SECURITY MANAGER
Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.
POSITION GENERAL INFORMATION
Position: Security Manager Based in: Halba, Akkar
Supervision
- Under the direct supervision of: Field Program Coordinator
- Under the technical supervision of: Security Coordinator
- Under the overall supervision of: Field Program Coordinator
OVERALL MISSION
General objective
The Security Manager supports the Field Program Coordinator with organizing the Security of the teams, property and assets, and programs as well as the proper functioning of the site.
Responsibilities and tasks
Security and Safety
- Pro-actively collecting of security related information from a variety of sources and cross-checking the information against the different sources.
- Providing in-depth analysis of information and security related incidents, using available background analysis reports and external support, when needed.
- Creating and maintaining a network of Security Focal Points from various agencies, including but not limited to NGOs, UN, LAF, and ISF.
- Following up on internal security incidents and suggesting mitigation measures, if needed and as per Security Strategy, Security Plan, and SOPs (Standing Operating Procedures).
- Co-chairing of the daily / weekly Security Meeting and Coordination Meeting with regards to the Security section of the agenda.
- Participating in the drafting and development of the Base Security Plan and the related security SOPs.
- Implementing internal / external Security Warden System.
- Monitoring of security mitigation measures and equipment in offices, guesthouses (incl. hotels), and vehicles.
Administration + Reporting
- Creating a computer / intranet based database (MS Office Outlook / vCard + csv) of Security Focal Points, Security Information Sources, PU-AMI staff (Akkar + Coordination Office + as required), enabling smooth and regular transfer of data to Smartphones and tablets (Android, Blackberry, iOS, etc).
- Ensuring that Security Incidents Reports are drafted, collected, disseminated, and filed as per standing guidelines (electronically and in hard copy)
- Creating and maintaining a Security Incident Database of internal and external security incidents for reporting and analysing purposes.
Training
- Designing and implementing a training plan and training modules for staff and visitors, including refresher training.
- Designing and providing Security Briefings and Training as part of New Staff Induction plans.
- Providing Security Briefings to visitors.
- Staying up to date on external training opportunities.
- Staying up to date on security mitigation techniques and procedures.
Representation and external coordination
- Participating in the overall representation of the organization with local actors and field level donors with regards to Security matters, when instructed and under the Supervision of the Field Program Coordinator
- Participating, when needed, in the main coordination meetings with partners and donors, taking notes and providing qualitative minutes / reports, with regards to Security matters.
Program implementation and development
- Contributing to the development of concept notes, proposals, and program strategies, with regards to Security matters.
Confidentiality
- Ensuring confidentiality of all information related to PU-AMI in the widest possible sense, especially regarding information related to beneficiaries.

QUALIFICATIONS
Mandatory requirements
Language Skills: Fluent in Arabic and English, (speaking/ reading/ writing).
Education Degree: University degree in Politics or a related field.
Work experience: 2 years professional experience in a security function, preferably in an NGO
Computer skills: Very good knowledge in Microsoft Office (Word, Excel, Outlook)
Other requirement: Valid driving license (For minimum 1 year)
