within the time frame
- Lead in the designs of Information Education and communication (IEC) materials for referral and health education disemination for the program.
- Plan and coordinate the number and timing of health education sessions with the supported facilities and eventual roll our by public health officers.
- Propose the ways to update tools and procedures in collaboration with the Project Manager and Health Coordinator.
- Ensure that the partner health facilities have the necessary information on the referral system and properly understand the activities to be implemented in the framework of the project
- Participate in the coordination meetings with the health facilities supported.
- Ensure that the partners respect the confidentiality of the beneficiaries
- Conduct surveys (technical assessments etc) using specific formats
- Participate in the evaluation of the humanitarian situation in the region
- Participate in the identification of potential program partner structures
- Support the Health team in the definition of the intervention strategy
Team Management
- To ensure the respect of all human resources rules;
- To supervise and manage the Public health Officers and monitor their work by constantly visiting the areas of intervention and getting feedback when not directly in the field.
- To manage and supervise the Public health Field Officers in charge of the monitoring of the administrative aspects of the project (number of consultations in the partner health facilities, collection of the invoices, reimbursment to the health facilties, opening hours, attendance of the staff).
- To coordinate the work of all Field Officers dedicated to these activities : weekly/daily plannings explained during weekly/daily team meetings
Capacity building
- To train new Public health Field Officers on the activities implemented in the framework of the project.
- To solve team conflicts, if any, and ensure team building
- To support each Public health Field Officer in improving his/her performance
- To conduct appraisals every six months with each Public health Field Officer
- Develop any pedagogical and methodological tools adapted to the local context.
Logistic & administration
- Define the needs in materials and tools regarding the program and the planning of interventions;
- To conduct initial review and validation of financial and adminstrative documents from the supported facilities.
- Analyze the security situation in the area and inform the Project Manager on security incidents.
Reporting & Data collection
- Ensure the monthly monitoring and analysis of the indicators (internal and external).
- Coordinate regular tracking of health education and community session beneficairies.
- Participate in writing of all required medical reports (for PU-AMI, donors, partners, etc)
- Participate in the constant evaluation of the project (effectiveness, efficiency, impact, relevance)
- Support the Project Manager in the regular planning of the activities
External links
- Map and meet primary and secondary health care providers of Saida.
- Under delegation from the Project Manager, coordinate PU-AMI activities with other health stakeholders in Saida
- Participate in the liaison with local authorities, NGOs and other stakeholders under delegation from the Project Manager.

QUALIFICATIONS
Mandatory requirements
Ø Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
Education Degree: Degree in management or administrationof health systems / public health (a master degree is a plus); at least two years of experience in the health system
Work experience: Proven experience in NGOs. Knowledge of the project cycle and logical framework; Proven experience in team management.
Computer Skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
Other requirements
- Valid driving licence (2 years minimum)

- Good knowledge of Saida districts’ geography, willing to travel locally
